    Job Description



    • Provide health care related to gynecology and obstetrics to patients in the project, including prevention, diagnosis and treatment

    • Provide emergency obstetric care in the maternity:  

      • Daily ward rounds in maternity with the medical and midwifery teams

      • Ensure new admissions are assessed  and receive  an appropriate management

      • Assist in management of complicated deliveries and care of pathologies.

      • Assess patients requiring any procedure e.g. instrumental delivery, intrauterine aspiration curettage, caesarean section. Prepare them for theatre in conjunction with maternity and OT staff including informed consent of patient and  care giver

      • Ensure clear documentation and communication of the patient’s status  is done by all members of the team

      • Participate to the on-call roster and provide support and bed side training to the member of the team on duty



    • Daily rounds and  management of ICU patients in collaboration  with the expat med Anesthetist

    • Participate in the ward round in hospitalization (annex) .

    • Perform in OT.

    • Share the tasks with national GPs in management of obstetric patients; support clinical thinking and decision making, ensure safe management, and coach GPs.

    • Work in collaboration with obstetrics consultants from Kano teaching hospital (AKTH).

    • Ensure in collaboration with medical activity manager/MTL the implementation of MSF clinical policies, tools, guidelines and protocols related to gynecology and obstetrics in order to minimize clinical risk and to extend best reproductive practices.

    • In collaboration with other medical colleagues, carry out the collection of quantitative gynecological data and ensure exhaustive use of management tools in order to improve gynecological results and to share knowledge among other field specialists.

    • Participate in  the maternal mortality review process / Nearmiss ( record in the dedicated tool, analysis and presentation)

    • Can be involve in the Plan and supervision of the HR associated processes (recruitment, training, performance evaluation, development and internal/external communication) of the gynecological staff or other staffs in order to ensure both an efficient sizing and the amount of knowledge required, to improve people’s capabilities and their active participation in influencing the targeted population using preventive practices. This will be done in close coordination with the HR department.

    • Participate in collaboration with the head nurse and the Midwife manager the maintenance and running of the gynecological equipment and drug consumption, preparing new orders when required and ensuring its rational use as well as that pharmacy stock levels are permanently updated and available. This will be done in cooperation with the pharmacist and logistic staff, the management.

    • In addition to the tasks mentioned above, the person may be required to perform other duties assigned by the Medical team leader, the project coordinator or the coordination according to the needs of the mission.


    Requirements

    Education:



    • Essential, Gynecology specialist diploma.


    Experience:



    • Essential at least 2 years certified work experience in Gynecology

    • Desirable previous experience with MSF or other NGO’s in developing countries


    Languages:



    • Essential mission language; local working language would be an asset.

    • Representing MSF externally together with the Project Coordinator (PC) or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed messaging.

    • Monitoring, analysing and reporting on key issues (security, risk, etc.) to the Project Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities and military groups,.     • Translating and reviewing documents and acting as an interpreter when needed. Assisting the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.

    • Preparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment. Ensuring regular security briefings / trainings of assessment team, drivers, and guards in consultation with the Project Coordinator.

    • Being contactable by phone and available to assist the Project Coordinator with important context, security and operational issues that may occur outside of regular working hours.

    MSF Section / Context Specific Accountabilities



    • Participate in exploratory missions according to the Field Coordinator indications, in order to better comprehend context, priorities and constraints when required

    • Monitor the security situation and risks in South Nigeria and Ebonyi State and provide regular inputs to the Field Coordinator

    Job Title: PPM Coordinator


    Location: Abuja, Nigeria


    In collaboration with the Institute of Human Virology (IHVN) as the Principal Recipient (PR), KNCV is implementing the Global Fund Public-Private Mix grant; Scaling up services for TB Prevention and Control in the 3 states of Benue, Akwa Ibom and Cross River. This will involve engaging primarily with the formal and informal private health sector in these states to find and treat missing persons with TB disease and contribute towards the National TB, Leprosy and Buruli Ulcer Control Program’s (NTBLCP) TB treatment coverage targets.


    The overarching strategic objectives of the PPM grant include improving access to quality patient-centered care for TB, TB/HIV and drug-resistant TB services; prevent transmission and disease progression; and to strengthen TB platforms in the private sector. KNCV TB Foundation also providing technical support to KNCV TB Foundation Nigeria in the implementation of USAID funded LON project particular in the implementation of the Private Sector Engagement in finding and treating missing TB cases in 14 states.


    Purpose of the Job:



    • The PPM Coordinator is expected to provide technical and programmatic leadership to the implementation for the GF PPM TB and LON Nigeria project.

    • The PPM Coordinator is responsible for the overall implementation of the GF PPM TB project as well as provide technical assistance to the LON project on the PPM implementation and the overarching management responsibilities in the branch office such as governance, HR and security.


    Position in the Organization:



    • The PPM Coordinator reports to the reports to the Grant Manager at KNCV’s Head Office in The Hague.


    As PPM Coordinator, you will:



    • Coordinate the implementation of the Global fund PPM TB grant in the focused state;

    • Develop implementation plans and oversee the implementation of integrated TB, TB/HV and other medical services at facility level and community level with focus on the private sector in the Global fund and LON region 1 and 2 states;

    • Lead effort in the engagement of key private sector stakeholders, Associations and other professional bodies involved in the implementation of the public-private Mix TB activities;

    • Provide technical guidance on training and capacity building in the focused states in the implementation of the PPM TB in LON 1 and 2 States;

    • Provide technical assistance on rapid assessments, situational analysis, evaluations and other related activities with focus on the PPM TB in Global fund and LON projects States;

    • Lead effort in the engagement of key state-level stakeholders, state TB programs, Ministry of health and Local government on the implementation of the PPM activities;

    • Other duties as assigned.


    Overarching Management:



    • Ensure proper execution of the KNCV Country Office manual and HRM manual;

    • Implement (changes in) relevant policies and procedures in the Country Office as advised by KNCV HO;

    • Lead the KNCV TB Foundation office and responsible for in-country KNCV security policy;

    • Coordination with Local NGO KNCV Nigeria;

    • Resource Mobilization.

    • Represent KNCV Branch Office externally with partners in-country;


    Who We Are Looking for?
    Education:



    • A Degree in the Medical Sciences – MBBS / MB.BCH (Master’s Degree in Public Health, Project Management, Health Management and related discipline will be an added advantage).


    Knowledge / Experience:



    • At least 10 years experience in managing complex public health programs especially in the field of TB, TB/HIV and HIV;

    • Ability to develop, adjust and implement a business model for TB control in the overall private sector;

    • Demonstrated experience representing an organization and/or diplomatic capacity;

    • At least 2 years of experience supervising a team.

    • At least 3 years of experience in supporting the implementation of control activities in the formal and informal private sector in the context of tuberculosis;

    • Good working knowledge of and relationship with partners operating in the public and private health space at both national and sub-national level;

This activity aims to identify and support proven interventions through the improvement of service delivery and strengthening health systems with an expanded effort with the Government of Nigeria (GON) in Adamawa, Bauchi, Borno, Jigawa, Kano and Yobe States. The objectives of the activity include 1) Targeted and efficient HIV and TB case identification and linkage to care and treatment; 2) Enrollment of patients on HIV/AIDS therapy with adequate adherence and minimal loss to follow-up; 3) Successfully suppress HIV viral load; and 4) Increase GON capacity to expand, coordinate and finance HIV/AIDS and TB services.     Principal Duties and Responsibilities



    • Under the supervision of the Senior Activity Manager, oversee the development, implementation, and monitoring of the project sustainability and transition plan and milestones schedule.

    • Liaise with project technical teams to review and revise activity designs to ensure maximum sustainability and ability to be transitioned to local actors.

    • In consultation with government stakeholders, design and plan for innovative financing mechanisms to transfer health workers and other key interventions to government funding in the future.

    • Assess both needs and capacity of government entities to take on funding and management of HIV interventions.

    • Lead private sector engagements at national and sub-national levels and leverage private sector engagement support, expertise, skillsets, and resources to advance SHARP TO3 objectives and programmatic approaches towards the achievement of epidemic control.

    • Develop monthly progress status narrative, success stories, and articles related to the implementation of the project sustainability agenda and PSE initiatives.

    • Develop quality advocacy briefs and raise awareness of the sustainability agenda through effective communications and presentations.

    • Present persuasive recommendations to government entities for increased funding and ownership of the HIV/AIDS response.

    • Support the implementation of organizational capacity interventions for local partners across project states.

    • Create strong collaboration and teamwork between all program units and foster a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.

    Required Skills and Qualifications



    • Bachelor’s degree in sciences or related field required, Master’s degree preferred. Certification in Project Management will be an added advantage.

    • Minimum of 5 years of extensive experience working for or in close collaboration with state and local governments in Nigeria required.

    • Minimum of 3 years of extensive experience in human resources for health, public sector health financing, HIV service delivery, and other key technical areas is preferred.

    • Familiarity with government bodies in some or all of the Task Order 03 states (Adamawa, Bauchi, Borno, Jigawa, Kano, and Yobe) strongly preferred. Regularly travel to Adamawa, Bauchi, Borno, Jigawa, Kano, and Yobe States to provide direct support.

    Supervision

    The location of the assignment is Abuja, Nigeria with intermittent travel throughout the country.
