The Coordinator, GIS supports implementation of technical projects within eHA’s Geographic information systems (GIS) Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

To perform this job successfully, the Coordinator, GIS will work under the supervision of the GIS Technical Lead to perform the following responsibilities:

Identifies, analyzes, and defines changes to GIS applications software and related systems and subsystems that maximizes efficiencies for better services to users.

Coordinates the acquisition of new spatial data and supervises the integration of the data into eHA’s GIS.  Leads in the design, development and creation of databases, maps and other related projects.

Supervise and strengthen the skills of GIS Analysts.

Integration of data from multiple sources into the spatial data repository.

Act as technical lead on GIS projects when required.

Prepare quality assurance plans for GIS tasks and oversee their implementation.

Serves as system administrator for GIS ensuring that application software and hardware operates efficiently and meets eHA’s needs for Information Technology.

Assists in the development and management of GIS project plans including defining requirements, tasks, and resource assignments, ensuring that approved quality levels and deadlines are met.

Develop vector and raster spatial analysis models using QGIS Modeler, ModelBuilder, Python, R or other GIS scripting languages.

QUALIFICATIONS

Degree Requirement: Master’s degree in Geographic Information Systems, Computer Science, Surveying and Geoinformatics, Geography, or other GIS/Information Systems Technology related degree

5+ years of GIS experience and minimum of 2 years at a senior level

Working knowledge of open Source GIS stack (QGIS, PostGIS and Geoserver), data transformation tools (FME Desktop and/or Kettle) and Commercial GIS stack (ArcInfo, ArcView, ArcCatalog, ArcToolbox), ArcSDE, ArcGIS Server

Relevant working experience in an NGO is desirable

Experience working in an agile environment

Working knowledge of carto visualization platform

Strong knowledge and experience of Geospatial data management life cycle

Ability to work on multiple projects and deliver within tight timelines while being flexible in adapting to new roles

Strong leadership skills that include the ability to work effectively within teams, ability to motivate others, delegation, and timely/quality decision making. Training and presentation experience is preferred.

Minimum of 4 years GIS development/software engineering experience

Significant and advanced GIS and Software development experience may substitute for the Master’s degree Experience in Javascript and JavaScript libraries – AngularJS, LeafletJS

Experience in developing web and mobile GIS applications using open source GIS solutions e.g. PostgreSQL, Geoserver, MapServer, OpenLayers

Working knowledge of developing restful web services and Application Programming Interfaces (APIs)

Experience working in a team environment with GitHub (creating branches, merging branches, cherry-picking commits, reverting commits, stashing, squash merging, tagging, etc.)

Familiarity with test driven development

Familiarity with best practices in coding and design including enterprise patterns.

FIELD OPERATIONS COORDINATOR


SUMMARY

The Field Operations Coordinator leads planning, organizing, coordinating and execution of data collection activities throughout the lifecycle of the project.

S/he is also responsible for providing technical expertise and supervision of day-to-day activities of data collection staff hired for the project.

S/he provides budgetary and operational recommendations to the State Coordinator and Project Manager.


ESSENTIAL DUTIES AND RESPONSIBILITIES

To perform this job successfully, the Coordinator, Field Operations will perform the following responsibilities which may include but are not limited to:

Leads the detailed planning and execution of data collection activities in designated states.

Provides technical expertise to support the Project Manager and State Coordinator in the development of operational plans to support field activities

Coordinates all data collection staff and data collection activities carried out across Local Government Areas (LGAs) and wards in designated states

Supports in the configuration of mobile data collection tools (ODK) and mobile base maps on mobile phones and tablets. Troubleshoots mobile phones, tablets and other data collection devices during field activities

Supports the State Coordinator in gathering baseline data through liaison with government staff and stakeholders at LGA and ward levels

Works closely with the Geographic Information Systems (GIS) Analysts to ensure data quality standards are met for all data collection activities, and to provide input into development of field planning maps and guides

Works closely with government, stakeholders and partners across states to support the hiring and training of data collectors.

Reports any issues/risks to the Project Manager and State Coordinator on a daily basis

Conducts tests, interviews and provides training to data collectors across states.

Coordinates Training of Trainers (ToT) activities across states throughout field activities

Coordinates sensitization meetings at all local levels (LGA, ward and settlement)

Ensures periodic of synchronization of field data

Ensures compliance with laws and regulations


QUALIFICATIONS

Bachelor’s degree from an accredited college or university with a major in Geography, Cartography, Business Administration or related field. A Master’s degree in management, business administration, project management would be an added advantage

2 years of full-time or equivalent part-time experience in conducting surveys operation and management, including at least two years experience in a system/program supervisory capacity.

Knowledge of geographic information systems

Experience in training and deploying data collection teams

Coordinates directly with all eHA’s departments to develop and maintain specific GIS data and analysis. Conducts GIS data capture using Global Positioning System (GPS) positioning equipment and other means

Provides support for GIS data conversion, systems integration and application development and implementation.

Designs, develops, tests, documents and certifies applications, programmes and systems functionality

Provides support in relationship to GIS, GPS data collection and related software.

Examines request for mapping products and determine methods of using GIS to meet the request of eHA. Designs a variety of databases using data modeling techniques

Assists with designing and implementing training plans. Provides support and training on various aspects of GIS software, database creation and use. Coordinates GIS activities with programmers and technicians. Responsible for updating, maintaining mapping standards and work processes

Design, maintain and update appropriate map templates, graphics, layouts, charts and graphs for data representation and analysis to support all required organization projects.

Maintain and improve and or make positive contribution to improve the organization standard map templates in line with eHealth Africa cartographic standards

Assist with the building, testing, documentation, installation and training of new open source  applications tools

Produce web maps and visualizations using open source geospatial tools

QUALIFICATIONS

The requirements listed below are representative of the knowledge, skill and/or ability required to successfully perform this job.


EDUCATION/EXPERIENCE:

Degree Requirement: Bachelor’s Degree in Geographic Information Systems, Computer Science, Surveying and Geoinformatics, Geography, or other GIS/Information Systems Technology related degree.

2+ years of GIS experience and minimum of 2 years hands-on GIS Analytical experience.

Working knowledge of open Source GIS stack (QGIS, PostGIS and Geoserver), data transformation tools (FME Desktop and/or Kettle) and Commercial GIS stack (ArcInfo, ArcView, ArcCatalog, ArcToolbox), ArcSDE, ArcGIS Server.

Relevant working experience in an NGO is desirable

Experience working in an agile environment.

Working knowledge of carto visualization platform.

Strong knowledge and experience of Geospatial data management life cycle.

Ability to work on multiple projects and deliver within tight timelines while being flexible in adapting to new roles.

Strong teamwork skills that include the ability to work effectively within teams, ability to motivate others, and timely/quality deliverables and decision making. Presentation experience is preferred. Excellent interpersonal communication skills, organizational skills and great attention to detail. Action oriented and resilient in a fast-paced environment.


Certifications and Licenses

GISP certification or RICS Chartered Geomatics certification desirable.
