Job Title: Clerical Assistant

Job Description (Roles and Responsibilities)




  • Act as Defence Section Clerical Assistant, responsible for the routine registry duties and direct administration support.

  • Day to day running of section accounts which include raising payment vouchers, paying invoices, organising entertainment expense authorisation, cash collection and refunds.

  • Ensuring all payments are authorised correctly and allocated to relevant sub accounts.

  • Complete monthly and quarterly budget returns. Clear audit trail for audit purposes.

  • Maintain a monthly account spreadsheet and ensure copies are sent to HOCS FIN & IPP.

  • Ensuring the Section is kept abreast of budgetary constraints against expenditure.

  • Carry out comparative cross- referencing of monthly report issued by Accounts Section against the Defence expenditure, investigating where discrepancies occur.

  • Arranging travel for Defence Section, including preparation and monitoring of allowances.

  • Maintenance of Section registry (including filing, reproduction and despatch of documents), library and stationery supplies.

  • Recording driver’s overtime and calculating overtime payment.

  • Maintenance of vehicle log book and production of fuel and mileage statistics.

  • Maintenance of leave register. Advise Locally Engaged staff leave to FCO Personnel Department.

  • Responsible for updating the INSA folder on shared drive.

  • Managing Defence Section Drivers

Secondary/Occasional Duties:


  • Assist with the facilitation of visa applications as directed by ADA.

  • Provide assistance to the ADA in the processing of visiting RAF and VIP flights, arranging diplomatic clearances and related administrative tasks as required.

  • Assistance to the Section arranging diplomatic clearance and administration of incoming HM ships.

  • Previous Human Resources experience is desirable

  • Mature, self-motivated, able to work independently

  • Good communication and inter-personal skills

  • Able to multi-task and work under pressure

  • Detail orientated

  • IT Literate is a must

  • Accounts experience desirable

  • Team player

  • The incumbent should be prepared to help wherever required on a variety of different topics even if this falls outside the strict job specification. Reliability, initiative and a high degree of responsibility and security are essential.

  • As a representative of a small OGD in the Chancery, an ability to get on with others is necessary

Job Summary


  • Due to the nature of the role it is necessary that any applicant be security cleared to confidential status, or demonstrate that they can easily obtain such clearance.

  • Clearance is most easily obtained by UK nationals with at least 3 years residence in the past 10 years in the UK, USA, Australia, Canada or New Zealand.




  • Nationals of the latter four countries may also be able to get clearance. Candidates must have a traceable history over the last 5 years.

Main Purpose of Job


  • The main function of this post is to provide administrative and intelligence support to the National Crime Agency-led CSSF Joint Border Task Force (JBTF) project team, based in the British High Commission in Lagos. This is a multi-agency team consisting of officers from the NCA, UK Border Force, RALON and local engaged staff.

  • The role will be specifically to maintain and update the JBTF intelligence database, administrative records and other ancillary duties in support of the JBTF project team.

  • The successful candidate will demonstrate the ability to work effectively within a team.

Key Responsibilities


  • Maintain and update the JBTF intelligence database;

  • Provide administrative support to the JBTF team, as directed by the JBTF Office Manager

Roles and responsibilities


  • Effectively manage data and intelligence relating to JBTF core business areas (drug trafficking and human trafficking);

  • Produce accurate reports on data and intelligence as required by the JBTF team;

  • Provide administrative support to the JBTF Office Manager as required. This may include booking flights and accommodation, providing to logistical support to training events, maintaining administrative records in support of project budget management and the management of assets.

  • Other ad hoc duties as directed by JBTF staff and/or the JBTF Office Manager.

Other Skills / Experience / Qualifications


Essential on Arrival:


  • Desirable: Familiar with Firecrest, Echo, FCO and NCA systems.

  • Essential on arrival: Excellent oral and written communication skills.

  • Good working knowledge of MS Outlook, Word and Excel.

  • Ability to quickly and accurately input data to a bespoke database.

  • Good attention to detail.

Desirable:


  • Understanding of FCO procurement and financial processes.

Purpose




  • The UK Science and Innovation Network (SIN) is the British Government’s organisation for international science diplomacy. It is jointly funded by the UK’s Foreign and Commonwealth Office (FCO) and The Department for Business, Innovation and Skills (BIS). SIN has 80+ staff based in 40 different locations in 28 countries and territories worldwide.

  • As a result of a recent restructuring of the network, the British High Commission Abuja is recruiting a Science & Innovation Officer to be based at the British Deputy High Commission Lagos. The role will provide the opportunity for leadership, relationship building both within and outside the mission, strategic thinking and project management.

  • The officer will be part of the UK’s Africa Science and Innovation Network, which from January 2016 will have its main hub at the British High Commission in Pretoria.


Duties and Responsibilities


  • Responsibility for developing bilateral science and innovation collaboration between the UK and Nigeria, with a regional watching brief over West Africa.

  • Promoting collaboration and inform UK policy development in science and innovation.


In practical terms this will include:


  • Leading on UK Government science and innovation strategy, briefing and reporting for Nigeria.

  • Managing the UK relationship with key Nigerian research, innovation and funding bodies;

  • Providing support to senior UK Government staff and the UK research base regarding the Nigerian/West African science and innovation environment; supporting VIP visits;

  • Acting as the first point of contact for UK Government lobbying on research, scientific and technology policy issues, and working closely with BHC Abuja staff to deliver messages to the Nigerian government;

  • Working closely with prosperity staff in other HMG offices in West Africa, to explore and develop international research collaboration opportunities for UK scientists within the region;

  • Developing high quality and sustainable UK/Nigeria science and innovation partnerships that focus on UK and Nigerian priorities; Identifying opportunities and developing and managing bilateral projects (these might be regional in nature) in order to increase collaboration opportunities for the UK science base;

  • Working with UK partners – FCO, UK Trade and Industry (UKTI), DFID, British Council and others to deliver wider UK prosperity objectives, including higher education linkages. Working with UKTI to identify and match opportunities to UK firms.

  • Developing and maintaining a network of senior level contacts across the UK and Nigeria re-search landscape; in time building up a network across the West Africa region.


Essential Requirements


  • A first Degree in a Scientific/Technological discipline.

  • Excellent written and spoken English;

  • Good presentation, interpersonal and representational skills;

  • The ability to initiate and maintain a wide range of working relationships;

  • Strong organisational skills and project management experience;

  • The ability to work quickly and reliably with attention to detail and with limited supervision;


Desirable Skills/Experience


  • Experience of working with Nigerian scientific research organisations and an understanding of research funding in Nigeria;

  • An understanding of the UK science and innovation landscape;

  • Experience of working with UK research organisations.

Remuneration and Employment


  • This is a full time position, with core working hours between 8am – 4:00pm, Monday to Thursday and 8am – 1.00pm on Friday – but you will need to be flexible about your hours when the need arises.

  • A competitive salary will be offered based on skills and experience
