Jobs at The Norwegian Refugee Council (NRC)


The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in
helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
In light of the increase in violence since the beginning of 2014 that has triggered a massive wave of displacement in the north eastern part of Nigeria, NRC is about to start up an emergency response programme in Nigeria to respond to the humanitarian needs.
In the coming months, the main focus for NRC would be conflict affected populations including IDPs, returnees and the local communities in Borno State. NRC will initially be starting activities in the area of food security, water and sanitation and shelter sectors.


Country Director



 


NRC is therefore seeking a Country Director to expand, develop NRC Nigeria in 2015.
The Country Director reports to the Head of Region Central West Africa & South America
TASKS


  • Develop and establish a long term NRC Country Programme;

  • Development and execution of country strategy;

  • Overall responsible for all activities, personnel and the country management team (CMT);

  • Overall responsibility for developing and managing programmes in all 5 sectors of NRC’s expertise’ ;

  • Safety and security of all staff;

  • National representation;

  • Country relevant advocacy issues at national and international levels;

  • Responsible for overall resource allocation, mobilization and control;

  • Responsible for cost efficiency;

  • Ensure adequate country structures and systems;

  • Learning, training and development for all staff, including a strategy for national staff development;

  • Adherence to NRC policies

EXPERIENCE WANTED


  • Minimum 5 years’ experience from working as a Senior Manager/Country Director in humanitarian/recovery context;

  • Experience with start-up of Country Programmes is an asset;

  • Experience from working in complex and volatile contexts;

  • Documented/proven results related to the position’s responsibilities;

  • Knowledge about own leadership skills/profile;

  • Knowledge of the context in Nigeria would be an asset;

  • Fluency in English, both written and verbal;

  • Valid driver’s license;




Security Adviser



 


NRC is therefore seeking a Security Adviser in NRC Nigeria for 2015 to assist NRC Nigeria’s management in mitigating field risk emanating from the current conflict in North Eastern Nigeria. The SA will manage safety and security management systems at field levels, and mitigate safety and security associated risk for all staff, visitors, programs, assets and beneficiaries.
The Security Adviser reports to the Country Director.
TASKS


  • Overall responsible for management NRC Nigeria Security Section in close collaboration with CD and senior technical project staff in compliance and adherence to NRC security policies and protocols;

  • Implement, adapt and monitor NRC’s overall Security Risk management system;

  • Conduct Security Risk Assessments (SRA) according to programmatic needs;

  • Coordinate and manage Security activities, draft budgets, contribute to proposals and strategies in accordance with NRC and donor requirements;

  • Contribute to the development of Country, Area and programme strategies;

  • Responsible for development of SRA and Security SOPs guidelines;

  • Ensure capacity building of NRC staff with regard to security requirements;

  • Liaison and collaborate with relevant local and national authorities and stakeholders;

  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

EXPERIENCE WANTED


  • Humanitarian programme experience preferred especially humanitarian security management experience;

  • Basic military or police training may be useful, or an exposure to such an environment and interaction;

  • Safety and security management education through formal workshops or seminars;

  • Experience from working in complex and volatile contexts and knowledge of the context in Nigeria will be an asset;

  • Experience with start-up operations in the new country;

  • Documented results related to the position’s responsibilities;

  • Extensive leadership skills;

  • Fluency in English, both written and verbal.

  • Valid driver’s license;
