The Economic Community of West African States (ECOWAS) Jobs, Tuesday 14, July 2015

The Economic Community of West African States (ECOWAS), a regional grouping with 15 Member States in West Africa (three landlocked and one island) with a population of about 300million with an annual economic growth rate of 6%. The ECO WAS Commission is one of the eight Regional Economic Communities (RECs) supporting the African Union to coordinate the implementation of continental and regional integration and development programmes in West Africa.


KE1: TEAM LEADER


The general objective is to support the ECOWAS Commission in implementing its regional strategy and pursuing its mandate in a more efficient and effective way, through better management of its resources. The expected results are:


The ECOWAS Commission is supported in its role of Regional Authorising Officer (RAO) in the implementation of 10th EDF projects in compliance with the applicable financial and contractual procedures.

The ECOWAS Commission ensures efficient monitoring of the 10th EDF projects, in coordination with the WAEMU Commission and in the context of improved coherence with other donors interventions.


QUALIFICATIONS AND SKILLS

Strong economic and regional integration background (Master Degree in Economics, Business Administration, Project Management);

Familiar with project cycle management techniques and program management procedures;

Fluent in both French and English. Portuguese will be an asset.

General professional experience


10 years working experience minimum in the field of economic development, aid and program management;

At least 7 years a working experience in managing a team of international staff.

Specific professional experience


5 years practical experience in managing EDF funded programs in ACP regional organizations or in West Africancountries.


KE2: Expert in Administration and Financial Procedures

GENERAL PROFESSIONAL EXPERIENCE

At least 10 years of working experience as an accountant or similar positions in projects, of which at least 3 years working in budget monitoring.


SPECIFIC PROFESSIONAL EXPERIENCE

Proven experience in managing programmes under the EDF administrative and financial procedures in regional organizations or in West African countries;

At least 3 years work experience in capacity building and in providing administrative and financial training activities related to the EDF procedures.
