Director, Human Resources and Administration



 



As a member of the Nigeria Senior Management Team (SMT) the Director of HR& Administration shares in the overall responsibility for the direction and coordination of the Country Office (CO). He/she is accountable to the Country Director for government relationships and the provision of effective HR and administrative services in both emergencies and development programming contexts.
KEY AREAS OF ACCOUNTABILITY:
As a member of the Senior Management Team, contribute to:
  • Leadership of the Nigeria Country Office

  • Support the development of an organizational culture that reflects our values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors

  • Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to program needs

  • Help establish, maintain, and improve active and regular working relationships with: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs

  • Ensure the Nigeria Country Office complies with all Save the Children strategy, policies and procedures, essential standards, legal context.

Human Resources


  • Develop a best practice HR strategy for the country office: reward, resourcing, employee relations/engagement, talent and performance management, and learning & development, using SCI systems and tools.

  • Ensure appropriate recruitment, retention and succession of staff relevant for both development and emergencies, and career development for staff.

  • Ensure that the reward policies are cost effective, competitive, equitable and implemented effectively. Conduct regular reward reviews using Birches data, and use the analysis to develop and implement employee benefit schemes and insurance packages, to ensure best practice arrangements are in place.

  • Lead long range people forecasting & HR planning for the country office.

  • Partner with the program teams to ensure that adequate HR inputs are provided and incorporated during development and implementation of all projects/programs.

  • Supervise the HR function to ensure that advice and support is provided to managers and staff on interpretation and application of policies and procedures and on other HR related matters.

  • Supervise the development and implementation HR practices and processes to meet the evolving needs of the organization to deliver full spectrum programs

  • Ensure appropriate and adequate emergency HR procedures are detailed in the Country Office Emergency Preparedness Plan in order to enable rapid scale up. Facilitate the HR aspects (such as deployment mechanisms) of the Country’s Emergency Response Team

  • Monitor and advise on disciplinary matters in accordance with established policies and procedures.

  • Mediate conflict, grievances and harassment cases.

  • Ensure that staff and Save the Children Associates are aware of and adhere to the Code of Conduct and Child Safeguarding Policies, Safety and Security policies and procedures.

  • Manage relations with the Staff association and representatives

Administration


  • Supervise administrative function to ensure the smooth running of the CO,

  • Ensure that all CO activities and staff comply with the Nigeria legal requirements

  • Liaise and maintain documentation on relationships, registration agreements with governments agencies

  • Ensure documentation system is monitored in the country office with assorted policies and guidelines

  • Ensure adequate insurance cover and keep up to date with suitability and types of cover available.

Facilities Management


  • Oversee the use and the overall maintenance of the residence / office premises, facilities assets and equipment (physical work environment) and ensure that these are secure and efficiently utilized

  • Review and annually update all contracts and leases

  • Ensure compliance with Health and Safety regulations

  • Ensure adequate security for office premises and property

  • Oversee the annual preparation of the renewal of licenses and permits.

  • Provide logistical support to guests, visitors including partner organizations involved in SC activities.

  • Support field office facilities management – ensure there are mechanisms in place to support sub-office issues

Staff Management, Mentoring, and Development


  • Ensure appropriate staffing and organization of workload within Human Resources and Administration

QUALIFICATIONS AND EXPERIENCE


  • Masters and/or postgraduate specialization in Human Resources or Business Administration (MBA) with specialization in Human Resources

  • Recommended a minimum of 10 years of management experience in a corporate or an NGO environment, including experience in the development of strategic and operational support services plans and their implementation in a professional work environment over a sustained period of time

  • Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts

Technical Director – Reproductive Maternal Newborn and Child Health



 



Save the Children seeks a Technical Director for an upcoming USAID-funded health program in Nigeria. The program will focus on reproductive, maternal, newborn, and child health (RMNCH) and nutrition and will be implemented at least initially in northern Nigeria. The Technical Director, in close collaboration with the Chief of Party and Deputy Chief of Party, will provide overall technical leadership to the program. This is a senior leadership position and the successful candidate will serve on the project senior management team.



Responsibilities:


  • Provide technical leadership for all RMNCH and nutrition activities in project states, working with state and Local Government Area (LGA) MOH leadership to ensure high quality, evidence‐based approaches and effective implementation to increase access to, use, and quality of services at the facility and community levels.

  • Lead and contribute to the development of project work plans/implementation plans.

  • Support the development and strengthening and implementation of state and LGA RMNCH and nutrition strategic and annual plans.

  • Facilitate linkages and foster collaboration and coordination with key stakeholders, including relevant national, state, and local government authorities, NGO partners and civil society organizations involved in RMNCH, and communities.

  • Ensure compliance with programmatic targets and deliverables and together with the State Health Commissioners co-lead regular reviews of program progress against objectives.

  • Contribute to the development of evidence‐based training materials and standards, supportive supervision materials and approaches, job aids, and other systems and tools.

  • Conduct regular field visits in collaboration with key national, state, and LGA MOH stakeholders and facilitate follow up on recommendations.

Qualifications:


  • Clinical background in medicine or nursing and a Master’s Degree in public health or a related field.

  • At least 10 years of experience in public health, with at least seven in a senior management position.

  • Expertise in multiple technical areas highly desired, including family planning and reproductive health, maternal health, newborn health, child health, malaria, and nutrition.

  • Proven senior expertise in developing and implementing effective partnerships with partners, local government entities, other NGOs, and USAID.

  • Knowledge and proven experience in strategy development, staff oversight, program administration, contractual compliance, and financial management of large health programs.

Save the Children seeks a Senior Advisor, Child Health for an upcoming USAID-funded health program in Nigeria. The program will focus on reproductive, maternal, newborn, and child health (RMNCH) and nutrition and will be implemented at least initially in northern Nigeria.



The Senior Advisor, in collaboration with state and Local Government Area (LGA) Ministry of Health (MOH) leadership and the RMNCH team, will provide strategic direction and technical management for the planning and implementation of child health interventions at the facility and community level in project states.



Responsibilities:


  • Provide programmatic leadership and guide priority setting for child health interventions in project states in collaboration with state and LGA MOH leadership and the project RMNCH team.

  • Prior experience working with Nigeria’s public health system.

Senior Adviser, Community Mobilization – Reproductive Maternal Neonal and Child Health



 



Save the Children seeks a Senior Adviser, Community Mobilization for an upcoming USAID-funded health program in Nigeria. The program will focus on reproductive, maternal, newborn, and child health (RMNCH) and nutrition and will be implemented at least initially in northern Nigeria.



The Senior Adviser, in close collaboration with the project team, state and LGA MOH and other relevant ministry staff, will provide technical leadership and coordination to community mobilization activities in project states to improve provider-client interaction, RMNCH behaviors, care-seeking, and strengthen community led initiatives to improve health.



Responsibilities:


  • Work collaboratively as a member of the RMNCH team to facilitate the revision/development of state strategies and methodologies for targeted, focused, and culturally and contextually tailored RMNCH and nutrition community mobilization and advocacy initiatives and contribute to social and behavior change communication (SBCC) approaches and strategies.

  • Develop implementation plan and annual and quarterly work plans in collaboration with the Technical Director and RMNCH team.

  • Facilitate the development or revision of state and LGA strategies and annual and quarterly implementation plans in collaboration with relevant state and LGA MOH and RMNCH project staff.

  • Assist in the assessment of existing state and LGA community mobilization and SBCC structures to identify needs and provide appropriate technical support including targeted training and follow-up.

  • Lead and support partners and state and LGA counterparts to strengthen community capacity and communication channels for improved RMNCH behaviors and service demand in communities.

  • Work with partners and state and LGA MOH and the project team to monitor and evaluate the progress and impact of community mobilization activities.

  • Mentor partner, state and LGA MOH and other ministries staff as appropriate.

  • Guide the analysis, synthesis, lessons learned, and reporting of community mobilization outputs and results in close collaboration with the state, LGA and project M&E team, and incorporation into quality improvement processes and other ongoing project tasks.

  • Co-lead with state MOH counterpart periodic reviews of community mobilization components of the project

  • Liaise with relevant FMOH, Primary Health Care Development Agency (PHCDA), and other relevant ministries focal persons and participate in selected national forum and technical working groups.


Qualifications:


  • Advanced degree in public health, health development, or social sciences.

  • At least 10 years of experience in planning, implementation, monitoring and evaluation of community mobilization and SBCC programs.
