Technical Director, Malaria

Opportunity



Abt Associates seeks qualified malaria specialists for the position of Technical Director for an upcoming USAID-funded malaria control project in Nigeria. The project will focus on malaria in pregnancy, case management, and health systems strengthening in a number of states across the country.



Under the supervision of the Deputy Chief of Party, the Technical Director will be responsible for technical oversight of malaria treatment and prevention activities. He/she will work in close collaboration with national, state and local government agencies and officials, local and community organizations, and other partners to support a range of activities essential to malaria prevention and treatment in Nigeria. This position is contingent upon a successful contract award to Abt Associates.



Key Roles and Responsibilites


  • Contribute to the strategy for and oversee the implementation of the project’s activities including malaria in pregnancy, case management, and health systems strengthening.

  • Provide general technical and leadership support to national agencies in malaria case management, including developing case management tools and participating in technical working groups.

  • Support direct reports to implement training programs for the public and private sector in quality malaria case management and IPTp.

  • Collaborate with national, state, and local agency staff to strengthen quality improvement and supervision systems for malaria interventions.

  • Promote the use of indicators to monitor compliance with the project’s activities including malaria in pregnancy, case management, and health systems strengthening.

  • Oversee supportive supervision of trained facility and community health workers.

  • Contribute to work plan development and project reporting.

  • Work with M&E Director to monitor and evaluate the progress and impact of activities and guide operational research studies.

  • Document project results and impacts in various forms, including media stories, lessons learned, case studies, etc.

  • Supervise direct reports with particular focus on their key tasks and the quality of project deliverables.

  • Other duties as assigned.


Preferred Skills / Prerequisities


  • Medical Degree, DVM or MPH/PhD

  • Strong background in malaria in pregnancy, case management, and/or malaria epidemiology preferred

  • At least 10 years of experience implementing malaria projects in developing countries

  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy;

  • Outstanding professional reputation

  • Oral and written English language required, additional knowledge of recognized local languages preferred.

Deputy Chief of Party, Malaria

Opportunity



Abt Associates seeks a Deputy Chief of Party (DCOP) for a USAID-funded malaria control project in Nigeria. The project will focus on malaria in pregnancy, case management, and health systems strengthening in a number of states across the country.



The DCOP, under the supervision of the Chief of Party, assists in developing and implementing innovative approaches to strengthening the capacity of Nigerian institutions and communities to deliver quality, integrated health services. The DCOP provides management and technical oversight for project staff. This position is contingent upon a successful contract award to Abt Associates.



Key Roles and Responsibilities


  • Provide direct technical oversight and support to project activities under the project’s key technical areas.

  • Assist project teams to develop and implement innovative approaches to capacity building.

  • Support project staff to ensure a high quality transfer of skills and knowledge to Nigerian institutions and communities.

  • Provide guidance and technical support to the Chief of Party on issues related to the technical areas/functions and to ensure that all activities are consistent with accepted best practices.

  • Contribute to monthly activity updates, quarterly and annual progress reports and technical reports, as needed.

  • Work closely with project managers to ensure a cohesive and integrated approach across all project activities.

  • Participate in international technical networks, meetings and select technical working groups, as appropriate, to represent the project and ensure collaboration of relevant technical work.

Preferred Skills / Prerequisites


  • Master’s degree with at least 13-15 years of relevant experience, particularly in malaria control and care.

  • At least 5 years of experience in a senior technical position for a public health and/or international development project, with experience at a USAID-funded project highly desirable.

  • Prior experience successfully implementing donor-funded project with wide geographic reach.

  • Significant experience in Nigeria, including thorough knowledge of specific health priorities.

  • Deep knowledge of geo-political, ethnic, cultural, and other factors affecting programming in Nigeria.

  • Expertise in programming in malaria control projects or other relevant technical area.

  • Established leadership, creative problem-solving, and management capability.

Abt Associates seeks a Director of Monitoring and Evaluation for an upcoming USAID-funded malaria control project in Nigeria. The project will focus on malaria in pregnancy, case management, and health systems strengthening in a number of states across the country.



The Director of Monitoring and Evaluation, under the supervision of the Chief of Party, will be responsible for creating and managing the M&E database, systematically collecting, analyzing and presenting project data for project staff, partners, donors and for preparing monthly and quarterly project  reports. The Director of Monitoring and Evaluation will contribute to the project’s information management by advising on the planning, design, and strengthening of project M&E systems at different levels. This position is contingent upon a successful contract award to Abt Associates.



Key Roles and Responsibilities


  • Establish and maintain a comprehensive and effective monitoring & evaluation database and physical files for all project areas.

  • Design and develop monitoring and evaluation plans, formats and reporting systems across project areas.

  • Provide routine analysis to enable staff and management to monitor project performance and systems strengthening.

  • Coordinate quarterly, semi-annual, and annual data analysis and reporting on project performance indicators.

  • Maintain current accurate source documents for all project indicators.

  • Manage day-to-day operations of M&E data collection, data entry, filing, analysis and reporting.

  • Produce a variety of written documents, presentations and visual representation of data and findings.

  • Assist project teams to identify performance Indicators which will demonstrate project outputs, outcomes and impact.

  • Master’s Degree in Public Health, Epidemiology, Statistics, or other relevant field.

  • At least ten (10) years of relevant professional experience in designing and implementing M&E activities and special studies for complex health systems strengthening and/or service delivery projects.

  • Experience with M&E work in HIV/AIDS, malaria, family planning, maternal, newborn and child health, and/or nutrition desired

  • Demonstrated expertise in both quantitative and qualitative research methods; firm command of M&E issues with respect to improvements in service delivery.

  • Demonstrable analytical skills to measure the health impact of the project’s activities.

  • Experience with capacity building.

  • Strong interpersonal skills and communication skills, initiative, good judgment, and problem-solving abilities.

Director of Finance and Administration

Oppportunity



Abt Associates seeks a Director of Finance and Administration for an upcoming USAID-funded malaria control project in Nigeria. The project will focus on malaria in pregnancy, case management, and health systems strengthening in a number of states across the country.



The Director of Finance and Administration, under the supervision of the Chief of Party, will have primary responsibility for financial and administrative management for the project; supervision and oversight of all financial and administrative support staff; and establishment of the systems, procedures, and training of staff required to ensure compliance with USAID regulations and local law.  S/he will provide management support and oversight in the implementation of project activities in the areas of finance, human resources, administration, information technology and procurement at the project’s headquarters office and in several state offices. This position is contingent upon a successful contract award to Abt Associates.



Key Roles and Responsibilities


  • Implement financial and administrative policies and procedures that meet project needs, corporate and client requirements, and local laws.

  • Ensure compliance to terms and references of the contract.

  • Provide training to field staff on project procedures, including building skill-levels of project staff in the area of finance, administration, and project management.

  • Create and maintain financial reporting and tracking systems providing data to measure financial performance of project and project activities.

  • Prepare budgets and revenue plans for project programming and corporate reporting.

  • Provide on-going financial administration to project including preparation and approvals of purchase requisitions, consultant agreements, vendor invoices, and client invoices.

  • Work with the COP to liaise with USAID on finance and administrative issues.

  • Participate in negotiations with USAID on contract issues and actions and follow up on related requests and concerns.

  • Lead procurement efforts for the project, including selection of and negotiation with vendors, and manage subcontractors on the project.

  • Oversee grant awards, grant management, and grantee compliance.

  • Develop and oversee systems for providing financial and administrative support to staff at the all levels.


Preferred Skills / Prerequisites


  • A Master’s Degree (preferred), in Business, Finance, Accounting, or other relevant field. Bachelor’s Degree in relevant field required.

  • At least 12 years of experience in a management position in the public or private sector, at least 5 years of which on USAID activities.

  • Prior experience in Nigeria or Sub-Saharan Africa is preferred.

  • Demonstrated knowledge of USAID rules and regulations.

  • Familiarity with Abt’s financial, accounting, and project management systems, policies, and procedures highly preferred.

  • Demonstrated knowledge, skills and/or experience in accounting, financial planning and management, and procurement, and other management support areas, as required;


  • Demonstrated skills, abilities, and experience to:
    • Perform successfully in project roles of similar magnitude and complexity, including those funded by USAID;

    • Work collaboratively across technical disciplines;

    • Communicate effectively orally and in writing;

    • Apply excellent computer skills in word processing, spreadsheets, database management, and PowerPoint;
