SENIOR MONITORING AND EVALUATION ADVISOR


DESCRIPTION

Dexis is seeking a Senior Monitoring and Evaluation candidate for an upcoming multi-year USAID-funded contract with the overall goal of assisting USAID/Nigeria to become a premier practitioner of program monitoring and evaluation with an embedded learning and adaptive culture to ensure Mission activities strategically align with USAID/Nigeria’s CDCS development objectives.


The ultimate expected results are to strengthen USAID’s M&E system, to enhance M&E capacity of local entities, to improve accountability and the use of empirical evidence for programming, learning and adapting, and to maintain strategic alignment with the Development Objectives outlined in the Mission’s CDCS. The work location for this position will be in Abuja, Nigeria. This is a long-term position expected to start in 2016. This position is contingent upon award.


RESPONSIBILITIES

The Senior Monitoring and Evaluation Advisor will:

Oversee the enhancement of the performance reporting system

Lead the design and application of methodologies in all aspects of the monitoring and evaluationprogram

Lead the application of approaches to the Mission’s data gathering and analyses for assessments, evaluations, baselines, data quality assessments and other M&E data gathering efforts

Work with stakeholders to ensure the performance reporting system meets the needs of stakeholders

Provide key expertise in the design and analysis of results which will be a core aspect of the Mission’s Collaboration, Learning and Adapting component

Build M&E capacity in USAID/Nigeria and its implementing partners


QUALIFICATIONS

A minimum of a Master’s Degree in development, economics, knowledge management or related

10 years of progressively responsible professional experience in monitoring and evaluation withmonitoring and evaluation activities within complex international development contexts in the areas of Health, Democracy, Governance and Conflict, Economic Growth, Education and/or agricultural

Excellent team work, inter-personal, verbal and written communication, presentation and facilitation

Ability to conduct field work in areas with hardship conditions, in remote areas, for extended periods of

Strong M&E information systems background, either experienced in leading teams that have developed M&E information systems or direct information systems, is preferred

Strong quantitative, analytical background in cost-benefit analysis, econometric methodologies, or statistical systems, is preferred

Fluency in English, written and oral


Organizational Learning and Knowledge Management Adviser

RESPONSIBILITIES

The Organizational Learning and Knowledge Management Advisor will:

Provide leadership, guidance and overall direction to the Mission’s collaboration, learning and adapting efforts.

Plan and state organizational reflection and learning opportunities, such as special studies, after action reviews, and partners’ meetings, organizational learning surveys to facilitate overall CDCS implementation.

Assist with incorporating research design and methodologies in the application of learning to project design and management.

Assist the Program Office to guide iterative course corrections and ensure ongoing and evolving alignment of the portfolio with Mission Strategy and to refine and implement the Mission’s learning agenda and CLA strategy, e-sharing and learning tools, to include outcome mapping.

Assist in the re-orientation of key staff’s “activity” orientation to holistic program management and to foster peer and cross- learning techniques and opportunities.


QUALIFICATIONS

A minimum of a Master’s Degree or higher in one or more fields related to organizational learning or development assistance such as public, business or development administration, knowledge management, political science, economics, development studies or closely related, inter-disciplinary fields

Progressively responsible, professional-level experience in organizational or action learning, development and/or knowledge management

Demonstrated understanding and experience in interpreting monitoring and evaluation analysis and subsequently developing and leading collaboration, learning and adapting programs among various stakeholders in international development contexts

Exceptional communications and interpersonal skills, including written, verbal presentation, and facilitation skills applied within multi-cultural contexts

Fluency in English, written and spoken.


CHIEF OF PARTY


DESCRIPTION

Dexis is seeking an experienced Chief of Party (COP) to provide overall program support to the United States Agency for International Development (USAID) in Nigeria. The work location for this position will be in Abuja, Nigeria. This is a long-term position expected to start in 2016. This position is contingent upon award.


RESPONSIBILITIES

The Chief of Party will be responsible for leading and managing the overall Monitoring, Evaluation and Learning program. The Chief of Party will work closely with USAID/Nigeria’s leadership team, the Program Office and with technical office team leads, and other Project Directors of USAID implementing projects. Activities on this project include capacity building in monitoring and evaluation, support for data quality assessments, data visualization and enhanced performance monitoring, performance evaluations and facilitation of learning at the Mission level for improved project design.


QUALIFICATIONS


A minimum of a Master’s degree in an inter-disciplinary area such as applied international development, strategic planning, project design and implementation, or a related field,

At least (10) years of progressive experience with a demonstrated ability to manage complex, time sensitive, high-quality activities and work collaboratively with institutional, government, and private sector partners and stakeholders

Previous supervisory experience of large teams or projects required

Charismatic, collaborative, professional credentials to be able to establish close, trustworthy relations for pursuing earnest organizational learning with, particularly USAID/Nigeria’s American and Nigerian senior professional staff and leadership, including the Mission Director’s Office.

Strong multi-cultural, inter-personal and supervision skills and a familiarity with Nigeria’s culture, society, and development context or that of similar countries in the region

Excellent communications skills, written and oral

Fluency in English, written and spoken
