CONSULTANT – WATER SANITATION AND HYGIENE


Stop Diarrheoa Initiatives (SDI) Project is funded by Reckitt Benckiser (RB) and is being implemented by Save the Children Nigeria in conjunction with Government of Nigeria to tackle diarrhea as a public health challenge and reduce the number of children who die from childhood preventable diseases especially diarrhoea. The project is being implemented in the entire communities, selected Schools and PHCs in Shomolu LGA and Bariga LCDA.


One of the activities planned to achieve this objective is primarily focused on contributing to the elimination of open defecation in Shomolu LGA. By the end of this programme, we aim to substantially reduce open defecation by recording not less 80% of our target communities open defecation free (ODF) across the target LGA. Specifically, Save the Children will introduce the CLTS approach in target communities with the aim of completely eliminating open defecation in Shomolu LGA. CLTS involves facilitating a process to inspire and empower rural communities to stop open defecation and to encourage residents to build and use latrines. Through this approach, the communities will be facilitated to develop awareness of the risks of open defecation, conduct their own appraisal and analysis of open defecation in their areas, and will be encouraged to take action to eliminate open defecation.


Save the Children in partnership with the Lagos State Government aims to fully implement the WHO/UNICEF 7 point plan as a Signature Programme in Shomolu LGA, the components of the plan are;


Rotavirus and Measles Vaccination

Promotion of early and exclusive —feeding and Vitamin A supplementation

Promotion of hand washing with soap

Improved water supply quantity and quality, including the treatment and safe storage of household water

Community wide sanitation promotion

Fluid replacement to prevent dehydration- Oral Rehydration Salts (ORS)

Zinc treatment

The focus of this consultancy services will be to use already in existence UNICEF water, sanitation and hygiene (WASHCOM) committee manual to be in line with SDI WASH components of the plan as a major aspect of reducing child mortality and morbidity especially amongst children under five in the target communities.


OBJECTIVES

The objective of the consultancy is aimed at achieving the following;-


To ensure triggering of 16 communities on CLTS

Establishment of functional 16 WASHCOM in our target communities

Roles and Responsibilities of Consultant


The role of the Lead Consultant is to perform but not limited to the following responsibilities;

Conduct CLTS Trainings with 3 Co-facilitators.

To support triggering of 16 communities in collaboration with co-facilitators and other participants

Conduct WASHCOM manual Training of Trainers (TOT)

To train WASHCOM Members

To select Co-facilitators for WASHCOM training

To develop monitoring plan and strategy for the process of ODF in the target communities

To coordinate the financial transactions of the CLTS co-facilitators and WASHCOM members facilitators.

Expected Outputs

Database of CLTS trainers in the Lagos State

State Recognized WASHCOM in their respective community

State recognized ODF monitoring strategy and plan in place
