The “Support to Anti-Corruption in Nigeria” project has been formulated in collaboration with national stakeholders and is
funded by the European Union (EU). The EU and the Government of Nigeria have entrusted the United Nations Office on Drugs and Crime (UNODC) with the implementation of the project, which will support the Nigerian Government by contributing to Nigeria’s efforts in enhancing transparency, accountability and combating corruption. The objectives of the project are: i) to provide effective support to anti-corruption coordination, policy formulation and legislation; ii) to strengthen institutional and operational capacity in the main anti-corruption agencies, with an emphasis on cooperation; and iii) to enhance accountability, transparency and public engagement.
Underlying the aforementioned objectives is the realization that, with coordination and support, a vibrant civil society in Nigeria can play a crucial role and is an invaluable asset in the fight against corruption through its networks and access to the community at large. Therefore this project aims to strengthen the participation of civil society organizations, by inter alia enhancing public participation through awareness raising activities and by implementing a grant scheme to strengthen the capacity and expertise of civil society to fight corruption and increase public accountability in Nigeria.
While UNODC will work with national stakeholders towards achieving the first two objectives, the third objective which seeks to achieve the stated outcome: “civil society organizations empowered to increase the provision of services and their participation in anti-corruption activities enhanced” will be implemented by UNDP.
Thus, under the strategic direction of the UNDP Team Leader for Governance and Peace Building and working in close collaboration with the Programme Analyst, Anti-Corruption and Public Procurement and the UNODC Anti-Corruption Project Team, particularly the Programme Officer on Coordination and Partnerships, the Civil Society Expert will support and provide expert services in the implementation of Outcome 3 of the project towards empowering Civil Society Organizations (CSOs) to increase the provision of public services, combat corruption, increase public accountability and improve the capacities of the civil society organizations to engage in critical issues as regards the anti-corruption agenda in Nigeria.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

Org. Setting and Reporting
This position is located in the Core Project Team of the “Support to Anti-Corruption in Nigeria” in the UNODC Country Office in Nigeria (CONIG), Abuja, Integrated Programme and Oversight Branch (IPB), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Abuja, Nigeria. The Project Coordinator (Anti-Corruption) will work under the direct supervision and overall guidance of the Country Representative. The incumbent will maintain close consultation with UNODC Headquarters in Vienna, in particular with the Regional Section for Africa and the Middle East (RSAME), Division for Operations (DO) and with relevant substantive sections.

Responsibilities
The incumbent will perform the following specific duties: • Coordinate the implementation of the project “Support to Anti-corruption in Nigeria”. • Coordinate the implementation, evaluation and overall management of the project according to approved project document/revisions, the Contribution Agreement with the European Union (EU), other donor funding agreements, if any, United Nations policies and financial rules and regulations, and costed work plans. • Provide specialized substantive expertise in the area of anti-corruption and corruption-related issues to support anti-corruption efforts of relevant stakeholders in Nigeria; coordinate policy development; legislation reviews, assessments, trends, preparation of evaluations or research activities and studies, and direct the organization and conduct of training workshops, seminars, dissemination of public information materials, etc. to support Nigeria in its anti-corruption activities. • Be responsible for carrying out programmatic/administrative tasks necessary in the project log frame for the achievement of expected outcomes based on the performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management. • Liaise effectively with counterparts, development partners and other stakeholders with a view to facilitating the delivery of technical cooperation inputs to Nigerian authorities while avoiding overlap and duplication with the actions of other assistance providers; make project achievements known and identify areas of new assistance. • Coordinate activities related to budget and funding; supervise project expenditures and utilization of funds related to the project; ensure compliance with United Nations financial rules and regulations and initiate project and/or budget revisions. Identify procurement needs (goods and services) in coordination with the Operations Manager, responsible for procurement in CONIG and contribute to managing human resources allocated to the project by coordinating the work of and guiding subordinates in programme/project development, implementation and assessment; participate in the selection and recruitment process of international and local staff. • Monitor project’s risk log, and draw UNODC’s Representative and projects’ stakeholders attention to emerging issues with negative impact on project implementation. • Provide substantive support to the UNODC Country Representative in identifying and implementing maximum strategic visibility for project counterparts, donors/partners and UNODC, in particular as regards European Union visibility in line with respective rules and guidelines. • Prepare new project concepts supporting the result areas of the project in line with UNODC strategic frameworks. • Implement the project outcome pertaining to the anti-corruption policy making, coordination and legislation, with support from other project staff . • Perform other work related duties as required. Education | |
An advanced university degree (Master’s degree or equivalent) in law, political or social science, criminal justice, international relations, public and business administration, management or related field is required. A first level-university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. | |
Work Experience | |
A minimum of seven years of relevant experience in the field of anti-corruption in a international, governmental, private or civil society organization in a multi-cultural setting, out of which several years should be at the managerial level, is required. United Nations operational experience, experience in implementing projects funded by the European Union and working or living experience in Africa are desirable. Working experience in developing countries and familiarity with financial databases, electronic reporting facilities and managerial tools are desirable. | |
Languages | |
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of other United Nations official languages is an asset. | |
