Detail about the Job
The Deputy Chief of Party, Technical will provide technical and management leadership, develop technical strategies and oversee the design and implementation of programs for the USAID-funded Strengthening Integrated Delivery of HIV/AIDS Services SIDHAS project, a project with $333,565,712 budget ceiling


Role
Provides technical expertise and leadership for the design and implementation of HIV/AIDS prevention, care, treatment and support programs.
Works in close coordination with the DCOP, Management, and supports the Chief of Party, and relevant staff of USAID, Nigeria.
Provides leadership and supervision to the Directors of Laboratory, Health System Strengthening, Prevention, Care and Treatment, and Monitoring and Evaluation.
Ensures that high quality and state of the art HIV prevention, care and treatment interventions are implemented in a timely manner and in coordination and collaboration with SIDHAS, United System Government partners and the Government of Nigeria.
Oversees quality assurance program for all technical aspects of the Project.
Participates in the SIDHAS management team and represents the COP in his or her absence.
Ensures relevant technical training and staff development in the GHAIN Project.
Represents the SIDHAS Project and FHI360 at local and international meetings.
Ensures that appropriate strategies, policies and SOP’s are developed and implemented in accordance to FHI360, USAID, OGAC and Nigerian regulations.
Ensures effective supervision of the Country Office staff assigned to him or her.
Assists with the management, development and monitoring of work plans and budgets; ensures appropriate levels of technical assistance for interventions.
Provide technical assistance through the review and writing of protocols, papers, reports to ensure accuracy and appropriateness.
Contributes to resource development efforts that will support achievement of project objectives.
Performs other duties assigned by the COP.
Master’s degree and ten years professional health care experience including at least five years specialized experience in HIV/AIDS care in developing country settings plus at least four years management experience.
Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
Must be able to read, write and speak fluent English.


Knowledge & Skills
Experience in the management of HIV/AIDS
Considerable experience in designing and implementing HIV/AIDS care and support projects in developing countries.
Sound knowledge of ongoing and emerging issues in relation to HIV/AIDS care, treatment and support, as well as HIV prevention.
Proven skills in management, supervision and leadership.
Familiarity with the scientific literature on HIV/AIDS and with research on care and treatment issues.
Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection.
Ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs.
Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
Well-developed written and oral communication skills.
