HSE SUPERVISOR


JOB DESCRIPTION

SERVICE DIMENSIONS

The HSE Supervisor will report on permanent basis to Egina HSE Superintendent. The role will also have a functional reporting line to the Construction Leader. The SERVICE holder will have the responsibility to monitor the implementation of Company HSE Contractual requirements (Exhibit L and General Specifications) at specified yards by all involved. The SERVICE holder is directly responsible to: ? To monitor the implementation of the approved Contractor and sub-contractor project HSE plan and referenced procedures including bridging documents . Participate in Risk Assessment and SERVICE Safety Analysis studies dedicated to construction operations in hands and ensure they comply with related General Specifications and Guide manuals. Monitoring and reporting the Health, Safety and Environmental performance of the Contractor and its sub-contractors on site. Undertake site HSE audits & inspections, and ensure corrective action recommendations are conclusively closed-out. Ensure Hazard identification/reporting, accident reporting and investigation are continuously undertaken Participate in the site emergency preparedness and follow-up the improvement measures undertaken after the regular exercise. Take part in the preparation and attend the meetings of the site HSE committees. To focus on the early identification of potential problems and to propose appropriate solutions to HSE Superintendent. To attend regular meetings with contractors? HSE representatives to discuss and agree on HSE concerns and potential hazards. To be proactive in promoting HSE awareness at all levels within the project team and contractor personnel. To monitor the implementation of control measures identified during risk analyses while carry out the construction activity. To assist in the investigation of accidents and incidents to determine their underlying causes, report anomalies and check corrective actions. To monitor the implementation of actions arising from incident, accident, audit and inspection analyses To check first aid materials and equipment are available on the sites To carry out any other duties or tasks that may be assigned by his hierarchical superiors. HSE To fully comply with office security, health and safety instructions. To stay vigilant and maintain continuous awareness of hazards and surroundings. To also take care of colleagues safety and behavior without hesitating to intervene as much as necessary. To give his own input and making sure the workplace is safe (obviously clean and tidy). When in doubt, ask questions to gain clarification.


ACCOUNTABILITIES:

The SERVICE holder shall be fully accountable and directly responsible for: Monitoring of implementation of approved Project HSE Plan and contractual HSE requirements (Exhibit L) in all Egina activities at Specified yard. Implementation of safety and security awareness and promotion ofbest practices with adequate emphasis on the 12 Golden Rules. Supervision of Health, Safety, Environment and Security activities and reporting of related performance

JOB DESCRIPTION

Acts as Project Quality Engineer/QC Coordinator in absence

Ensure Project Quality Management Team, OTHER CONTRACTORS’ and OTHER SUBCONTRACTORS are aligned with the project quality policy, objectives and principles.

Provide indoctrination and training for personnel.

Direct implementation of COMPANY IIF program within the site/yard QA/QC organization.

Actively promote quality awareness and commitment within the Project.

Ensure that Project contracts technical and quality requirements are met.

Assure that activities required for the quality management system are planned, implemented, controlled, and their progress monitored and reported.

Coordinate all the activities of the site QC Supervisors and Inspectors and report to Package QA Lead

Oversee development and maintenance of site/yard QA/QC Programs.

Maintain interfaces with Project Team and Site management and monitor the plans and activities of Site QA/QC.

Monitor quality performance and coordinate Project quality reporting.

Ensure that concessions and deficiencies are properly documented, processed and reported to Yard Representative and Package Quality Lead

Monitor collation of fabrication quality records to assure accurate and efficient collation and ?ontime? delivery of quality records and MRB Review and Progress Reporting.

Ensure Non-conformances are followed and resolved with the help of other inspectors

Attend weekly and monthly quality meetings with OTHER CONTRACTORS’ / OTHER SUBCONTRACTOR and report back to Project Quality Package Lead.

Follow up with the help of other inspectors the Review of the ?As Built? Dossier for completeness and compliance.

Ensures compliance with internal Quality procedures.

Adheres to Company work processes to ensure that deliverables and documents are of consistent high quality.

Plans work and establishes priorities to ensure work is completed and reported on schedule.

Represents Company and SERVICE CONTRACTOR in a positive and professional manner.

Ensure all HSE issues are properly addressed and monitored by the construction team within his discipline and report to management in accordingly

To carry out any other duties or tasks that may be assigned by his hierarchical superiors.

OLT Electrical & Instrumentation Procurement Specialist



 





  • Follow up and supervise the electrical and instrumentation discipline studies for the OLT Buoy to ensure compliance with applicable codes, standards, specifications and contract requirements,

  • Coordinate works with the Contractor and subcontractors, with classification / certification entities to define and implement all the requirements in the electrical and instrumentation systems,

  • Contribute to evaluation of engineering, procurement, construction, installation and review of Contractor and Subcontract’s engineering and Vendor as related to electrical and instrumentation systems,

  • Monitor electrical and instrumentation discipline studies at detailed engineering in terms of technical, planning, interfaces and reporting aspects,

  • Participate actively in the definition and design of the ICSS system as related to OLT Buoy,

  • Participate as required at inspection and factory acceptance tests (FATs) on behalf of Company at the vendors’ premises,

  • Supervise and promote cost-saving solutions in the design of the OLT Buoy facilities, including promotion of alternatives for electrical and instrumentation design to optimise the works,

  • Prepare such plans and schedules as are required to support the construction activities,

  • Ensure consistency and continuity in the engineering interfaces with other interfacing packages where applicable (UFR, FPSO, ICSS, SPS),

  • Ensure that clarifications, derogations / exemptions and technical queries regarding electrical and instrumentation design of the buoy are properly treated in line with Company specifications and procedure, providing timely responses to the contractor/subcontractor and vendors

  • Identify clearly any deviations from the Company General Specification and report accordingly for final decision on ther or not to implement,

  • Be proactive and reporting and highlighting areas of concern and making recommendations on corrective actions,

  • Liaise with Company Specialists and inspection personnel on all quality control related matters as regards electrical and instrumentation scope,

  • Participate and in project review (HAZOP, PTR, etc),

  • Participate in project meetings as required (engineering, weekly, etc),

  • Follow up field engineering and ensure as-built dossiers realisation according,

  • Ensure detailed progress reporting to project management

  • To ensure that all safety and environmental required studies for the OLT Buoy will be reviewed/updated and that final design will comply with ALARP policy,

  • To ensure that the OLT Buoy design will comply with all HSE requirements,

  • To attend safety inductions as required and adapt behaviour to fully comply with office security, health and safety instruction,

  • To stay vigilant and maintain continuous awareness of hazard and surroundings,

  • To participate to local programmes or initiative to improve HSSE performance,

  • To report to Management on any issue or observation and propose way of improvement

Desired Skills and Experience






  • Graduate Bachelor’s Degree holder (BSc or BEng), or equivalent, in Electrical and Instrumentation Engineering.

  • Minimum of 7 years working experience in the Oil and Gas industry, with responsibilities for engineering designs and construction follow up activities.

  • Good knowledge of applicable design software, applicable codes, standards and regulations for electrical and instrumentation engineering and construction.

  • Good knowledge and previous experience of Client`s General Specifications will be added advantage.

  • Administrative skills including proficiency in typical office applications (Words, Excel, PowerPoint, etc)

  • Fluent in English and ability to communicate well at all levels within the Company. In addition, the candidate must possess very good planning, presentation, negotiations and organizational skills.

  • Geographical mobility is required

Legal Counsel





  • Undertake legal research and provide advisory legal opinions to relevant Company Departments on a wide range of issues including fiscal and finance matters, commercial issues, labour related matters, interpretation of Nigerian legislation, contractual obligations etc.

  • Provide legal support to Company (DW District) via analysis of legal risks and possible impact on potential transactions.

  • Provide legal and contractual support to the Company?s Asset departments/project teams in all matters including in its liaison with co-venturers, as applicable.

  • Attend court and liaise with external counsel (and where applicable, CoVs legal representatives) with respect to litigation, arbitration, tax appeals and any other dispute resolution proceedings involving the Company and the pre-litigation phases.

  • Serve as Company?s representative during negotiations of various unitisations involving Company

  • Provide legal support to Contract Engineers in the Contracts & Procurement Department in the adaption of existing contract templates to align with evolving regulatory and administrative requirements and also deal with exceptions and variations to contract terms raised by prospective contractors.

  • Prepare and draft agreements / contracts and follow through their implementation.

  • Handle routine legal dossiers and occasionally, averagely complex legal dossiers with supervision and participate in negotiations with Company’s partners, contractors and relevant government agencies

  • Provide legal support for treasury operations including drafting/review of banking service agreements, performance bonds, guarantees and credit facility agreements.

  • Provide legal support to the Non- Operated Assets, Gas Assets & Commercial Departments

  • Carry out any other tasks or activities assigned by the Legal Manager, DW or the General Counsel

  • Carries out any other duties/projects that may be assigned to him/her by the hierarchy.
