SENIOR TECHNICAL OFFICER – MITIGATION

JOB SUMMARY / RESPONSIBILITIES:
The STO, Mitigation provides technical assistance and support in the implementation of testing and counseling, home based care, orphans and vulnerable children and other community mobilization activities within the HIV/AIDS Prevention, Care & Treatment Department, ensuring the appropriate application of sound technical strategies.
DUTIES AND RESPONSIBILITIES:
Assist in the development of strategies for the design and implementation of HIV/AIDS mitigation interventions. This includes orphans and vulnerable children programming; home based care and other care and support activities at the community level.
Development and implementation of interventions focusing on nutrition, food security, education and skills development; psychosocial/spiritual support and shelter; household economic strengthening, legislative support and child protection.
Provides technical support to build the capacity of local implementing agencies and state counterparts to carry out orphans and vulnerable children and other mitigation activities and create effective linkages with facility based services
Support HIV testing and counseling (HTC) services at multiple entry points at the facility and community level and ensuring access to most at risk populations and couples.
Work closely with Prevention Team on community mobilization strategies and demand creation of HIV prevention, care and treatment services.
Work closely with other technical staff in the implementation of Positive Health, Dignity and Prevention strategies within routine facility services and a standard of community based care.
Provide technical guidance and provide input regarding HIV/AIDS mitigation programs.
Contribute to development of lessons learned from programs and projects related to mitigation of HIV/AIDS and apply these lessons to modify existing program and improve the design of new programs.
Assist the FANTA/Nigeria Project Manager in developing NACS guidelines, training manuals, job aids, and other materials as needed.
Facilitate NACS training of health care and community service providers and participate in mentoring, supportive supervision, and quality improvement.
Assist the FANTA/Nigeria Project Manager in maintaining a database of NACS training, including participant names and contact information, pre- and post-test scores, and training evaluations.
Provide technical assistance to the Rivers State Ministry of Health to design and deliver high-quality and efficient NACS services for PLHIV and OVC.
Colaborate with FHI 360/SIDHAS and the Rivers State MOH to identify NACS-related training needs.
Support the Rivers State Ministry of Health in strategy development and review meetings and workshops related to NACS.
Support data collection and analysis of NACS indicators.
Perform other duties as assigned.
QUALIFICATIONS:
At least 5 years of project management experience in nutrition, health, SBCC, or HIV or TB programs, including technical assistance, program design and management, research, or policy development and analysis; OR MB.BS/MD/PHD or similar degree with 3 to 5 years public health experience at the state or community level or in the private health sector.Experience with health and nutrition in Nigeria;
Experience with USAID-funded projects and PEPFAR supported programs;
Experience planning, coordinating, and/or facilitating training and meetings;
Experience working closely with the Ministry of Health and government health systems; and
Experience with technical, financial, and administrative management of national technical activities such as training and programming.
SENIOR TECHNICAL OFFICER – LOGISTICS

JOB SUMMARY / RESPONSIBILITIES:
The Senior Technical Officer (Logistics) will assist in the development of FHI in-house capacity among the various departments, implementing agencies (IAs) and all tiers of government in all aspects of distribution and warehousing of health commodities. S/he will provide technical support and leadership to Nigeria’s efforts to strengthen the supply chain process of health commodities, using the LMIS supply chain management information system, to reduce stock-outs, lower costs and eliminate wastage.
DUTIES AND RESPONSIBILITIES:
Provide technical assistance to management, IAs and government on most efficient and cost effective distribution channels to improve the LMIS and supply chain systems of health commodities (i.e., medicines, laboratory reagents, rapid test kits and other medical supplies and consumables) procurement and distribution and ensure accountability of processes.
Provide technical coordination in health product selection, quality assurance, receipt of commodities and efficient distribution systems.
Direct outgoing or incoming health commodities distribution activities of FHI; ensure health commodities or supplies are shipped, distributed, or received in an efficient manner.
S/he will develop a cost effective system for cold and dry storage for health commodities based on good storage, evidence-based principles and in keeping with good quality assurance standards.
Responsible for daily to day warehouse maintenance and security and escalates major issues/repairs/improvements to management for support.
Assist in the development of warehousing and distribution budgets and plans; recommends budget estimates for warehouse operations.
Provide TA and capacity building to all tiers of the government of Nigeria and to FHI to strengthen national systems for procurement and supply chain management of health commodities.
Assist in developing and guiding the implementation of warehousing and distribution policies and procedures.
Ensure that all required health inventory checks are conducted and all variances reconciled.
Determine / approximate a maximum-minimum inventory control system to be used in forecasting complex systems that track stock levels and order levels bearing in mind the physical capacity of warehouses.
Manage replenishment orders for health commodities at the various warehouses.
Develop, maintain and improve a logistics management information system and an electronic inventory system of stocking and tracking commodities in the warehouses.
Conduct periodic visits to facility warehouses to follow-up on all warehouse related matters such as the environment, sterilization, refrigeration etc. and generate reports to management and other stakeholders.
Monitor safety standards in accordance with regulations; ensure safety code and quality compliance are met daily.
Advice on the disposal process of all health commodities marked for destruction (damaged or expired).
Research, develop and recommend policies and procedures to improve internal processing and record keeping systems.
Design coordinated systems for FHI to transport health commodities that report and forecast delivery times, transport costs and performance in order to reduce stock-outs, eliminate wastes and lower costs.
Provide oversight function to ensure that adequate measures are taken to support product integrity and quality during distribution, and that the principles established in the WHO guidelines for good trade and distribution practices are followed.
Work with other FHI departments like M&E, Medical Services, Laboratory Services etc., to improve commodities management and reporting.
Ensure that all distribution documentation for health commodities in FHI, with funding agencies, suppliers, implementing partners and regulatory bodies is complete and compliant.
Ensure FHI’s compliance with legal guidelines, Nigerian, US and any other funder’s export and import controls, contracting principles, sourcing and price/cost analysis requirements.
Establish effective record keeping policies and procedures; establish and maintain standards to ensure accurate order entry, shipment tracking, and timely delivery of materials; direct and control receipt of orders and release to warehouse; create order management plans for key customers and distributors.
Maintain the logistics management information system (manual and electronic) for the entire health commodity supply chain including HIV and TB medicines, malaria commodities, laboratory reagents, laboratory supplies, consumables and rapid test kits.
Compile, analyze, and monitor performance indicators for all commodities in the procurement and supply management system.

QUALIFICATIONS:
MB.BS/MD/PHD or similar degree with 3 to 5 years post national youth service experience with at least 3 years progressive experience in in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.
Or MPH or MS/MA in relevant degree with at least 5 to 7 years post national youth service experience with at least 3 years progressive experience in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.

SENIOR TECHNICAL OFFICER – HEALTH SYSTEMS STRENGTHENING

JOB SUMMARY / RESPONSIBILITIES:
The incumbent will work under the supervision of the Associate Director, HSS to provide technical leadership in the planning, implementing and monitoring of health systems strengthening and laboratory activities in assigned projects. S/he will contribute to FHI 360’s provision of technical assistance to FHI 360 Nigeria partners and implementing agencies at all levels to develop/review, implement and monitor health systems and laboratory strategies and activities.
DUTIES AND RESPONSIBILITIES:
Ensure technical soundness in the implementation of FHI 360’s health systems strengthening grants.
Provide technical assistance in different health systems strengthening aspects using the six WHO building blocks and a reference guide.
Collaborate with the relevant federal, state and LGA departments/agencies and other partners to develop innovative technical strategies, tools and systems to strengthen health systems at all levels.
Provide on behalf of FHI 360, inputs/technical assistance to GON, FHI 360 partners and IAs on health systems strengthening and laboratory policies, strategies and proposal development processes.
Contribute to the development of FHI 360 Nigeria’s health systems strengthening strategy and work plans that clearly address the WHO HSS building blocks.
Demonstrate and document links between planned health systems work and improving, scaling-up and sustaining FHI 360’s health programs.
Identify new funding opportunities for health systems strengthening and health systems research and contribute to proposal development processes.

The receptionist under the supervision of the Facilities and Inventory Manager will help to provide both secretarial and receptionist services by monitoring and operating computer work, typing, filing, receiving visitors, answering calls, opening and directing official mail.
DUTIES AND RESPONSIBILITIES:
Operate switchboard, directing incoming and outgoing calls as required by caller, determine the nature of the call and decide on an appropriate routing.
Screen all incoming visitors and vendors and direct to appropriate location.
Open and close the office daily, observing security and other established office procedures.
Receive, log and distribute all incoming and outgoing courier packages; office deliveries; and incoming faxes in a timely manner.

ASSISTANT TB/HIV REFERRAL COORDINATOR
DESCRIPTION:

The SIDHAS project is funded by the United States Agency for International Development (USAID).
JOB SUMMARY / RESPONSIBILITIES:
With the support of the Senior Technical Officer PCT (State office), Senior Technical Officer TBHIV (CO) and the LGA TBL supervisor, the Assistant TBHIV referral coordinator will provide technical, programmatic and laboratory support to implement high quality LGA level, TB, TBHIV and HCT services at the local government level.
In addition s/he, will work with others in the state office and local implementing partners to ensure that LGA level TB/TBHIV monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs. S/He will regularly collect, collate and submit program data to the STO PCT (state office) for subsequent analysis and further actions. Their primary location will be at the highest HIV burden site in a given LGA from where support will also be provided to other sites within the LGA.
DUTIES AND RESPONSIBILITIES:
Support the implementation of facility-based TB and TBHIV Prevention, Care & Treatment activities; including strengthening referrals and linkages between the HIV and TB service delivery points.Support the integration of TBHIV/ services into routine health services.
Work with the facility staff to ensure that the quality of TB and TBHIV services adheres to standard operation procedures.
Visit every HIV comprehensive facility within the assigned LGA at least once a month to supervise and mentor the facility based TBHIV referral coordinator and ensure that all TBHIV records are up to date.
Visit every supported standalone DOTS facility within the LGA at least once a month to ensure that all registered TB patients are tested for HIV, properly documented and those testing positive are promptly referred to a comprehensive facility for enrollment into ART.
Ensure that all TB and TBHIV recording and reporting tools are available at all supported TB/TBHIV service delivery points in the assigned LGA.
Facilitate sputum transport from supported facilities in the assigned LGA to proximal Xpert sites.
Keep an up to date LGA presumptive TBHIV diagnostic evaluation treatment register to abstract information from the existing tools from facilities.
Follow up the documentation of TB treatment outcome for all TBHIV co-infected patients within a given LGA with real time documentation of diagnostic and treatment outcome in the provided study data tool.
Receive Xpert results through the Gx alert system in the state and keep track of all positive Xpert results from facilities within the assigned LGA.
Hold monthly TBHIV review meetings with the facility TBHIV referral coordinators and LGTBLS.
Submit monthly reports and data (including the facility TBHIV cascade) to the STO PCT (state office) within the first week of every month.
Perform other duties as may be assigned from time to time by supervisors.
QUALIFICATIONS:
Minimum of Community Health Officer (CHO) or its equivalent in any public health related field;
Minimum of 2 years working experience in the public health field related to TB and TBHIV;
Fluent in oral and written English;

ASSISTANT TECHNICAL OFFICER – MONITORING & EVALUATION

JOB SUMMARY / RESPONSIBILITIES:
The Assistant State Technical Officer (M&E) will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.
S/He will enter program data into the FHI 360 data management software for subsequent analysis; identifies and follows up missing data; undertakes basic validation checks, and stores and disseminates data and hardcopy files as appropriate.
DUTIES AND RESPONSIBILITIES:
Keeps track of received data and source documents.
Prepares and sorts source documents, and identifies and interprets data to be entered.
Bring to the knowledge of the State Technical Officer questions that need to be solved such as inconsistencies or missing data by the originators of the source data.
Assist the State Technical Officer in providing support to sites in the state, including interacting with site Program Managers, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.
Assist in conducting routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
Work with the STO to ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.
Work with the STO to document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines.

QUALIFICATIONS:
BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with 1 year relevant experience in Monitoring and Evaluation or data management.
