Job Title: Senior Technical Officer (RMNCH)

Job Description
With the Associate Director, the Senior Technical Officer will provide technical and programmatic support to implement high quality care and support activities with primary focus on providing programmatic and technical support for reproductive, maternal, newborn and child health (RMNCH).
With the Associate Director, coordinate the implementation of components related to RMNCH in FHI 360 Nigeria’s programs.
Work with relevant staff to coordinate the design and implementation of facility based programs in relation to RMNCH
Provide ongoing technical assistance in RMNCH for FHI 360 Nigeria programs.
Work with technical staff at the state offices and other relevant FHI 360 staff to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery.
Contribute to the development of lessons learned from programs and projects related to RMNCH and apply these lessons to modify existing programs and improve the design of new programs.
Support the strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
Contribute to the development of program strategies, sub-project documents, work plans and budgets.
Provide programmatic assistance to local partners in programming RMNCH activities.
Remain informed on current programs in the field of RMNCH and related developments by reviewing current literature and stay alert to any implication of such experience and research to the project implementation.
Perform other duties as assigned.

Job Description
The Strengthening Integrated Delivery of HIV/AIDS Services SIDHAS project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner. The SIDHAS project is funded by the United States Agency for International Development USAID.
The Senior Technical Officer Logistics will assist in the development of FHI in-house capacity among the various departments, implementing agencies IAs and all tiers of government in all aspects of distribution and warehousing of health commodities. She or He will provide technical support and leadership to Nigeria’s efforts to strengthen the supply chain process of health commodities, using the LMIS supply chain management information system, to reduce stock-outs, lower costs and eliminate wastage.
Provide technical coordination in health product selection, quality assurance, receipt of commodities and efficient distribution systems.
Direct outgoing or incoming health commodities distribution activities of FHI; ensure health commodities or supplies are shipped, distributed, or received in an efficient manner.
S/he will develop a cost effective system for cold and dry storage for health commodities based on good storage, evidence-based principles and in keeping with good quality assurance standards.
Responsible for daily to day warehouse maintenance and security and escalates major issues/repairs/improvements to management for support.
Assist in the development of warehousing and distribution budgets and plans; recommends budget estimates for warehouse operations.
Provide TA and capacity building to all tiers of the government of Nigeria and to FHI to strengthen national systems for procurement and supply chain management of health commodities.
Assist in developing and guiding the implementation of warehousing and distribution policies and procedures.
Ensure that all required health inventory checks are conducted and all variances reconciled.
Determine, approximate a maximum-minimum inventory control system to be used in forecasting complex systems that track stock levels and order levels bearing in mind the physical capacity of warehouses.
Manage replenishment orders for health commodities at the various warehouses.
Develop, maintain and improve a logistics management information system and an electronic inventory system of stocking and tracking commodities in the warehouses.
Conduct periodic visits to facility warehouses to follow-up on all warehouse related matters such as the environment, sterilization, refrigeration etc. and generate reports to management and other stakeholders.
Monitor safety standards in accordance with regulations; ensure safety code and quality compliance are met daily.
Advice on the disposal process of all health commodities marked for destruction damaged or expired.
Research, develop and recommend policies and procedures to improve internal processing and record keeping systems.
Design coordinated systems for FHI to transport health commodities that report and forecast delivery times, transport costs and performance in order to reduce stock-outs, eliminate wastes and lower costs.
Provide oversight function to ensure that adequate measures are taken to support product integrity and quality during distribution, and that the principles established in the WHO guidelines for good trade and distribution practices are followed.
Work with other FHI departments like M&E, Medical Services, Laboratory Services etc., to improve commodities management and reporting.
Ensure that all distribution documentation for health commodities in FHI, with funding agencies, suppliers, implementing partners and regulatory bodies is complete and compliant.
Ensure FHI’s compliance with legal guidelines, Nigerian, US and any other funder’s export and import controls, contracting principles, sourcing and price/cost analysis requirements.
Establish effective record keeping policies and procedures; establish and maintain standards to ensure accurate order entry, shipment tracking, and timely delivery of materials; direct and control receipt of orders and release to warehouse; create order management plans for key customers and distributors.
Compile, analyze, and monitor performance indicators for all commodities in the procurement and supply management system.
Perform other duties as assigned.

With the support of the Senior Technical Officer PCT State office, Senior Technical Officer TBHIV CO and the LGA TBL supervisor, the Assistant TBHIV referral coordinator will provide technical, programmatic and laboratory support to implement high quality LGA level, TB, TBHIV and HCT services at the local government level.
In addition She or He will work with others in the state office and local implementing partners to ensure that LGA level TB/TBHIV monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs. S/He will regularly collect, collate and submit program data to the STO PCT state office for subsequent analysis and further actions. Their primary location will be at the highest HIV burden site in a given LGA from where support will also be provided to other sites within the LGA.

The STO, Mitigation provides technical assistance and support in the implementation of testing and counseling, home based care, orphans and vulnerable children and other community mobilization activities within the HIV/AIDS Prevention, Care & Treatment Department, ensuring the appropriate application of sound technical strategies.

SENIOR TECHNICAL OFFICER – MITIGATION


DESCRIPTION:

JOB SUMMARY / RESPONSIBILITIES:

Experience with USAID-funded projects and PEPFAR supported programs;

QUALIFICATIONS:

MB.BS/MD/PHD or similar degree with 3 to 5 years post national youth service experience with at least 3 years progressive experience in in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.

Or MPH or MS/MA in relevant degree with at least 5 to 7 years post national youth service experience with at least 3 years progressive experience in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.

Or BS/BA in logistics, pharmacy or relevant field with 7 to 9 years relevant experience managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.

Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

JOB SUMMARY / RESPONSIBILITIES:

With the support of the Senior Technical Officer PCT (State office), Senior Technical Officer TBHIV (CO) and the LGA TBL supervisor, the Assistant TBHIV referral coordinator will provide technical, programmatic and laboratory support to implement high quality LGA level, TB, TBHIV and HCT services at the local government level.


In addition s/he, will work with others in the state office and local implementing partners to ensure that LGA level TB/TBHIV monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs. S/He will regularly collect, collate and submit program data to the STO PCT (state office) for subsequent analysis and further actions. Their primary location will be at the highest HIV burden site in a given LGA from where support will also be provided to other sites within the LGA.


DUTIES AND RESPONSIBILITIES:


Support the implementation of facility-based TB and TBHIV Prevention, Care & Treatment activities; including strengthening referrals and linkages between the HIV and TB service delivery points.Support the integration of TBHIV/ services into routine health services.

Work with the facility staff to ensure that the quality of TB and TBHIV services adheres to standard operation procedures.

Visit every HIV comprehensive facility within the assigned LGA at least once a month to supervise and mentor the facility based TBHIV referral coordinator and ensure that all TBHIV records are up to date.

Visit every supported standalone DOTS facility within the LGA at least once a month to ensure that all registered TB patients are tested for HIV, properly documented and those testing positive are promptly referred to a comprehensive facility for enrollment into ART.

Ensure that all TB and TBHIV recording and reporting tools are available at all supported TB/TBHIV service delivery points in the assigned LGA.

Facilitate sputum transport from supported facilities in the assigned LGA to proximal Xpert sites.

Keep an up to date LGA presumptive TBHIV diagnostic evaluation treatment register to abstract information from the existing tools from facilities.

Follow up the documentation of TB treatment outcome for all TBHIV co-infected patients within a given LGA with real time documentation of diagnostic and treatment outcome in the provided study data tool.

Receive Xpert results through the Gx alert system in the state and keep track of all positive Xpert results from facilities within the assigned LGA.

Hold monthly TBHIV review meetings with the facility TBHIV referral coordinators and LGTBLS.

Submit monthly reports and data (including the facility TBHIV cascade) to the STO PCT (state office) within the first week of every month.

Perform other duties as may be assigned from time to time by supervisors.


QUALIFICATIONS:

Minimum of Community Health Officer (CHO) or its equivalent in any public health related field;

Minimum of 2 years  working experience in the public health field related to TB and TBHIV;

Fluent in oral and written English;

Computer literate with an ability to analyze data; and

Resident in the relevant LGA.

S/He will enter program data into the FHI 360 data management software for subsequent analysis; identifies and follows up missing data; undertakes basic validation checks, and stores and disseminates data and hardcopy files as appropriate.

Prepares and sorts source documents, and identifies and interprets data to be entered.

Job Summary

The SBCC Advisor will provide direction, communication technical expertise, and oversight of all project SBCC activities for the Nigeria Malaria Project.  He or she will assist the National Malaria Elimination Program NMEP, and, working with the project SBCC and Community Mobilization Officers, collaborate with and build capacity of the Ministry of Health Federal, State, Local Government LGA level communication personnel and private-sector counterparts to identify, develop, implement, and monitor an array of SBCC approaches to changing and maintaining behaviors in the area of malaria prevention and treatment. Working with the Research and M&E Advisor, improve on NMEP’s and partner’s ability to measure and monitor SBCC; Support malaria advocacy, communication, and social mobilization at Federal, State and LGA levels and play a leadership role in integrating SBCC activities in other health programs.


Role and Duties 

Meet regularly with representatives of the NMEP, USAID, partners, and other stakeholders to integrate feedback including Federal, State and LGA strategic plans into key campaign messages, including correct and consistent LLIN use and maintenance; comprehension and use of ACTs; and increased use of ANC services.

Working with the SBCC and Community Mobilization Officers, develop SBCC messages to improve at risk population’s awareness of the risk of malaria during pregnancy and promote the use of IPTp during various phases of pregnancy. 

Conduct strategic behaviour communications needs assessments and design, pre-test, and finalize drafts of SBCC/media materials in conjunction with NMEP and relevant partners

Implement and monitor IEC/SBCC activities at the health facility and community level to ensure maximum local impact and education. 

Collaborate closely with the M&E Advisor to ensure the documentation of SBCC effects on target audiences by designing all messages to track specific, measurable behaviors.

Identify complementary activities and align plans with the National Malaria Advocacy, Communication and Social Mobilization (ACSM) guidelines as well as with plans of other malaria projects.

Monitor and report on all Nigeria Malaria Project SBCC activities.

Respond to the specified deliverables and goals of contracts and grant agreements, ensuring achievements in a timely manner and in full support and compliance with FHI360 contractual agreement.

Work with the Malaria Technical Director, collaborate and build capacity of Ministry of Health and private-sector counterparts to develop, implement, and monitor SBCC messaging and implementation.

  • Provide technical assistance on the laboratory component of the AIS testing from the field to the Molecular lab in Akwa Ibom state.

  • Coordinate procurement of all the lab items required for field, CD4 and PCR/viral load testing for AKAIS project

  • Coordinate logistics distribution of lab items procured for field and lab testing to all the AKAIS survey team and testing labs.Coordinate the proper storage, transportation and sorting of the DBS/ whole blood samples collected for the QC/ CD4/ EID/ VL and HIV-1 Incidence Assay for AKAIS project.

  • Provide oversight functions towards effective and efficient testing and reporting of all samples on AIS project in Akwa Ibom State.

  • Provide oversight function on the production, distribution, administration and collation of feedbacks on the Dried Tube specimen Proficiency Testing scheme.

  • Provide technical assistance to state team on the administration of SPI RT checklist.

  • Monitor the implementation of corrective action process for sites with deficiencies.

  • Coordinate the project activities (Audit & DTS PT) and provide regular update to STO & ADLS.

  • Prepare and share RTQII project monthly / quarterly report.

  • Provide regular update on the implementation of RTQII project to STO Lab services in CO & SO.

  • Remain informed on new findings in the field of laboratory technology that relate to HIV/AIDS, OIs, and treatment by reviewing current literature, and draw implications from research for program activities.

  • Develop concept papers and research papers on the existing project.

Qualifications:


  • BMLS in Laboratory sciences or related field with 8-10 years post national youth service experience in provision of laboratory support for HIV/AIDS.

  • Evidence of certification / trainings in Laboratory Quality Management System (international certification will be an added advantage)

  • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development area preferred.

  • Knowledge of proficiency testing implementation and administration including PT data management.

  • Knowledge of laboratory data management, use of data management software including excel and other advanced programs.

  • Proficient in Microsoft office applications ( MS word, Excel, power point etc)

Social & Behavior Change Communication Advisor



 



Job Summary / Responsibilities:






The SBCC Advisor will provide direction, communication technical expertise, and oversight of all project SBCC activities for the Nigeria Malaria Project.  He/she will assist the National Malaria Elimination Program (NMEP), and, working with the project SBCC and Community Mobilization Officers, collaborate with and build capacity of the Ministry of Health (Federal, State, Local Government (LGA) level) communication personnel and private-sector counterparts to identify, develop, implement, and monitor an array of SBCC approaches to changing and maintaining behaviors in the area of malaria prevention and treatment. Working with the Research and M&E Advisor, improve on NMEP’s and partner’s ability to measure and monitor SBCC; Support malaria advocacy, communication, and social mobilization at Federal, State and LGA levels and play a leadership role in integrating SBCC activities in other health programs.

KEY RESPONSIBILITIES:


  • Meet regularly with representatives of the NMEP, USAID, partners, and other stakeholders to integrate feedback including Federal, State and LGA strategic plans into key campaign messages, including correct and consistent LLIN use and maintenance; comprehension and use of ACTs; and increased use of ANC services.

  • Working with the SBCC and Community Mobilization Officers, develop SBCC messages to improve at risk population’s awareness of the risk of malaria during pregnancy and promote the use of IPTp during various phases of pregnancy. 

  • Conduct strategic behaviour communications needs assessments and design, pre-test, and finalize drafts of SBCC/media materials in conjunction with NMEP and relevant partners

  • Implement and monitor IEC/SBCC activities at the health facility and community level to ensure maximum local impact and education. 

  • Collaborate closely with the M&E Advisor to ensure the documentation of SBCC effects on target audiences by designing all messages to track specific, measurable behaviors.

  • Identify complementary activities and align plans with the National Malaria Advocacy, Communication and Social Mobilization (ACSM) guidelines as well as with plans of other malaria projects.

  • Monitor and report on all Nigeria Malaria Project SBCC activities.

  • Respond to the specified deliverables and goals of contracts and grant agreements, ensuring achievements in a timely manner and in full support and compliance with FHI360 contractual agreement.

  • Work with the Malaria Technical Director, collaborate and build capacity of Ministry of Health and private-sector counterparts to develop, implement, and monitor SBCC messaging and implementation.

  • Contribute to work plans, budgets, pipelines, technical reports, and deliverables.

  • Perform other duties as directed by the supervisor. 

  • Complete detailed strategy write-ups, work plans, and deliver quarterly reports and all other reporting requirements.

  • Oversees the work of consultants and subcontractors, as required.





Qualifications:


  • Minimum of a Master’s Degree in Public Health; Communications and Media Arts; Marketing; or a relevant field.

  • At least 9 years of professional experience developing mass communication campaigns.

  • 5-7 years of experience in implementing and managing national health communication/SBCC programs in developing countries


Specific Knowledge Requirements:


  • Practical experience with the Nigeria health system and/or Media scene

  • Proficiency with Microsoft Office Suite.

  • Ability to multi-task and oversee a number of ongoing activities.

  • Excellent communication and networking skills.

  • Knowledge of state of the art social and behavior change communication models and strategies and their practical application to malaria as well as technical knowledge in these fields.
