Program / Department Summary



  • The Mercy Corps Finance Department is responsible for all financial functions in Abuja, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.

  • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.


General Position Summary



  • Under the supervision of the Senior Finance Officer, the Finance Assistant reconciles various bank accounts at the field, analyzes and reconciles items and provides staff with practical guidance on how to close these items.

  • Systematically follows up long outstanding items and long outstanding open cases for bank reconciliations. Maintains appropriate finance records for the work performed.


Essential Job Functions
Follow all Mercy Corps policies, procedures, grant compliance and documentation requirements.



  • Prepare and maintain filling records of all program activities and other related financial documents.

  • Implement and make sure all Mercy Corps Field Finance Manual, procurement, assets

  • Receive requests for funds from teams within program sites for activities, check and process requests.

  • Prepare payment authorizations. Follow-up on timely disbursement of funds to the staff in these regions.

  • Receive, reconcile and submit financial returns from the sub field office to Field office -finance office for account registration purposes.

  • Identify and follow up on outstanding obligations.

  • Match invoices/receipts with payment vouchers, GRN and other required documents.

  • Prepare cash, bank and advances reconciliations and submit for review/approval every week and monthly.

  • Make sure all income taxes, withholding taxes, VAT and other taxes are withheld and paid accordingly.

  • Keep all finance documents and reports are properly filed, labeled and stored in a clear and easily accessible manner following FFM.

  • Be adaptable and flexible to take new tasks and new assignments as requested from time to time.

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission

  • Receive, check and submit travel advance claims from field based

  • Check and follow up on settlement of personal telephone and sat phone bills for staff.

  • Keeps record of all cash, bank, advances and regularly updates

  • Carries out weekly cash counts and whenever requested by the Senior Finance Officer, Finance Manager, Country Director and official auditors directed by the supervisor.

  • Prints off all payment vouchers and matches with the documents to be filed.

  • Pays or receives authorized bank payments and receipts.

  • Makes sure all required documents are attached; calculations are correct, appropriate approvals and reviews made per the AAM before payment of any cash or bank payments.

  • Enters transactions to the accounting software under the supervision of the Senior Finance Officer whenever required.

  • Ensure compliance with GAAPs, Nigerian, US laws and standard accounting practice.

  • Code all expenditures following the standard chart of accounts, coded budget and record to the accounting software or recording system daily and ensure weekly review and posting.

  • Any Other duties as assigned

Knowledge and Experience



  • Diploma or advanced certificate or equivalent in Accounting or Finance is required.

  • 1 years’ experience in handling cash and accounting.

  • Computer skills in MS Office programs, particularly Excel and accounting software experience.

  • Excellent oral and written English skills

  • Willing to travel to Mercy Corps offices and take temporary assignments..

  • Any Finance experience is preferred.

  • Accounting skills and experience in general ledger, journal entries, payroll, cash/bank mgt.

BACKGROUND

The Educating Nigerian Girls in New Enterprises (ENGINE) II Programme is funded through the Girls’ Education Challenge (GEC) of the Department for International Development (DFID) and is implemented across the three Nigerian states of Kaduna, Kano, Lagos and the Federal Capital Territory. Mercy Corps leads the implementation of the programme.

ENGINE II (April 2017 to March 2020) is a sequel to ENGINE 1 (October 2013 to March 2017). The first phase of the programme was successful in reaching over 24,000 marginalised in-school girls (ISG) and out-of-school girls (OSG), of which 21,162 girls were retained for continuation into the ENGINE II programme.

The primary objective of ENGINE II is to increase the literacy and numeracy (learning outcomes) of the retained 21,162 retained girls, now aged between 18 to 23 years old. The program also seeks to facilitate girls’ “transitions” into higher academic grades and/or a range of economic opportunities (vocational training, entrepreneurship).

To sustain the programme’s impact, Mercy Corps works directly with government (State and Federal), school stakeholders and community members to transfer ownership of successful programme interventions.

ENGINE II is currently in its inception phase. Implementation of the programme is scheduled start in April 2018 upon completion of a baseline evaluation

CONSULTANT – CREATING ALTERNATIVES TO EARLY MARRIAGE FOR ADOLESCENT GIRLS – CAEMAG

ABOUT THE PROGRAM 

Mercy Corps is currently operating an adolescents’ program, investing in the Safety and Integrity of Nigerian Girls (I-SING)1. Funded by the European Union Trust Fund for Africa, I-SING addresses the unique needs of adolescent girls and boys in a humanitarian crisis.


I-SING will target a total of 12,000 adolescent girls and 5,000 adolescent boys through the Safe Space model, in which small groups of girls or boys meet weekly to build friendships and learn life-skills, including topics such as positive attitudes, self-esteem, creativity, consensus building, leadership, decision-making, goal-setting, and how to manage peer pressure. Older adolescents (aged 15 to 19), learn basic financial literacy and how to establish and operate Village Savings and Loans Associations (VSLAs)2. Following their training in financial literacy, the older adolescents will receive livelihood grants to help them establish or improve upon an existing safe income generating activity.


In partnership with the Ford Foundation, Mercy Corps will assist the same older adolescent girls selected to receive a livelihood grant with vocational training, greatly improving their likelihood of success when establishing a safe income-generating activity. Mercy Corps has already established Safe Spaces for adolescent girls in both Borno and Gombe States. The training on financial literacy and VSLAs will start in August/September 2017, making this the ideal time for the partnership with Ford Foundation to commence as well. Although the program will focus primarily on out-of-school girls, Mercy Corps will also assist in-school girls in acquiring vocational training when appropriate and on the condition that it does not affect girls’ ability to continue schooling. For example, receiving training a couple of afternoons a week will not be an issue, but a full-time apprenticeship would disrupt schooling significantly.


This program will be implemented in Biu, Hawul, and Kwaya Kusar Local Government Areas (LGAs) in Borno State and in Yalmatu Deba, Gombe, Biliri, Balanga, and Funakaye LGAs in Gombe State.


In partnership with the Ford Foundation, Mercy Corps will work toward the following goal: Adolescent girls are economically empowered and able to engage in safe livelihoods. The theory of change underlying this program is that providing select adolescent girls with access to vocational training, however informal, will help them alleviate their vulnerabilities to early marriage and unsafe income generation, while improving their personal agency. When girls have the opportunity to earn an income and gain economic status in their family, they reduce the risk of early marriage which is often used as an economic coping strategy. Targeting adolescent girls also has a cascading effect, as, given the opportunity, girls and women reinvest 90% of their income in their families.


By achieving this goal, the program will also:


Reduce the risk of early marriage and pregnancy by providing adolescent girls with the skills needed for safe work.

Improve the status and decision-making power of adolescent girls in their households as they will be recognized as economic actors and contributors to their family’s income.

Enhance livelihoods opportunities for adolescent girls by providing them with skills that allow them to join the workforce.

Mercy Corps will connect adolescent girls (aged 15 to 19) with vocational training in their local communities. All of the adolescent girls will also be taught basic financial literacy, the VSLA methodology, and receive a livelihood grant, allowing them to make the best use of the vocational training they receive.

Mercy Corps will use a phased approach, with activities starting in the three LGAs in Borno State (Biu, Hawul, and Kwaya Kusar) prior to the activities rolling out in the five LGAs in Gombe State (Yalmatu Deba, Gombe, Biliri, Balanga, and Funakaye).

This will complement the implementation of the EU-funded I-SING initiative, as it will allow the program team to iterate the approach and apply lessons-learned from one location to the other. Together with Ford Foundation, Mercy Corps will work in 27 communities and assist up to 2,800 adolescent girls.


Objectives of the Baseline Survey

To conduct market and vocational Skills’ Needs Assessment to Identify and map skilled artisans and trainers in the communities.

To identify safe vocational and livelihood opportunities for adolescent girls acceptable by parents, gatekeepers and in demand by local artisans

Identify the resources and vocational skills considered necessary for adolescent girls to engage safely in a livelihood in their local community.

To identify viable and profitable livelihood options adolescents girls can be linked to

To collect data relating to the indicators in the project log frame, that will be used to monitor the project

Program Outcome Indicators

The project aims at achieving the following three outcomes:


OC1: % of Adolescent girls (15-19) that report meaningful participation in decision making at Household level

OC2: % of adolescent girls (15-19) who report control over their cash earning

Specific Tasks to be done by the Consultant

The baseline survey will include undertaking the following key tasks:


Develop appropriate survey instruments that include questionnaires, FGD checklists, In-depth Interview questionnaires etc. Prior to survey implementation, Mercy Corps will review tools and methodologies and approve their use. These tools will be field-tested and inputs of the pre-test will be incorporated.

Train, supervise and manage data collectors.

Organize and implement the survey.

Compile and collate the data collected, both qualitative and quantitative.

Analyze the data and make a comparative analysis of the findings (status of relevant indicators)

Develop a draft survey report and submit to Mercy Corps for feedback.

Produce a final report, incorporating feedbacks from Mercy Corps.

The survey is planned to take place in January 2017. The preparation, fieldwork and report writing will take a maximum of not more than 25 days.

PROJECT SUMMARY/BACKGROUND

Mercy Corps’ through funding from the US Government (USAID) is implementing ECPN (Engaging Communities for Peace in Nigeria) program. ECPN aims to reduce violence in North Central Nigeria through strengthen the capacity of farmer and Pastoralist to resolve disputes in an inclusive and sustainable manner; leverage social and economic opportunities to build trust across lines of division; and foster engagement among farmer-pastoralist communities, local authorities and neighboring communities to prevent conflict. Mercy Corps will use two unique approaches in three target states.


Over two year Mercy Corps has worked in Nasarrawa and Benue states, using a two pronged approach, mitigation and prevention of conflict, by multiple activities which build on each other to achieve the aforementioned goals. Mercy corps conducted baseline study in 15 sites, randomly selected 10 communities as treatment sites, commenced implementation of program activities in January 2016 and has ever since been systemically carrying out peace building activities. The program conducted analysis of the conflicts and actors; trained local leaders to negotiate and mediate conflict situations to prevent escalations and reach all-inclusive, satisfactory, and sustainable agreements; facilitated joint community-led conflict prevention forums where farmer and pastoralist address root causes of conflicts by drawing up plans and executing such plans; and creating links with government, neighboring communities, and security agencies to create systems that will promptly pick up early warning signs and respond to such signs to prevent escalation.


Also leveraging on social and economic opportunities that existed but were weakened after incidents of conflict, Mercy Corps through quick impact and natural resource initiative projects focused on building trust across lines of division.


POSITION OBJECTIVE/PURPOSE

The purpose of the data collection is to provide data set for quantitative evaluation of impact levels against baseline. Baseline was collected in 15 sites in 2015. Endline data would be collected in these sites once more. And this would be used for impact evaluation purposes or as assessment of success of the program as regard achieving its objective and contributing to the broad goal. Data collection will begin in the second (2nd) week of January 2017 and last for three weeks.


SCOPE OF WORK /RESPONSIBILITIES

The field enumerators will:

Get familiar with data collection tools and study protocol

Attend study orientation and data collection training

Orient and guide the Mercy Corps project team on likely sensitivities that could affect the usage of the survey tools within the target communities

Conduct Key informant interviews (KII) with selected stakeholders in the selected communities

Work collaboratively with ECPN project and MC M&E team to ensure successful implementation of the baseline study

Review filled data collection tools to ensure completion and quality of data

Provide guidance and clarifications at data analysis stage regarding collected data as needed

Play a key role in the mobilization of community respondents for the survey.

The duration of this assignment is 16days


QUALIFICATIONS AND PERSONAL ATTRIBUTES

Qualifications in the fields of the Social Sciences, Economics, Development Studies or Statistics.

A sound track record in developing and conducting research

Proven skills in the use of mobile device for data collection

Experience in conducting quantitative and qualitative research in Northern part of Nigeria

Experience working in the selected communities and a good understanding of the local dialects is preferred.

Experience in data collection and analysis using participatory methodology.

Possess a degree of flexibility to work and availability to respond to comments and questions in a timely and appropriate manner.

Strong command of English and Hausa or Tiv or Fulbe (Fulani). Do not apply if you do not have command of any of the additional language sets.

General Position Summary

  • The Administration Officer will be responsible for the smooth running of all administration functions in support of the humanitarian Program.

Essential Job Functions


  • Facilitate the smooth flowing of routine, administrative work of the Mercy Corps office and program support operations;

  • Enforce adherence to Mercy Corps administrative, IT, HR and logistics procedures and staff policies by support staff;

Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. With the insurgency spilling over from the Northeast of Nigeria and causing displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs. With funding from institutional donors, foundations and private corporations, Mercy Corps continues to provide assistance to meet the basic needs of vulnerable populations in the areas of food security, shelter, water and sanitation, protection, and livelihoods.


With the recognition of the protracted crisis in Northeast Nigeria, Mercy Corps’ strategy and expansion plans aim to address the root causes of the crisis and seek to build long term resilience of communities with integrated programs focusing on the recovery of markets and livelihoods, social cohesion and social protection, and youth empowerment with emphasis on adolescent girls and boys. With multiple funding streams from large institutional donors and foundations, Mercy Corps’ programs in Northeast Nigeria continue to scale up and serve communities by transitioning them from humanitarian aid to early recovery programs.


GENERAL POSITION SUMMARY

The Program Manager is responsible for the overall management and coordination of two programs focusing on agricultural livelihoods, livestock and markets. The Program Manager provides technical leadership, supervises program staff, and coordinates the implementation of all program activities. The Program Manager will promote a culture of constant program improvement, mentor the program team, integrate monitoring and evaluation into program activities and ensure the delivery of high-quality program that delivers impact.


The first program aims to revitalize the poultry livelihoods and markets in the context of Northeast Nigeria.

The Northeast Conflict Management and Stabilization (NE CMS) Program is an expansion from a pilot phase implemented from August 2016 to March 2017. The program is implemented in a consortium with Center for Humanitarian Dialogue, Center for Civilians in Conflict and Okapi Consulting with Mercy Corps being the lead. The program will result in increased peace within and between communities, and increased confidence in government and security institutions to address the root causes of conflict and violent extremism in Borno State. The consortium will strengthen protection of civilians, support social cohesion, address the root causes of violent extremism and contribute to conflict management in Northeast Nigeria by: a) strengthening government and civil-society efforts to address key grievances; b) increasing economic and social engagement opportunities for youth; c) promoting reconciliation and transitional justice at a community level; d) supporting civilian protection and improving civil-military relations; e) laying the groundwork for successful reintegration of former members of violent groups, their victims and IDPs; and f) promoting positive alternative narratives through radio.

PROJECT MANAGER, USING AIRWAVES FOR STABILITY IN THE LAKE CHAD BASIN” (UAS – LCB) PROJECT

PROGRAM / DEPARTMENT SUMMARY

The “Using Airwaves for Stability in the Lake Chad Basin” (UAS – LCB) Project is aimed to support Dandal Kura Radio International (DKRI), a Kanuri-language radio station operating in the Lake Chad Basin region through studios in Maiduguri and N’Djamena (reaching audiences in North East Nigeria, Cameroon, Chad and Niger). The support would include coordination with DKRI to produce and air news, current affairs and special content programming to increase understanding of, and support for, the de-radicalization, rehabilitation and reintegration of current and former members of violent extremist groups. This project will result in reduced support for violence, greater openness to reintegrating returning ex-combatants into communities and greater community agency to drive their futures with accurate, credible information.


GENERAL POSITION SUMMARY

The UAS-LCB Project Manager is responsible for the day-to-day implementation of the project including close cooperation with the DKRI staff to ensure delivery of all project results. The Project Manager will work closely with the Director of NE Programs, Head of Office, and support staff (including finance, operations, and administration) to ensure that activities are implemented according to schedule, budget and required quality. UAS-LCB Project Manager reports directly to the Director of NE Programs.


Among other key functions of the Project Manager is to support the research on impact of radio messages, and carry out assessment and monitoring activities with a view to ensure the achievement of the  planned project impact. S/he will lead and organize a series of policy dialogues to discuss the findings of the research and develop strategic communication plans, ensure dissemination of the research findings, and mobilizing government officials for strategic communications trainings.

With funding from humanitarian donors including OFDA, FFP, EU tryst Fund and ECHO, the humanitarian programs engage in several interventions including but not limited to food assistance, logistics and relief commodities, protection, livelihoods, WASH and capacity building of humanitarian response actors.

Mercy Corps plans to scale up and expand its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional and varied assistance in a wider geographic area.

Mercy Corps plans to implement a program in 3 states “ISING” or Investing in the safety and integrity of Nigerian girls targeting adolescent girls and boys affected by the conflict in the Northeast.


Learning Objectives

This position will offer the intern an opportunity to understand what Mercy Corps stands for as well as understand the Humanitarian program in Borno State. Working in the I-SING department the Intern will be able to learn how to plan and prioritize work schedule in a fast demanding work environment, in addition to working with adolescents and the community in general.

The Intern will work with other team members in I-SING as well as other programs and should be able to develop good working relationship with the rest of the team.

Major part of the job responsibility will be to support in the monitoring of safe spaces and support with the logistical arrangements of moving to the field and participating in community sensitization.


RESPONSIBILITIES

Under the direction of the Program Manager, the Intern will be responsible for the day to day support to the department specifically:

Work with the program assistant’s in collecting and compiling all the I-SING documents such as safe spaces data, beneficiary lists ensuring they are filed both ins hard and soft copy.

Under supervision raise PR’s for hotel bookings for any trainings and workshops

Track all the items that shall be purchased for the use of safe spaces such as training material, and refreshments

Support in conducting spot checks for mentors and coordinators, whilst collecting data on attendance

Support the protection officer in conducting community sensitization in identified communities

With the support of the assistant’s, track I-SING costs and take the department’s inventory and make request in time to ensure there is no stock out for the safe spaces

Support the M&E officer in data cleaning as requested


Deliverables

With the support of program officers, contribute to all fieldwork, including identifying beneficiaries, participating in distributions, monitoring and supporting beneficiaries during spot checks coordinating with community leaders and other stakeholders and other field-based tasks as assigned.

Support in conducting monitoring and data collection as directed by the Deputy Program Manager assisting with specific surveys or assessments as needed

Support the program assistants in tracking costs as well documentation and filing of all program related files

Work together with the team to develop movement plans, raise PR’s for materials and hall hire


QUALIFICATIONS

BA/S in relevant field preferred

Good organization skills.

Ability to work under pressure

Good oral and written skills and computer skills

Strong computer skills on MS office programs

Fluency in English; fluency in Hausa and Kanuri is required


WORKING CONDITIONS

The program has lots of activities to be implemented that need to be completed within strict timelines. The intern will be expected to work beyond the normal working hours some days and should be able to cope with pressure of doing every task fast, effectively and efficiently.

Office space as well as working equipment is limited and Intern will have to cope with sharing space as well as equipment with the other team members.

  • Support documentation of lessons learned, and coordinate learning activities in collaboration with the Results, Learning and Research Coordinator.

Program Management:


  • Oversee program startup and ongoing program management and administration of teams across various field locations.

  • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.

  • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.

  • Develop partners’ MoUs and contracts & oversee a training program for program partners.

  • Develop program implementation strategies, including partnership frameworks, beneficiary targeting and distribution process as well as WASH, psychosocial and capacity building of partners.

  • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.

  • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.

  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.

Team Management:


  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.

  • Supervise, hire and orient new team members as necessary.

  • Provide team members with information, tools and other resources to improve performance and reach objectives.

  • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.

  • Finance & Compliance Management:

  • Ensure compliance with donor and Mercy Corps regulations related to emergency programming.

  • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.

Influence & Representation:


  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.

  • Communicate effectively to ensure overall project targets and donor obligations are met.

  • Security:

  • Ensure compliance with security procedures and policies as determined by country leadership.

  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Organizational Learning :


  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

Accountability to Beneficiaries:


  • Mercy Corps team members are expected to support all efforts toward accountability, specifically

  • to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Knowledge and Experience


  • BA/S or equivalent in Education, Management, Business Studies, International Development or other relevant field. MBA or MA an advantage.

  • A minimum of 5 years of experience in skills building, employment, youth, and/or market development programs. Experience with private-sector led initiatives required. Experience working in the private sector preferred.

  • Experience in M&E data and/or databases.

  • Experience managing sub-grantees

  • Experience working in a multi-organizational team (international and national partners) is a plus.

  • Experience working with country-level ministries and government officials.

  • Ability to mobilize resources from private sector groups

  • Excellent written and oral communication skills in English required, including documenting learning, report development, writing and editing.

  • Demonstrated attention to detail, ability to follow procedures, develop reports, meet deadlines and work independently and cooperatively with team members.

  • The successful Program Coordinator will combine exceptional management, communication, and relationship-building skills, with an ability to think creatively about employment programming.

  • S/he will have an outstanding to supportively and diplomatically engage with partners. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential.

  • Mercy Corps team members represent the agency both during and outside work hours .

  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
