Background

IFAD has since assumed direct supervision and coordination of its programmes in Nigeria, with progressive increase in the duties and responsibilities of the IFAD Country Office in Nigeria. In 2010, IFAD approved and transferred funds for the procurement of a vehicle through UNDP, necessitating the services of a driver/office assistant. From May 2012, the Country Programme Manager has been out-posted to Nigeria to further strengthen the programme delivery of the Portfolio. Consequently, the Driver/Clerk position is critical to the effective direct supervision of the IFAD portfolio in-country.


The Driver/Clerk is responsible for the driving the IFAD President on his visits to Nigeria (on average thrice per annum), is responsible for driving the Country Programme Manager on a daily basis in Abuja for office duties, is responsible for driving Country Office members during missions, to at least 25 states. Duties also include ensuring the safety and security of all passengers in the vehicle at all times, as well as liaising with the UNDSS on missions. Duties and Responsibilities


  • Working under the guidance of the Steering Committee and in close collaboration with the Lead Author for the Africa Data Report 2016, the country researcher will undertake an assessment of the data for development ecosystem in NIGERIA. More specifically, the country researcher will be contractually responsible for undertaking national-level activities and producing agreed deliverables. These include:

    • Conduct surveys, interviews and focus group discussions as relevant and required, in order to capture detailed and precise perspectives of stakeholders;

COUNTRY RESEARCHER- AFRICA DATA REPORT 2016


BACKGROUND

The Sustainable Development Goals (SDGs) adopted at the United Nations General Assembly in September 2015 stand to generate unprecedented both in quantity and quality of data and statistics. The “leaving no one behind” principle and increased importance of monitoring sustainable development particularly imply that the world needs more data with better quality. It is with this backdrop that the Secretary General’s High Level Panel (HLP) on Post-2015 Development Agenda called for actions to “improve quality of statistics and information available to people and government” in A New Global Partnership. In Transforming our world: the 2030 Agenda for Sustainable Development, world leaders pledged to intensify efforts to strengthen statistical capacity in developing countries.


This global call for a Data Revolution has been echoed around the world since the publication of HLP report and much discussion has been done around how to implement it. In Africa, the High Level Conference (HLC) on Data Revolution was held in Addis Ababa in March 2015, in response to a request by African Heads of States. During the HLC, a set of principles to implement Data Revolution in Africa was developed which includes; i) countries must own the prioritization, financing and leadership of this revolution; ii) all data communities should embrace the Fundamental Principles of Official Statistics as a starting point; iii) data should be open by default; and iv) technology, new forms of data and other innovations should be actively embraced.


Given the indispensable role of data in achieving SDGs, it is important to assess the current Data Ecosystem and the new data demand, track the progress of the unfolding data revolution in Africa and inform policy makers about what is needed to fully realize the Revolution. Therefore, a mechanism needs to be devised to monitor the changing data situation on the continent and hence it was proposed to publish a biannual “Africa Data Report” (ADR) to assess the strength of data ecosystems. The Report will feed into other SDG initiatives and studies by providing a concrete analysis of data issues in the continent.


The first issue of ADR will focus on reviewing and mapping components of national data ecosystems to assess current data situation. For an in-depth review on data ecosystems, country assessment will be conducted for fourteen countries within which one national researcher, knowledgeable about the country, will be identified to carry out the assessment. One Lead Author will coordinate the entire exercise, consolidate the findings of the country assessments and write the full report based on them. The report will aim to provide review of Data Ecosystem as exhaustively as possible, address common systematic challenges that hamper the full realization of Africa Data Revolution and identify recommendations for follow-up actions. The components of the Data Ecosystem to be reviewed include: data stakeholders, data culture, legal framework, technology, infrastructure and interaction between these components.

Working under the direct supervision of the Project Coordinator and the guidance of the UNODC Finance Officer and the Operations Manager (CONIG), the Project Operations and Procurement Officer is responsible for effective and transparent execution and coordination of all procurement and logistical requirements of the project.


DUTIES AND RESPONSIBILITIES

The Project Finance and Operations Officer will be responsible for the following specific duties:


Strategic direction of operations:

Ensure compliance of project operations with UN/UNODC rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring of achievement of results, including the formulation of internal Standard Operating Procedures (SOPs) in procurement and logistical services. Ensure knowledge sharing of lessons learnt/best practices, and sound contributions to knowledge networks and communities of practice, and organization of the operations staff trainings.

Provide constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment of related actions. Ensure efficient management of the Monitoring and Compliance function of the project.

Procurement and logistical services:


Plan, develop and manage all procurement and contractual aspects of the project.  Oversee procurement processes and logistical services in accordance with UN rules and regulations. At least two years of progressive professional experience in preparing, managing, and executing supply service contracts, preferably in multiple international markets.

Experience in international project logistics, contract management, administration is an asset.

CONSULTANT – SERVICE CONTRACT SALARY SURVEY


BACKGROUND

UNDP Nigeria is currently using a salary scale matrix for National project personnel called Service Contract holders (SC) that were updated in 2014. Individuals engaged to work in programmes or projects are hired under the Service Contract contractual modality, which is a non-staff contract. It is a decentralized contracting instrument, which is cost effective and flexible for use only by UNDP country offices and regional centres outside of Headquarters Individuals contracted under SC, are not considered UN staff members and therefore, are not covered by UN Staff Regulations and Rules.


The basis for the establishment of conditions of service for Service Contract (SCs) holders is based on the local labour market. Therefore, the remuneration package for Service Contracts must be consistent with prevailing levels of pay for similar services and comparable work in the local labour market. UNDP Nigeria would like to update the current remunerations of Service Contract holders utilizing the set procedures in the UNDP Handbook on Setting Remuneration for Service Contract Personnel. In this context, the survey process will be carried out by a technically qualified individual with extensive expertise in labour market analyses, management and organizational development. Accordingly, UNDP Nigeria solicits proposals from interested individuals to conduct a salary survey and to assist UNDP Nigeria in coming up with a revised and reasonable salary scale for SC holders.


In accordance with the established UNDP rules and regulations governing Service Contract; and based on the established UNDP methodology called Handbook on Setting Remuneration for Service Contract Personnel, and existing SC salary scale; the individual will conduct an independent survey the purpose of which, is to update the current salary scale for Service Contract holders based on the prevailing local market rates for similar work of comparable quality, complexity and difficulty. The individual is also expected through the process to assess the comparative status of the UN scale as to where it stands as an employer in the local market.


DUTIES AND RESPONSIBILITIES

Scope of Assignment:

The selected individual, jointly with UNDP Nigeria, will compile and suggest a list of employers as Comparators, which may be considered for SC remuneration survey for approval by UNDP Nigeria;

The selected individual will carry out the survey based on the Handbook on Setting Remuneration for Service Contract Personnel and collect, compile, analyze and interprets data collected in a written report.

The selected individual will collect the following information from each of these Comparators:


Job descriptions of the similar positions for Job matching process with proposed comparator organizations on the nature, complexities and responsibilities of each position of existing SC levels;

Collect and analyze the salary structures and associated benefits (including typical allowances and benefits package) of the selected employers in comparison to existing SC Job descriptions.

Research on social security options available on the Nigerian market and make recommendations on a reliable and suitable options;

Review tax applications and apply any updates to the new salary scale;

The selected individual will then compare the new salary scale with other UN Agencies’ scales for similar contractual modality;

The selected individual will present analysis to UNDP Nigeria and make recommendations on the proposed salary scale.

Deliverables

Based on the established UNDP Handbook on Setting Remuneration for Service Contract Personnel and within the time frame specified, the selected individual is expected to submit a report which includes, but not limited to, the following outputs:


Details and Summary of data collected from the Comparators showing TOR matches and the evaluation of their remuneration package;

Present the Minimum and Maximum Remuneration values of all job matches obtained from the comparators;

A report on final survey findings with comparison and analysis of the survey results, recommendations related to remuneration packages;

A summary table of Comparators practices on remunerations compared to UNDP Nigeria Service Contract salary scale;

A proposal with options for a revised remunerations scale for SC holders as set out in the UNDP Handbook on Setting Remuneration for Service Contract Personnel (options at the 40th, 50th and 60th Percentile levels);

A comparison of other UN salary scales for similar contractual modalities;

Highlight of benefits offered by comparator organizations for similar contractual modalities with emphasis on annual leave, sick leave, maternity & paternity leave, health coverage, life & disability insurance, vacation benefits and public holidays.

Recommendation for a social security / investment plan that takes into account the following:


The versatility of this contractual instrument;

The short-term nature of the service contract;

The need to ensure that individuals engaged under this contract have a retirement/savings plan;

Fulfilment of UNDP’s obligation to assure that service contract holders have social security as stipulated in the Service Contract User Guide;

Incorporation of comments and suggestions made by UNDP Nigeria, if any, into the proposal for SC remunerations;

Provide all completed questionnaires together with relevant salary and all relevant documentations and correspondences with the respective comparators;

After the submission of the draft report to the country office, the selected individual may be requested to provide additional data or clarifications to UNDP HQ.

Payment under the contract will be output based and will be made upon satisfactory completion of the assignment.The work will be supervised by UNDP Human Resources Associate.


DURATION

The entire task is expected to be completed in 6 weeks from the date of signing of the contract. The selected individual is required to prepare and submit the entire plan in a way that allows him/her to achieve the entire deliverables within 6 weeks.

It is highly expected that the selected individual will maintain the highest level of confidentiality with respect to the information provided during and after the completion of the assignment. The selected individual shall be expected to practice highest standard professional and ethical values and norms in providing this consultancy services.

The incumbent will work under the direct supervision of the UNODC Country Representative of Nigeria and the substantive guidance of the Chief, Implementation Support Section II (ISS-II), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA) at UNODC Headquarters, Vienna. RESPONSIBILITIES


As a member of the project team (consisting of staff based both in the field and at UNODC headquarters) the focus of the job is to provide field-level project coordination and expert capacity building support on legal and international judicial cooperation aspects of counter-terrorism.Within assigned authority, the Project Coordinator (Legal Expert, Terrorism Prevention) will be responsible for the following duties:

Project management and coordination: Serve as team leader for the project team and carry out lead responsibility for overall project implementation, coordination and related management functions (including monitoring and reporting) especially at the field level, drawing on the primary support of the Programme Officer (Terrorism Prevention) based in TPB/Vienna and in close coordination with the designated Programme Officer (Terrorism Prevention) in charge of the Nigeria programme in ISS-II/TPB. This will involve, among other tasks, the following in particular:

Represent the project at the national level at relevant forums and especially vis-à-vis the lead Nigerian authorities and entities;

Ensure and provide for on-going coordination and information flow with the European Union Delegation in Abuja;

Take the lead for ensuring effective ongoing liaison and coordination with the project’s other multiple stakeholders, including the numerous national stakeholder entities;

Ensure effective coordination and management of the project within CONIG and with the United Nations Development Programme (UNDP) and the Nigeria country offices of other United Nations system entities, International Financial Institutions and other relevant actors;

Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.

Ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.

Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.

Partners with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender related considerations.

Provides substantial support to sector / cluster working groups as required and facilitate exchange on cross cutting issues.

Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.

Supports advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, the media, etc.

Manages the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.

Undertakes and provides support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country work mechanisms.

Organizes and participates in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.

Performs other duties as required.

QUALIFICATIONS

An advanced university degree (Master’s degree or equivalent) in Political Science, Social Science, Public Administration, International Studies, Economics, Engineering, Earth Sciences or a related field is required.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience

A minimum of five years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.

Experience in the UN common system is desirable.


Languages:

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.


Assessment Method:

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
