Country Administrator at COOPI Cooperazione Internazionale

Job Title: Country Administrator


Responsibilities 


  • We are looking for a highly qualified Country Administrator with overall responsibility for supervision, management and quality implementation of all aspects of COOPI financial and administrative operations in Nigeria.

  • The Country Administrator will be part of the senior management team and is expected to contribute to the future strategic development and professional dynamics of COOPI in Nigeria.

Safe and Bank Account Management:


  • He/she ensures the correct management of the safes and the project’s bank accounts, by directly managing or by regularly controlling the project accountant, if available.

Accountancy Management:


  • He/she ensures the correct project accountancy and all accountancy documents filing. He/she does this by monitoring the accountants or by directly performing the accountancy, in case there was no accountant.

Administrative Management:


  • In collaboration with the project manager he/she verifies the correct administrative management of the projects (contracts, goods and services purchase, calls for tenders etc.) in compliance with COOPI and the donor’s procedures (ECHO, UNICEF, FAO, AICS, USAid/OFDA).

  • He/she ensures the correct filing of all project’s administrative documents.

Expenses Planning and Monitoring:


  • In collaboration with the Project Manager (and the logistician if present) he/she makes the project’s financial planning.

  • He/she monitors expenses, in accordance with the budget. He/she provides the accountancy data to the Project Manager so as to allow him to monitor and plan the expenditures and to request funds.

Contract Modifications and Administrative Documents:


  • He/she collaborates with the Project Manager in the elaboration of contract modifications (including the budget), and in the preparation of all necessary projects documents.

Financial Reporting:


  • In coordination with the Head of Mission and with the Project Manager he/she prepares the intermediate and final financial reports for the projects under his/her responsibility.

Budget Preparation:


  • Support the Head of Mission and Project Managers in budget preparation as well as proposals development.

Staff Management:


  • He/she plans the work, supervises, and collaborate to train the staff of the project’s accounting-administrative area upon request by the Head of Mission.

  • Upon request he/she collaborates to staff evaluation activities.

  • She/he will be the focal point of the complaint mechanism and the code of conduct.

Procurement:


  • He/she provide technical oversight to the procurement process and ensure proper supply chain management procedures are in place and that standard logistics and related administrative systems are established and implemented within COOPI country programme.

Qualifications


  • Minimum of 5 years’ relevant work experience in large organizations.

  • At least 3 years’ work experience in a similar role within a international non-governmental organization (NGO), donor or multilateral agency.

  • Substantial experience working with International NGO’s, UN agencies and networking and negotiating with authorities.

  • Very strong financial analysis skills and an extensive practical experience working with financial tools, highly proficient with excel such as using pivot table, developing macros, etc.

  • Ability to motivate and guide staff working in a complex conflict environment, preferably experience from an African context. 

  • Previous experience in Nigeria is an advantage.

  • An excellent interpersonal skills (Good analytical, negotiation, advocacy and communication skills) and demonstrated ability to establish effective team and external relations

  • Experience with capacity building of national staff.

  • Ability to work under pressure in a rapidly changing and sometimes insecure environment

  • Excellent English language skills both written and spoken are essential.

Job Title: Monitoring & Evaluation Specialist, NOC


Description 


  • To provide overall technical guidance to the programme sections on monitoring; and specifically manage the rolling out of the Humanitarian Performance Monitoring (HPM) system in the North-East of Nigeria and ensure all the UNICEF program sections receive regular data/information on the progress and quality of UNICEF’s humanitarian response in the form of periodic reports and other channels as may be necessary.

Responsibilities


  • Supporting the programme sections in humanitarian planning and managing the implementation of Humanitarian Performance Monitoring (HPM) at the Borno Zonal office level, 

  • Develop quarterly (or more frequent as need be) Independent monitoring plan, detailing what needs to be monitored, by whom, frequency and how and describing the sampling methodology and population targeted (i,e, IDPs camps, Returning affected communities, etc.)

  • Prepare quarterly (or more frequently as need be) monitoring report on the progress towards expected results and specific indicators of intervention, bottleneck and barriers and status on end-users supply;

  • Manage a team of National monitoring consultants, and ensure tools and approach are uniformly implemented across the team.

  • Ensure application of the tools and workflows to collect data needed for monitoring results from UNICEF’s response, including with a view towards reporting for HAC, HRP, SitReps and donor updates.

  • Strengthen capacity of UNICEF partners and 3rd Party consultants working for UNICEF in monitoring results and quality of humanitarian response and facilitate capacity strengthening of the UNICEF team on humanitarian planning, performance monitoring and needs assessment.

  • Work closely with emergency team in the CO and programme sections in Maiduguri office to strengthen field monitoring (adjusting tools to changing needs; deployment of teams; follow up on key actions; training of field teams) as a systematic approach to get feedback on quality of services, bottlenecks in implementation; equity of use/access; and unintended negative impacts and follow up to track and ensure that the information generated is used by the management for corrective actions.

  • Provide technical support to any inter-agency assessments, surveys and evaluations, especially for UNICEF led sectors as part of Inter-Agency Humanitarian Response Plan (HRP) and any other initiatives aiming to collect data on the situation of women and children.

  • Work closely with programme sections to collect data for periodic SitReps on the situation of affected populations reached by UNICEF and needs/gaps based on programme implementation monitoring reports by UNICEF partners and field monitoring report by UNICEF consultants.

  • Progressively build the M&E capacity of both the UNICEF staff and consultants on M&E and work towards building routine systems for program intervention monitoring by all sections

  • Any additional tasks that may be assigned to him/her related to the emergency response in the CO, as agreed by the Chief of M&E.

Qualifications 


  • University degree (Master’s or equivalent) in Development Studies, Demography, Statistics, Economics or Management studies with relevant work experience

  • A minimum of 5 years’ experience with either the UN and/or in a any reputable international NGO- with expertise in demography, statistics, and/or information management

  • Familiar with M&E frameworks and tools used in humanitarian contexts with specific reference to partners’ reporting, field monitoring and situation monitoring

  • Working knowledge of human rights, gender equality and diversity awareness and experience in undertaking disaggregated data/equity gap analysis

  • Fluency in English (verbal and written) is essential and ability to speak local language (Hausa) will be preferred.

Job Title: WASH State Consultant


Description


  • The consultant shall provide technical support to the WASH Section in Kaduna state to strengthen systems for sustainable implementation of Water, Sanitation & Hygiene. This will include providing support in programme planning, implementation, monitoring and documentation of good practices for shared learning and knowledge management.

Responsibilities

Description 


  • Works under the overall guidance of the Representative and specific guidance and supervision of the Deputy Representative.

  • Responsible for the contribution management unit within the office, including donor liaison, donor proposals, partnerships management, reporting, and compliance with global directives on budgets and grants management.

Key Expected Results:

Qualifications

  • Other social science field is required.

  • First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced University Degree.

  • A minimum of 5 years progressively responsible professional work experience in communication, reporting, programme monitoring and evaluation. International level, some of which preferably in a developing country is required. Relevant experience in a UN system agency or organization is an asset.

BACKGROUND AND RATIONALE

The United Nations Children Fund (UNICEF) Nigeria is seeking the interest of a qualified Child Protection in Emergencies Spe…t in the area of SGBV, with a focus on reintegration of girls and women who have been affected by conflict related sexual violence.


In the course of 2014 and early 2015, Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JAS), more commonly as Boko Haram intensified its attacks on the civilian population in Nigeria, with tactics developing from hit-and-run attacks targeting Government officials, security forces, police stations, detention centers, religious figures and schools, to take-and-hold attacks in which JAS managed to establish and maintain control over large swaths of territory. While in late 2015 and 2016 the Nigerian Armed Forces took back most JAS controlled areas, the fighting caused additional mass displacement, especially in Borno State.


Children have been acutely impacted by the conflict. In particular, sexual violence has been a characteristic of the conflict. It is estimated that 7,000 women and girls have suffered conflict related sexual violence, including following abduction by JAS and forced marriage to their fighters. Many girls and women have become pregnant and given birth as a result of the sexual violence. The girls and women, and their children are facing stigma and, in some cases violence, as they return to their communities following escape or rescue by the Nigerian Armed Forces.


UNICEF is supporting state and non state partners to develop and implement a reintegration programme, to ensure safe supported return for these highly vulnerable girls and women, as well as promote a protective environment in their communities to mitigate against further sexual violence.


OVERALL OBJECTIVE OF THE TEMPORARY POSITION

The overall objective of the post is to promote the handover of girls and women associated with armed groups to civilian authorities and to ensure their safe, supported return and reintegration and recovery from their experiences.

Specific Project Objectives to Which the Position is Related:


Output 36: By 2017, the capacity of key institutions and civil society is strengthened to monitor and report violence against children especially in humanitarian context and implement gender and age-appropriate prevention and response measures in at least three states.


MAJOR TASKS TO BE ACCOMPLISHED

Provide technical guidance for the development and implementation of the strategy and programme on the reintegration of girls and women who have been associated with armed groups and victims of conflict related sexual violence

Facilitate the training of and ongoing support for state and non state actors, including community volunteers and religious and community leaders, on support for the girls and women and protection from SGBV

Establish the reintegration programme for girls and women in a minimum of six local government areas, as well as Maiduguri, in Borno State

Support the development of community based reintegration activities for affected girls and women

Engage with religious and community leaders to promote reintegration of girls and women impacted by conflict related sexual violence

Support the tracing and reunification of families for girls and women

Develop and implement programmes which enhance the protective environment for girls and women, in order to protect them from SGBV

Establish/strengthen robust reporting and referral mechanisms for girls and women at risk of or suffering sexual violence

Strengthen the referral mechanism for the girls and women, and their children, to available services and programmes, including health, mental health, education and livelihoods programming

Ensure the availability of alternative care for children born out of conflict related sexual violence who cannot remain with their mothers

Explore the impact of conflict related sexual violence on boys and devise and implement strategies and programmes to support their recovery and reintegration

Manage and quality assure the work of the team of consultants and third party local consultants responsible for overseeing and monitoring the SGBV programme

Manage and develop new programme cooperation agreements with international and national NGOs for the reintegration of girls and women affected by conflict related sexual violence

Ensure robust data collection to capture the number of beneficiaries reached by the programme and the impact of the programme, including management of the evaluation of the programme

Ensure effective linkages with other components of the child protection in emergencies programme

Represent UNICEF on the SGBV sub working groups at State and Federal level

Manage the SGBV programme, including ensuring timely implementation of activities, timely reporting to the donors, compliance with visibility requirements and compliance with internal UNICEF procedures and processes


QUALIFICATIONS OF SUCCESSFUL CANDIDATE

PURPOSE OF THE POSITION


Under the direct supervision of the Zonal C4D/Polio Spe…t, the Borno State Data Spe…t is responsible for leading and coordinating the formulation, planning, design, and implementation of the monitoring, evaluation and research plan of the polio communication programme and providing leadership within the State Polio Emergency Operations Centre situation analysis group.

The Data Spe…t will work closely with the State Emergency Operations Centre communication group and Situation Analysis working groups, UNICEF polio communication section and immunization teams to strengthen areas related to immunization and social data utilization and application with the aim to strengthen routine immunization and eradicate polio in Nigeria.

The Borno State Data Spe…t will work under the overall supervision of the Zonal C4D/Polio Spe…t (Maiduguri) and under the functional guidance of Polio Data Communication Spe…t (Abuja), accountable for supporting social data analysis and in particular to strengthen areas related to immunization & social data utilization and application with the aim to strengthen routine immunization and eradicate polio in Nigeria within the country programme and linked to the Emergency Operation Centre working group priorities.

The incumbent will support the management of the VCM network datasets and undertake weekly analysis of the data to inform planning and key reporting documents.

The Data Spe…t will be expected to travel within the State (to assigned states, if required), to conduct regular data quality audits, to support and review functional status of phones (reporting devices) and to provide on-sight support in keeping the VCM registers and reporting tools


MAJOR RESPONSIBILITIES

Interact with the state Emergency Operation Centre and state communication working group, WHO Data Officers, STOP Teams, SIA Teams, and UNICEF’s Social Mobilization consultants/personnel for in-depth collection and analysis of polio and routine immunization data.

Manage smartphone reporting, trouble shooting, download data and conduct periodic data analysis including fortnightly/monthly performance management data, Activity performance monitoring data, polio campaign data, in-between round activity data, routine immunization data, etc.,

Conduct quality checks on the data, perform analysis of implementation progress across different initiatives (by pulling reports and analyzing trends and progress made), support in designing decision-making tools for State Communications Team Lead/EOC (using the database and platform to create data visualizations), and maintaining communication of achievement (or lack thereof) with the Senior Staff.

Conduct regular field based data quality reviews, guide field teams in maintaining data registers and compilation registers

Working closely with State Communications Team Lead, the Data Spe…t to support the state EOC in data collation, analysis and preparation of regular presentations, that could include, efficient collection and analysis of routine polio pre-campaign and campaign performance data; preparation and support in delivery of routine Polio EOC dashboard and other required reports; Preparation and delivery of specific analyses and reports requested by the State EOC and its strategy, operations and communications committees as required.

Link social mobilization and EPI data with the presence of WPV/CVDPV cases.

Provide regular information, data, and specific analyses/reports to the National data team

Identifying data related capacity needs and facilitate training of the state team.

Support implementation and oversight of research activities, for example, Harvard Polling, periodic studies etc., and take advantage of the findings of these studies to refine the social data analysis for the assigned state.


QUALIFICATIONS OF SUCCESSFUL CANDIDATE

Advanced university degree in the Statistics, Biostatistics, Public Health, and Demography emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research. Knowledge of GIS software, e.g. Health Mapper, ARC View.

First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.

Minimum five years of progressive work experience in data management, monitoring, and evaluation activities in developing countries, with practical experience in data supervision, performance management skills/experience, skills in handling large datasets.

The United Nations Children Fund (UNICEF) Nigeria is seeking the interest of a qualified Child Protection in Emergencies Spe…t in the area of reintegration of girls and boys who have been associated with armed groups.


In the course of 2014 and early 2015, Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JAS), more commonly as Boko Haram intensified its attacks on the civilian population in Nigeria, with tactics developing from hit-and-run attacks targeting Government officials, security forces, police stations, detention centers, religious figures and schools, to take-and-hold attacks in which JAS managed to establish and maintain control over large swaths of territory. While in late 2015 and 2016 the Nigerian Armed Forces took back most JAS controlled areas, the fighting caused additional mass displacement, especially in Borno State. Children have been acutely impacted by the conflict. In particular, children have been recruited and used by both sides to the conflict.


The government estimates that over 8,000 children have been used by JAS in combat and non combat roles. 21 under-18 year old girls were used by JAS for suicide attacks in 2015 alone. Children perceived to have fought for JAS are being rejected by their communities and are at risk of being attacked if they try to return. Sexual violence has also been a characteristic of the conflict. It is estimated that 7,000 women and girls have suffered conflict related sexual violence, including following abduction by JAS and forced marriage to their fighters. Many girls and women have become pregnant and given birth as a result of the conflict. The girls and women, and their children are facing stigma and in some case violence as they return to their communities following escape or rescue by the Nigerian Armed Forces.


UNICEF is supporting state and non state partners to develop and implement a reintegration programme, to ensure safe supported return for these highly vulnerable children and women.


OVERALL OBJECTIVE OF THE TEMPORARY POSITION

The overall objective of the post is to promote the handover of children associated with armed groups to civilian authorities and to ensure their safe, supported return and reintegration.

Specific Project Objectives to which the Position is Related


Output 36: By 2017, the capacity of key institutions and civil society is strengthened to monitor and report violence against children especially in humanitarian context and implement gender and age-appropriate prevention and response measures in at least three states.


MAJOR TASKS TO BE ACCOMPLISHED

Provide technical guidance for the development and implementation of the strategy and programme on the reintegration of children associated with armed groups (CAAFAG)

Facilitate the training of and ongoing support for state and non state actors, including community volunteers, on the reintegration of CAAFAG

Facilitate the training of military and security personnel on child protection

Engage in advocacy on the handover of children from military authorities to civilian authorities

Establish the reintegration programme in a minimum of six local government areas, as well as Maiduguri, in Borno State

Support the development of community based reintegration activities for CAAFAG

Engage with religious and community leaders to promote reintegration of CAAFAG

Strengthen the referral mechanism for CAAFAG to available services and programmes, including education and livelihoods programming

Establish and manage peacebuilding initiatives in focus communities, including the establishment of peacebuilding clubs

Support the tracing and reunification of families for CAAFAG

Manage and quality assure the work of the team of consultants and third party local consultants responsible for overseeing and monitoring the children associated with armed groups programme

Manage and develop new programme cooperation agreements with international and national NGOs for the reintegration of children associated with armed groups and peacebuilding

Ensure robust data collection to capture the number of beneficiaries reached by the programme and the impact of the programme, including management of the evaluation of the programme

Ensure effective linkages with other components of the child protection in emergencies programme

Manage the children associated with armed groups programme, including ensuring timely implementation of activities, timely reporting to the donors, compliance with visibility requirements and compliance with internal UNICEF procedures and processes


QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED

ESSENTIAL:


Advanced university Degree in Social Work, Psychology, Social Science or related field.

Minimum of 5 years demonstrable professional experience in implementing child protection in emergency programmes

Experience of implementing reintegration programmes for children associated with armed groups

Excellent training and communication skills

Proven ability to work independently under difficult conditions

Excellent advocacy skills

First university Degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.


DESIRABLE:

Job Description


  • L3 Emergency for Nigeria CO was activated on 22nd August 2016 following the rapidly escalating humanitarian needs brought about by the gradual return of the displaced population in the North East. There is increased access in newly liberated areas in Borno state where the needs are the most extreme. An immediate Scale-Up Plan has been developed and it aims at reaching the populations in need.

  • There is an urgent need to both significantly scale up humanitarian assistance by UNICEF and partners, and improve its quality, strengthening supervision and quality assurance. In addition, it is essential to rapidly prepare for the gradual return of the displaced with the reestablishment of basic services, immediately looking at early recovery needs.

  • In view of this, UNICEF is increase the number of programme staff based in Borno Field Office for improved operational support and monitoring of programmes, quality assurance and technical support to national counterparts. This includes a position for a HACT Officer to be station in Borno. The Officer will oversee the HACT activities in Borno and Bauchi Office zones.

  • The officer will provide support in HACT activities including following up administrative tasks related to the various HACT activities (Spot checks, Micro-assessments, audits, capacity building & HACT Training), work on collating reports, filing and analyzing data collected from the HACT activities for various reports.

  • The Officer will be under the supervision of the Programme HACT Specialist, Abuja.

Specific Tasks/Scope


  • The Officer will be in charge of HACT activities and provide relevant administrative support in ensuring full compliance with the 2016 HACT Assurance Plan for UNICEF Nigeria;

  • Collate all the finalized HACT activities reports (Micro-assessments, audits, spot checks & programme monitoring visits) from all the 2 offices. The reports should be properly labelled as per index provided

  • Provide support on timely dispatch of HACT assurance activity reports (Micro-assessments, spot checks, Audits) to respective Field Offices and sections (for onward delivery to IPs) & follow up.

  • Follow up with the Chiefs/programme sections to collate documents required by the auditors for micro-assessment, spot check and audit assignments (as per required list of documents).

  • Upload all HACT related reports into the SharePoint according to each office for ease of sharing and accessibility.

  • Update the spot check trackers on a weekly basis with high priority issues observed during the visit that require follow up action/closure or management attention

  • Attend programme meetings to discuss/follow up on HACT issues that require action form the CFO/Programme e.g high priority issues from SC trackers & recommendations from MA and Audits

  • Update the HACT plan performance indicators on assurance activities & follow up on audit preparation activities

  • Analyse assurance reports for high risk/high priority observations for action by programme teams

  • Collate data for the preparation of various reports for programme meetings, management and CMT, RO & HQ reports) that may be required regularly.

  • Follow up on timely dispatch of final assurance reports to relevant IPs by each section – obtain copies of the dispatch letters.

  • Organizing HACT training Capacity Building for IPs as per the HACT plan- follow up on IP letters/hotel/training materials

  • Monitor HACT activities & work plans for HACT consultants working in Borno and Bauchi

  • Review travel undertaken by HACT consultants against planned travel for any adjustments and follow up on the certification process with Admin unit. Review and endorse manual TA certifications made by the consultants.

  • Follow up on Payments process for consultants (invoice, TAs, travel claim, TA certification).

  • Draft minutes for HACT meetings and circulate the action points to the team for implementation

  • Conduct Simplified Assessments for IPs receiving less than $100,000 per year and ensure final report is dispatched to the IP/s.

  • Ensure a well-organized and easily accessible filing system of all HACT related documents

Deliverables/ end products/timeframe: (eg. final report, article, document etc.):


  • Updated status of open items on spot check and programme monitoring trackers for sharing in weekly programme meetings

  • Analyse of Micro-assessments, spot checks and audit reports conducted to identify high priority areas that requires programme/management action and share with the HACT Manager/Officers of respective offices for follow up with section Chiefs/CFOs.

  • All HACT documentation sequentially uploaded to SharePoint on a weekly basis and easily accessible.

  • Follow up with the programme team to ensure that the spot check report is dispatched to the IPs within 2 weeks after the spot check visit (get a copy of the dispatch letter).

Requirements
Qualifications or specialized knowledge/experience required:

Support the development of community based reintegration activities and community based protection mechanisms for children and women associated with armed groups

QUALIFICATIONS OR SPECIALIZED KNOWLEDGE / EXPERIENCE REQUIRED

University degree, preferably in Social Work, Social Development, Psychology, or related fields.

At least 2 years of relevant work experience in one or more of the following areas – child protection, OVC, peacebuilding/conflict resolution, SGBV and/or community development programmes.

Fluency in English and Hausa (both written and orally).

Experience of working with government, NGO and/or community-based partners.

Ability to work independently under difficult conditions, to work as a team and under tight deadlines.

Willingness to travel to remote and conflict-affected areas.

Background


  • The United Nations Children Fund (UNICEF) Nigeria is seeking the interest of a qualified Child Protection Specialist in the area of Child Protection Systems Strengthening with a focus on violence against children (VAC).

  • In September 2015, supported by UNICEF, Nigeria became the 8th country in the world and the first country in West Africa to launch the findings of the National Violence Against Children Survey. In response to the findings, the President of Nigeria launched the Year of Action to End Violence Against Children, alongside national priority actions of state and non state actors, including religious groups, NGOs and the media. The President called on all 36 States to launch their own campaigns.

  • Lagos became the first state to heed the President’s call on 24th February 2016, launching their own campaign and priority actions. UNICEF will support a further eight States to launch their own campaigns.

  • A fundamental component of the priority actions at national and state level is the operationalisation of the Child Rights Acts. UNICEF is supporting the Federal Ministry of Women Affair and Social Development to implement a nine state programme to develop a model child protection system in order to promote the operationalisation of the Child Rights act across the country. In four of these States, UNICEF is investing heavily to support state government to establish a model system in target local government areas.

Description


  • The overall objective of the post is to support the four focus states to model the child protection system and

  • To provide support to States to launch their own state campaigns and priority actions. 

  • The post holder will also contribute to the launch of the end violence against campaign 2030 linked with the Sustainable Development Goals.

Requirements


  • Provide technical support for the modelling of the child protection system in target local government areas

  • Implement the monitoring and evaluation system for the child protection systems models

  • Oversee the establishment of the child protection information management system

  • Convene and facilitate the Child Protection Systems Strengthening Learning Group

Goal:

The overall goal of the action is to use the HeForShe initiative and campaign platform to mobilize a visible force for gender equality in Nigeria especially on the rights of women and girls in humanitarian settings.


Objectives:

To launch the HeForShe platform with high level, accessible and public advocacy on the engagement of men and boys,

Greater public awareness and support (especially from men in decision making) for internally displaced women and girl survivors of insurgency


Key Actions:

Hosting of a series of high profile events including the official launching ceremony of the HeForShe in Nigeria under the patronage of the President of the Federal Republic of Nigeria;

At least 30 media houses/practitioners are partners of the HeForShe launch in Nigeria and are convened for a press conference;

An interview with the President of the Federal Republic of Nigeria is conducted and aired on national TV challenging leaders to “take action right now” to create a gender equal world;

A video documentary with voices of IDPs women/girls survivors is produced;

Short videos with voices and key messages for call to action by high profile male personalities is produced;

In January 2016, 4Children began a two-year, USAID- funded technical assistance project in Nigeria. The overarching objective of the scope of work (SoW) is for 4Children to provide technical assistance (TA) to USAID and CDC Implementing Partners (IPs) in responsible graduation and transitionC[1]C of OVC, households, communities, LGAs and states as part of the PEPFAR pivot and reflective of PEPFAR 3.0 priorities. The technical assistance provided by 4Children over the next two-year period will achieve the following:


Development of guidance, strategies and tools to support improved HES and parenting.

Strengthened linkages among and referrals between community and clinic based OVC services, including strategies for reaching more children living with HIV (CLHIV) within the OVC population.

Strengthened capacity of government systems (LGA and state level) to advocate, plan for and use funds for OVC.

Strategies for delivering critical OVC services at clinical facilities.

Guidance and examples of interventions targeting adolescent girls and young women that address their increased vulnerability to both child protection concerns and HIV and can be easily integrated into existing programming.


Call for Expression of Interest – Short Term Technical Assistance to Identify Priority Areas for 4Children Support to the Community-based Social Service Workforce

4Children contact person: Child Protection and Welfare Systems Technical Director, 4Children, with input from and in coordination with Chief of Party, 4Children Nigeria Project Director and Case Management and Referral Technical Director


OBJECTIVE:

Building upon 4Children’s activities related to strengthening the case management system and referral networks within OVC programming, 4Children aims to ensure that the community based workforce have the necessary skills, capacities, competencies and knowledge to ensure proper identification, screening, assessments, referrals, ongoing monitoring and determination of readiness for case closure. Furthermore, it is critical that community based workers have basic knowledge of


HIV (i.e., HIV sensitive) so that they can make referrals for testing and follow up for those that have been tested to ensure they are adhering to their regimen and receiving the appropriate care and support they need to live positively. Building on the momentum around the recently established Case Management Rapid Response Group and 4Children’s efforts to standardize a case management approach within vulnerable children programming, a team consisting of a US-based 4Children technical advisor and a local consultant, or STTA team, will conduct a desk review and scoping visit to identify what has been done to date to strengthen the social service workforce in Nigeria and what gaps still exist. Specifically, the STTA team will meet with key actors engaged in activities targeting the social service workforce, in particular the community based workforce, to capture successes to date and remaining challenges. The end objective of the desk review and field visit is the development of a proposed work plan outlining key areas of technical support that 4Children can provide over the next eighteen months (January 2017-September 2018) to bolster efforts to strengthen the social service workforce specifically as it relates to OVC programming and the case management process.


DESCRIPTION OF WORK:

The local consultant will work closely with a US-based 4Children technical advisor, together as the STTA team, and key 4Children Nigeria staff to accomplish this SoW. Specifically, the STTA team will conduct an initial desk review of existing materials (both published and gray literature) on the social service workforce in Nigeria (see suggested documentation, below). This review will help to identify up to date information including key achievements and existing gaps of the social service workforce and related system strengthening efforts in Nigeria. A short report (5-10 pages) summarizing the findings of the desk review and making recommendations for the field visit will be submitted by the STTA team.


Furthermore, the desk review will help to inform the development of a list of key stakeholders with whom to conduct key informant interviews during the field visit.  Based on the desk review, the team will develop a proposed agenda and list of key stakeholders to visit in Nigeria. This list will include but not be limited to the following: USAID, 4Children Nigeria, representatives of 16 OVC IPs, UNICEF, Nigerian Association of Social Workers, relevant government bodies and academic institutions, and AIHA. Furthermore, the STTA team will develop a draft key informant interview guide to be reviewed by 4Children (specifically Kelley Bunkers, Child Protection and Welfare Systems Technical Director, Dr. Tapfuma Murove, Chief of Party, and Dr. Itua Obaitua, Technical Director – Case Management and Referrals) prior to the field visit. The field visit will include key informant and/or focus group discussions with relevant stakeholders.


The visit will result in a report that includes key findings and proposed activities wherein 4Children can focus its efforts and technical support to ensure that the proposed activities within the 4Children Nigeria Work plan (Annex 1) are up to date and reflect priority needs within the sector. These recommendations will be considered and will help to inform the eventual development of a second phase of technical assistance provided by the STTA team.  Areas of interest and potential future 4Children areas of support to be considered during the field visit include but are not limited to:


The appropriateness of supporting a validation process of the Global Social Service Workforce Alliance (GSSWA) Para Social Work (PSW) Competency Framework;


A substantial review of existing PSW (i.e., community based worker) training curricula to identify strengths and gaps and make recommendations for developing a standardized OVC case worker training curriculum that links to and supports the case management package and ensures that the curriculum is gender, HIV and disability sensitive; and


Proposed advocacy activities to support the recognition of the community-based workforce within the broader social service workforce.
