Job Description
The USAID/Nigeria Integrated Health program envisions an integrated health program with an expanded effort with the Government of Nigeria to identify and support rapid scale up of proven interventions through improvement of service delivery and strengthening of health systems.


The activity will focus its support for service delivery in six intervention areas: family planning, malaria, routine immunization, nutrition, maternal/newborn health and treatment of childhood pneumonia/diarrhea.


Implementation of grant activities at state level under the various TOs;Identify funding opportunities, prepare and process grant applications and oversee the grant management and implementation for all public sector opportunities;


Ensure all sub-awards are in compliance with the rules and regulations of governments and other multi-lateral donors;


Strengthen and maintain the necessary administrative structures and interdepartmental processes to ensure grant transparency, smooth implementation, reporting, requisite controls and monitoring;


Primary point of contact for post-award grants implementation, and will ensure that all grant files are complete, accurate and up-to-date;


Work closely with the finance team on budget development, cost monitoring and budget-reporting requirements.

PURPOSE OF THE POSITION AND ORGANIZATIONAL POSITION

The Program Officer is expected lobe embedded with the State TB Team and will be responsible for ensuring the implementation of all CTB activities in collaboration with the State TB Team.

Other activities include: organize & conduct regular facility supervision to ensure quality service delivery; organize & conduct on-the-job facility-based training for DOTS services; organize & conduct regular visits to health facilities on data quality assurance; support state program on routine data analysis & utilization.

The Program Officer reports to Senior Program Officer in the Regional Office.


SPECIFIC REQUIREMENTS

A degree in Medicine (an MPH degree will be an additional advantage);

At least 4 years experience working with: HIV& TB program at various levels;

SPECIFIC REQUIREMENTS

PURPOSE OF THE POSITION AND ORGANIZATIONAL POSITION

The position is aimed to increase KNCV’s capacity to coordinate and strengthen the national TB laboratory networks, the capacity of National and Zonal TB Reference laboratories and the implementation of new laboratory technology activities in the country.

The Senior Laboratory Advisor reports to the Country Representative for the project implementation and carries out the following major tasks:

Provide technical support to the National TB Program (NTP), National Reference Laboratory (NRL), regional KNCV lab advisors and the state quality assurance officers through appropriate implementation and scaling up of quality laboratory services, including new technologies.


REQUIREMENTS


Applications are sought from persons with sound knowledge of and experience in mycobacteriology, complemented by demonstrated knowledge of TB control and experience in public health strategies and coordination and support for laboratory networks;

Should have at least training in public health or infectious diseases, preferably with an emphasis on TB and knowledge of current WHO policy recommendations on the use of new TB diagnostics, TB laboratory bio-safety, SOPs for TB laboratory methods, and specifications for TB laboratory equipment;

Proven experience in a mycobacteriology laboratory with knowledge of laboratory quality management systems and function of national TB program will serve as key asset;

Proven experience in working in the fields of TB, MDR-TB and TB/HIV;

Field experience in Nigeria.


SPECIFIC REQUIREMENTS

An MSc degree in Laboratory Science, Especially Micro-biology; an MPH will be an advantage.

Minimum of 8 years of experience in TB laboratory services at all levels.

SPECIFIC REQUIREMENTS

Bachelor or Masters’ degree in Social Sciences;

At least 2 years of experience in M & E in public health projects;

Experience in working in the fields of TB/HIV, Community TB, and MDRTB, with extensive field experience in Nigeria;

Proficiency in statistical analysis and use of computer.

TECHNICAL OFFICER, CLINICAL SERVICES


JOB DETAILS

The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner.

The SIDHAS project is funded by the United States Agency for International Development (USAID).


JOB SUMMARY / RESPONSIBILITIES


Basic Function:

With the Senior Technical Officer, the State Technical Officer (Clinical Services) will provide technical and programmatic support to implement high quality care and support activities with primary focus on clinical management of HIV/AIDS, Prevention of Mother to Child Transmission of HIV/AIDS, Reproductive Health/Family Planning (RH/FP), TB and integrated medical services at the state level.


DUTIES AND RESPONSIBILITIES


Provide day to day technical and programmatic support related to Clinical Management of HIV/ AIDS, PMTCT, TB, RH/FP and integrated medical services at the facility level guided by strategies and approaches related to the implementation programs.

With the Senior State Technical Officer, coordinate the implementation of components related to clinical management of HIV/AIDS, prevention of mother to child transmission (PMTCT), RH/FP, TB and integrated medical services at the facility level.

Provide technical assistance in HIV/AIDS clinical management capacity building, PMTCT, RH/FP, TB and integrated medical services at the facility level.

Contribute to the development of lessons learned from programs and projects related to clinical management of HIV/AIDS, PMTCT, RH/FP, TB and integrated medical services and apply these lessons to modify existing programs and improve the design of new programs.

Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.

Contribute to the development of program strategies, subproject documents, work plans and budgets.

Assist in the provision of programmatic assistance to local partners in programming HIV/AIDS/STI/TB, RH/FP and integrated medical services activities.

Remain informed on current programs in the field of Clinical Management of HIV/AIDS and related developments by reviewing current literature and staying alert to any implication of such experience and research to the project implementation especially the Clinical Management of HIV/AIDS, PMTCT, TB and integrated medical services at the facility level.

Perform other duties as assigned.


QUALIFICATIONS

MB.BS/MD/PHD or similar degree with 1 to 3 years relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings.

Possession of an MPH or post graduate degree in a related field is required.

Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.


TECHNICAL OFFICER, MONITORING & EVALUATION

The Technical Officer (M&E) will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.


DUTIES AND RESPONSIBILITIES

Work with the state-level staff and government counterparts to provide support and guidance on program/project monitoring and evaluation activities and on US Government and Government of Nigeria reporting requirements.

Provide support to sites in the state, including interacting with site Program Managers, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.

Work with local partners to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting.

Conduct routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.

Ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.

Provide direct technical assistance and capacity building in the design and implementation of the program/project Monitoring and Enhanced Evaluation components of the activities in the communities served.

Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.

Provide technical assistance to M&E officers of SACA/SASCP in integrating FHI 360 data into the national HMIS.

On a monthly basis, analyze state-level data and provide approved reports to State Office, National Office and local partners or other relevant parties.

Build capacity of local partners in project monitoring and with program staff and local partners, use program/project monitoring data to modify existing programs and design new programs.

Document lessons learned and best practices in monitoring and evaluation, according to USAID and PEPFAR guidelines.

Represent FHI 360 and makes presentations at professional meetings and conferences related to Monitoring and Evaluation.

Remain informed of current issues regarding Monitoring and Evaluation of programs in the HIV/AIDS/STI fields by review of current literature; be alert to any implication of such research for project and program activities.

QUALIFICATIONS

MB.BS/MD/PHD or similar degree with 1 to 3 years relevant experience in monitoring and evaluation with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings.

Or MPH or MS/MA in relevant degree with 3 to 5 years relevant experience in monitoring and evaluation with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings.

Monitor safety standards in accordance with regulations; ensure safety code and quality compliance are met daily and report any issues arising to the STO

Work with the STO in designing coordinated systems for FHI 360 to transport health commodities report and forecast delivery times, transport costs and performance in order to reduce stock-outs, eliminate wastes and lower costs.

Ensure that all distribution documentation for health commodities in FHI 360, with funding agencies, suppliers, implementing partners and regulatory bodies is complete and compliant.

TECHNICAL OFFICER – HEALTH SYSTEMS STRENGTHENING

JOB SUMMARY / RESPONSIBILITIES:

The incumbent will work under the supervision of the STO, HSS to provide support in the planning, implementing and monitoring of health systems strengthening and laboratory activities in assigned projects.  S/he will contribute to FHI 360’s provision of technical assistance to FHI 360 Nigeria partners and implementing agencies at all levels to develop/review, implement and monitor health systems and laboratory strategies and activities.

Along with the STO HSS, ensure technical soundness in the implementation of FHI 360’s health systems strengthening grants.

Assist in providing technical assistance in different health systems strengthening aspects using the six WHO building blocks and a reference guide.

Support the STO HSS in collaborating with the relevant federal, state and LGA departments/agencies and other partners to develop innovative technical strategies, tools and systems to strengthen health systems at all levels.

Support the STO HSS to provide on behalf of FHI 360, inputs/technical assistance to GON, FHI 360 partners and IAs on health systems strengthening and laboratory policies, strategies and proposal development processes.

Work with the STO HSS in contributing to the development of FHI 360 Nigeria’s health systems strengthening strategy and work plans that clearly address the WHO HSS building blocks.

Develop and implement framework for capacity development for the different departments in the design and implementation of evidence-based health systems policies and practices related to their technical programs and units.

Perform other duties as assigned.


QUALIFICATIONS:

MB.BS/MD/PHD or similar degree with 1 to 3 years post national youth service experience with at least 1 year’s progressive experience in health systems strengthening, health financing, human resource for health management or other related areas.

MPH or MSc. in related degree with at least 3 to 5years post national youth service experience with at least 3 years progressive experience in health systems strengthening, health financing, human resource for health management or other related areas.

Experience in health systems analysis, health financing (including budgeting and health accounts), human resource for health (including workload analysis), and service delivery required.

Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.

knowledge of health and development programs in developing countries in general and Nigeria specifically.

Familiarity with technical and health management approaches relevant to the work of the National AIDS & STI Control, National TB Control Programs, National Malaria Control Program and RH especially at the state, LGA and community levels.

Prepares and sorts source documents, and identifies and interprets data.

Brings to the attention and knowledge of the M&E team, issues that need to be resolved such as inconsistencies or missing data, outliers etc.

Support the data management, analysis and quality management-related initiative undertaken by M&E officers at the country office. In particular provide support in the development and/or adaptation of M&E tools and monitoring of the day-to-day use.

Supports the portfolio responsible for database management and software development to maintain high standards of performance in all M&E activities

Job Summary / Responsibilities:

Work with the country office, zonal-level M&E staff and government counterparts to provide support and guidance on program/project monitoring and evaluation activities and on US Government and Government of Nigeria reporting requirements with respect to GHI programs.

Provide support to the sites in the zones and state offices, including interacting with site and Disease Program Managers, M&E focal points, M&E officers of NACA/NASCP, SACA/SASCP, NTBLCP/STBLCP, NMCP/SMCP and other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.

Work with zonal and state offices and local partners to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting.

Contribute to the design and technical development of monitoring and evaluation initiatives at national and state level. Provide related capacity building support at zonal and state level.

Conduct routine monitoring visits to zonal and state offices and project sites, including the conduct of data quality assessments (DQAs) using official tools; assist in the preparation of monthly reports, and provide supportive supervision.

Help ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality of all Global Health program interventions.

Assist in the development and maintenance of the computerized data capture of program activities and provides technical assistance and training to the staff at the zonal offices responsible for data entry and management.
