Job Tasks
Under the supervision of the General Coordinator, and in technical link with all departments’ coordinators, the General Coordinator Assistant will be responsible for the following activities:



  • Internal and external coordination, organization of meetings with authorities including traditional leaders,

  • Liaison with authorities about MDM programs in Nigeria,

  • Monitoring of context in Nigeria with a focus on Borno and neighbouring states,

  • Monitoring on alerts about opportunities of emergency interventions, Reporting


Requirements



  • Experience in similar position for at least 2 years

  • Background in:University degree in Anthropology, Sociology or degree in studies in journalism/mass communication or humanitarian/development

  • Good knowledge of Maiduguri and Borno State area as well as northeastern crisis.

  • Experience dealing with government officials & traditional authorities preferred.

  • Must be pro-active and a self-starter, able to use initiative and propose solutions

  • Excellent skills in Microsoft Office package (Excel, Word, PowerPoint,)

  • Ability to prepare info-graphics is desirable

  • Mobile, ready move with General Coordinator or an Emergency Team to set up activities

  • Flexibility, problem solving, being diplomatic

  • Team player

  • Experience in the humanitarian sector strongly preferred

  • Place of office: MAIDUGURI with some travels inside the state and to Abuja

Job Title: General Coordinator (M/F)

Tasks and Responsibilities


  • Under direct responsibility of the head of emergency department, you report to the desk officer.

  • You are in charge of designing and supervising the implementation of MdM’s operational strategy in Nigeria.

More precisely, you will:


  • Manage the coordination team (5 persons).

  • Ensure regular interaction, information sharing, and collaboration with other humanitarian actors in Nigeria (UN agencies, INGOs, local NGOs), and in particular with the medical organizations with similar programs.

  • Represent MdM with the local authorities and with local and international media.

  • Are responsible for fundraising and budget management, ensuring the respect of donors contractual obligations.

  • Monitor regularly the humanitarian situation in Nigeria in collaboration with the coordination team and in case of substantial changes propose and discuss new actions with the team and the Desk officer, including the conduction of need assessments or the implementation of new activities.

  • Participate in the definition of the operational plans, and are in charge of the coordination of its implementation, and the supervision of the activities in a timely manner and in the respect of MDM ethics, principles and MDM commitments.

  • Monitor the security situation, analyze and anticipate the security evolutions.

  • Define and implement safety rules up to date and guarantee their application by all the team in Nigeria.

  • Manage and report on any security incident affecting MDM staff and assets.

Requirements
Skills and Experience Needed:


  • Extensive experience in a similar position in the humanitarian sector as general coordinator

  • Solid experience in a volatile security context and in security management

  • Excellent communication skills, listening and diplomacy skills

  • Experience in supervision and management of a large expatriate and national team

  • Experience in representation with humanitarian actors, authorities and donors

  • Experience in hard negotiations with local authorities, partners and staff

  • Working previously in Nigeria or the Region in an asset

  • Ability to take effective decisions according to the context

  • Flexibility, reactivity, anticipation, adaptability

DRUG DISPENSER

JOB TASKS


Under the supervision of the Pharmacist, the Drug Dispenser will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:

Stock management in link with mobile clinics

Distribution of drugs during the mobile clinics

Reporting and attendance to different meetings

Collection, computerization and analysis of weekly drugs consumption


I. TASKS DESCRIPTION:

Stock management in link with mobile clinics

Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM officeRealize the pharmacy stock management (in/out) at the mobile clinic

Calculate daily consumption for each item in order to anticipate any shortage

Do a weekly physical inventory of mobile clinic pharmacy

Prepare weekly drugs orders to MdM central pharmacy with the assistance of the medical doctors and paramedics staffDistribution of drugs during the mobile clinics

Give the drugs according to the medical prescription.

Ask the medical doctor or the midwife to complete their prescription in case of incomplete information (dosage, duration…) Indicate the name, presentation and dosage of the drugs on the dispensing bag.

Explain to the patient how to take the treatment and make sure that the explanations have been understood Explain the potential side effects of a drug to the patient

Fill in the daily consumption form for each item

Ensure patient confidentiality is respected and treat all the patients with respect and dignity

Collection, computerization and analysis of weekly drugs consumption

Collect the daily mobile clinic consumption

Participate to the weekly computerization and analysis of the drugs consumption

Reporting and attendance to different meetings

Prepare a weekly activities report to submit to the pharmacist and team leader

Participate in a pro-active way to MdM internal meetings (medical, security…)

Participate to all the trainings organized by MDM


PROFILE REQUIRED:

Community Health Extension Worker (CHEW)

Experience in similar position for at least 2 years

Good knowledge in nutrition

Capacities in team management

Strong sense of responsibilities and organization skills

Strong work ethic and rigor

Languages (spoken and written): English

Flexibility

Team player

Tasks and Responsibilities


  • As the Human Resources Coordinator you are responsible for the overall human resources management of the projects in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission in the respect of MdM guidelines.

More Specifically your Responsibilites are to:
Human Resources Management:


  • Update the classification and salary grid and ensures its strict implementation on the bases

  • Develop Contract staffs templates and ensure the strict implementation at field level

  • Ensure the accurate implementation of the Conditions of Employment and internal rules

  • Take part in disciplinary procedures and investigations

  • Ensures the application of MDM rules for the national staff (administrative formalities, recruitment process, contracts, constitution of individual files, briefing of new employees, confidentiality of HR information …)

Technical Support & Capacity Building Team Management:


  • Supervise the overall recruitment of national staffs in line with the recruitment procedure

  • Train the HR national team on the general HR administration procedures in place

  • Develop and conduct HR management training on specific topics in order to increase the MdM team member capacities and knowledge

Team Management:


  • Supervise the overall recruitment and training of the HR department staffs

  • Provide regular evaluation to the team under his/her responsibility.

  • Propose disciplinary measures when appropriate

Communication Reporting Capitalisation:


  • Liaise with International NGOs HR coordinators in-country

  • Contribute to the Nigeria Monthly Sit-Rep

  • Elaborate HR expat folder requirement, control and monitor its implementation

  • Supervise human resources department meeting

Skills and Experience Needed
Required Profile:


  • Diploma in Human Resources Management or similar Education

  • Experience in negotiation and relationships with authorities in a moving and difficult legal context

  • Excellent computer skills in Excel particularly (database management)

  • Minimum of 3 years of professional experience in Human Resources

  • Experience of 1 year minimum in a similar position with an I.NGO is required (with MDM is an asset)

  • Experience in conflict or difficult contexts a distinct asset

Responsibilities

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.


Violence in the northeast Nigeria has caused massive displacement and at the same time restricted movement: it has disrupted food supplies, seriously hindered access to basic services, and limited agricultural activities. In seven years of conflict, over 20,000 people have been killed in Boko Haram-related incidents. The entire population of northeast Nigeria – 24.5 million people – is indirectly affected. People affected by violence in Adamawa, Borno, and Yobe, and neighbouring Bauchi, Taraba, and Gombe states are in urgent need of protection, shelter, food, and access to health services and education. Since February 2016, as humanitarian access is increasing, extreme food insecurity and malnutrition conditions have been revealed in Borno state.


As of 3rd August, 1.82 million people are estimated to be displaced within/from of Borno state, from which 1.63 million actually stayed within the state. Most of them (more than 1.2m) are living in Maiduguri with the host community and others in formal and informal camps.


MdM is starting an emergency response to this crisis, in the Borno state and is looking for experienced human resources to join our team on the field in the coming weeks.


MENTAL HEALTH AND PSYCHOSOCIAL SERVICES COORDINATOR (M/F) NIGERIA

Description


  • Support the medical coordinator to define, monitor and update the medical content of the MSF country policy and annual plan, by scanning health needs through exploratory missions and implementation of health information system, elaborating, monitoring and reviewing project proposals, determining, necessary resources in order to cover medical and humanitarian needs of the population at risk.   • Collaboration with other department in the mission

  • Following the Staff Health policy: Assist defining and implementing the staff health and security policies for international and national staff in order to ensure its overall safety.

Requirements


  • Essential degree on medicine or other paramedical studies. Training in tropical medicine or Public Health will be an asset.

  • Required previous experience on a position as medical activity manager, assistant medical coordinator, deputy medical coordinator, medical director or field coordinator.

  • Preferably 2 years of experience in MSF,

  • Experience on management of emergency project, maternal and child health project will be appreciated

  • Mission working language essential (English). Knowledge of other local languages highly appreciated.

MIDWIFE (BORNO)


MAIN PURPOSE

Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.


JOB DESCRIPTION (SHORTENED)

Ensure the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections and Fistula care in accordance with MSF Reproductive Core Package of Activities and reinforce the implementation of standardised protocols.

Assess the feasibility for referral of pregnant women form the TBAs to the OPD/MCH for medical evaluation and/or complicated deliveries. .

Properly follow up all newborn babies from delivery until discharge, informing mothers and relatives about importance of — feeding, vaccination and possible complications resulting from harmful traditional practices.

Ensure patients’ right to privacy and confidentiality is respected ,respect medical confidentiality

Participate in the organisation of the ward in collaboration with other midwifes and the maternity ward supervisor. Ensure transfer of relevant information to the next shift team (specially identifying risk cases)

According to MSF protocols in force, conduct normal deliveries independently Manage obstetric emergencies; identify cases needing referral and send them in time, clean up the newborn, executing and registering first neo-natal medical acts (cutting and cleaning the umbilical cord, vaccination, etc.),detecting possible anomalies/infections of the newborn

Requirements


Education: ESSENTIAL MIDWIFERY QUALIFICATION OR SPECIALIZATION, REGISTERED MIDWIFE CERTIFICATION (NURSING AND MIDWIFERY COUNCIL OF NIGERIA).

Experience: Essential working experience of at least two years in midwife activities related jobs

Languages: Mission language essential (English). Local language essential (Hausa or Kanuri)

MAIN OBJECTIVE OF POSITION

Provides obstetrical cares according to MSF reproductive health standard, sharing expertise and knowledge with the staff involved in obstetrical activity


RESPONSIBILITIES AND TASKS:

Obstetrical activities

Carries out pre-conceptual care, antenatal care, labour and delivery, post-partum care, neonatal care

Provides specific care for HIV pregnant women and women suffering from FGM (Female Genital Mutilation)

Ensures prevention of fistula or its early management

Assists abortions in providing safe abortion services and treatment of unsafe abortion complications

Newborn Babies Follow up


Follows up all newborn babies properly since delivery and until discharge.

Informs mothers and relatives of newborns about importance of — feeding, vaccination and possible complications as a result of harmful traditional practices.

Human Immunodeficiency Virus (HIV) and Sexual Transmitted Infections (STI)


Ensures good quality of Prevention Parent To Child Transmission (PPTCT) and Voluntary Counseling and Testing (VCT) activities for all pregnant women.

Provides counselling services following protocols.

Ensures that transmission by HIV or other STIs is avoided with the help of Post Exposure Prophylaxis (PEP) and promotes the use of condoms while trying to respect local traditions.

Sexually Gender Based Violence (SGBV)


Knows SGBV protocol and provides appropriate medical cares to victims of sexual violence, according to MSF

Identifies possible victims of SGBV and refers them to medical team for treatment as well as for psychological specific support according to protocols.

Medical Equipment Management


Ensures the correct disinfection and sterilization of material, linen and premises according to MSF protocols

Organization and Team Work


Participates in the organisation of the ward in collaboration with other midwives and the maternity ward supervisor

Works in collaboration with other wards and departments staff (OT, paediatric ward, laboratory)

Reporting


Fills in properly all the registers, partograms, patient files,

Ensures relevant transfer of information to the next duty team (especially the identification of at risk cases)

Report immediately to the technical referent any problem arising for patients in the service as well as the loss/ robbery/damage of medical equipment or medicines.

Hygiene


Respects rules of hygiene for the protection of patients and staff

Knows accidental blood exposure policy and procedure, and implements when necessary.

Emergencies


Participates in emergency activity or exploratory visit in or out of the MSF area of work upon request

ENTRY-LEVEL ICU NURSE


MAIN RESPONSIBILITIES

Respect patient confidentiality and maintain privacy at all times

Ensure all equipment are available and in good working condition using the checklist provided in ICU

Maintain ward hygiene and patient hygiene as well

Proper admission of patient and maintain vital signs, record and call report any danger signs noted.

Provide nursing care to the patients in intensive care Unit throughout their admission in accordance with MSF standards and protocols

Adhere to work schedule as per roster and on-call requirements (flexibility!)

Treat all patients and their family members with respect


SPECIFIC RESPONSIBILITIES

Patient care

Ensure Management of ABC- airway, breathing and circulation.

Ensure safe transfer of patient from trolley or wheelchair to ICU bed.

Take handover from Anesthetist and receive instructions.

Ensure all IV, catheter and drain tubing securely attached and not kinked or pulled during transfer to ICU bed

If patient unconscious, must be lying in recovery position (on her side) until awake

Hang IV bags and urinary bags accordingly

Place monitor: (a)Oxygen via mask if required; (b) SaO2% probe on finger; (c)BP cuff on arm

Blood pressure, pulse, temperature, Sao2 and respiration to be take and recorded at 15 minute interval the first hour. If stable then take every half hour.

Check and recorded urinary output on arrival in recovery and at least hourly during recovery period note colour of urine.

Maintain all input and output chart

Ensure earlier ambulation of patient following surgery where necessary

Ensure passive and active exercise to all postoperative patient

Check wound for ooze on arrival and regularly during recovery period and document on recovery chart.

Check bleeding from —- in all obstetric cases at hourly interval for the first three hours, if stable then two hourly.

Be aware of parameters for all observations.

Proper post -operative management of patient and recovery. notify doctor of any concern including if observation are not normal

Hygiene/Safety


Collecting/disposing of material

Putting needles and sharps in safety box.

Check linen for sharps and instruments before discarding into linen containers

Ensure cleaning completed before next patient and at end of day.

Know procedure to follow if accidental blood exposure.

Provide oral toilet, bed bathing, and pressure area care, daily to the patient admitted into ICU where necessary.

Keep working area in a tidy area in tidy state.

EMERGENCY TEAM PROJECT COORDINATOR


MAIN RESPONSIBILITIES

Emergency Team Project Coordinator Is responsible for MSF operational response in the Project. In close collaboration with the capital team, define and plan the Project objectives and priorities, identifying population’s health and humanitarian needs, analyzing the context and the humanitarian issues at stake, the risks and constraints and calculating human and financial needs.

Coordinate, in close collaboration with the Head of Mission, its implementation in order to efficiently ensure the goals as well as to improve targeted population’s health conditions and humanitarian situation,


JOB DESCRIPTION

Represent MSF within project limits. In close consultation with the Head of Mission and the Medical Coordinator, develop institutional contacts with national partners at project’s level (civil society, civil and military authorities, local NGOs, Ministry of Health representatives, etc.) as well as with media in order to obtain all information and agreements necessary for the integration of MSF’s programmers in the local context and improve the targeted population’s awareness on them.

Together with the project team, evaluate needs by identifying the population’s health status, by analyzing the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints in order to define priorities and projects goals and to calculate material, human and financial resources needed.

Propose and carry out exploratory missions, according to Head of Mission’s and/or Medical Coordinator’s indications, in order to better comprehend context, priorities, constraints and population needs.

Ensure a data collection and epidemiological surveillance system, in prior agreement with the Medical Coordinator, in order to define medical and technical programs and preventative protocols for the targeted population.

Steer and supervise the implementation, monitoring and evaluation of the programmers in collaboration with the team, by collecting information and comparing it with the objectives, schedules in order to monitor progression and early detect deviations and propose corrections.

Provide reporting to the coordination team on project’s evolution and propose corrections if needed,

Elaborate the Project’s institutional memory, keeping written records (and file them) on its development, in order to broadcast MSF achievements and improve awareness.

Monitor the risks and threats around the project(s), documenting the situation and analyzing the consequences of political decisions or negotiations in course, in order to bear witness of and to render the populations’ distress public.

In coordination with the Medical Coordinator, Administration Manager and Activity Managers, plan and organize the organizational charts, plan and distribute tasks and workload among the teams, guiding their understanding of the issues linked to the Project and the Mission through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected goals.

Inform the Emergency team on field missions on the instructions given by the Capital promoting fluent, smooth written and oral communication and information flow and ensuring confidentiality and full compliance with security rules and medical ethics.

Supervise full implementation of safety and health protocols, reporting to the Medical Coordination on risky behaviours, in order to ensure safe working conditions for the project staff.

Be responsible of the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for.

In coordination with the Medical Coordinator and Administration Manager, identify training needs, provide individual follow up and coaching, carry out end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to MSF values and project’s goals.

Supervise the project material resources put at MSF’s disposition in order to ensure a correct use and its longevity.

Supervise all orders (medical and logistical) and the Project’s purchases as well as the financial indicators, with the support of the capital referents, in order ensure efficiency and early detect deviations and its causes.

Define and regularly update, in close collaboration with the Head of Mission, the Project’s security policy and strategic response to emergencies, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols. Manages the security in the project, ensuring that all necessary security measures are in place for the safety of MSF staff and its operations

RESPONSIBILITIES AND TASKS

Ensure the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections and Fistula care in accordance with MSF Reproductive Core Package of Activities and reinforce the implementation of standardised protocols.

Where PMTCT is implemented, ensure implementation of the PMTCT protocol in the ANC/delivery and PNC consultations (pre counselling, test and post counselling

Collaborate with the medical doctor and /or nurse in the management of Sexual Violence cases

Assess the feasibility for referral of pregnant women form the TBAs to the OPD/MCH for medical evaluation and/or complicated deliveries.

Ensure hygiene and sterilization criteria (including universal precautions) are met according to MSF specifications.

Guarantee a regular and ongoing supply of drugs and equipment required for maternity activities (including monitoring/consumption control/ordering of orders.

Properly follow up all newborn babies from delivery until discharge, informing mothers and relatives about importance of — feeding, vaccination and possible complications resulting from harmful traditional practices.

Ensure patients’ right to privacy and confidentiality is respected

Supervise that administrative procedures of admissions and hospitalizations comply with MSF protocols , as well as verify patients are properly informed and receive the documents required (birth certificate, vaccination card, etc

EMERGENCY TEAM – NURSE SUPERVISOR


MAIN PURPOSE

Plan, organize, and evaluate the activities concerning his/her field of action in Nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.


JOB DESCRIPTION

Carry out the functions and tasks associated to his/her specialty, i.e. perform as a nurse, midwife, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.

Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.

Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.

REQUIREMENTS

Nurse Supervisor must be a qualified, registered Nurse with at least 2 years of experience. Adheres to the deontology of the Nigerian Nursing Council.

POSITION IN THE ORGANIZATION CHART

Hierarchically and functionally accountable to the Logistic Coordinator (LogCo).


OBJECTIVE OF THE POSITION


Assist the logistics coordinator in specific activities and assume some delegated tasks, according to his/her instructions and complying with MSF standards, in order to ensure a proper logistic management in capital and provide support to logistic activities in the projects.


GENERAL REQUIREMENTS

As a humanitarian organization involved in emergency programs all national and international MSF staff is expected to be flexible and available for emergency response activities.

DEPUTY LOGISTIC COORDINATOR


JOB DESCRIPTION

Support the Logistic coordinator through delegated tasks and responsibilities and replace the LOGCO’ in his/her absence.

In general terms, the Deputy Logistics Coordinator will participate and collaborate with the Logistics coordinator in the definition and implementation of all technical and logistics strategies and support to the field. This implies ensuring the pertinence and coherence of logistics programs, the adequacy of the means provided and the compliance of MSF standards and protocols in order to enable the development of the mission in perfect working conditions and optimize the impact of the medical projects.

The Deputy Logistics Coordinator specialized in supply will elaborate supply strategies and coordinates the implementation of an efficient mission supply chain, according to MSF protocols and standards

Participate actively in the definition and update of annual project planning and budgets and the Emergency Preparation Plan, defining strategy and advising the Logistics Coordinator in the translation of the identified logistical / technical needs into objectives, priorities and resources needed for intervention.

Monitor implementation of logistics/technical activities in the mission (construction and rehabilitation, stock and supply of medical and non-medical material, transport, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, etc.) ensuring compliance of MSF standards, protocols and procedures, and reporting to the HoM on the development of the ongoing programmes and proposing reorientation strategies when needed.
