THE FOOD SECURITY AND LIVELIHOOD ASSISTANT/PROGRAM MANAGER ASSISTANT


JOB LOCATION: Monguno   Beginning of contract: 20/1/2018

JOB DESCRIPTION

MISSION


Goal / Purpose:


The Food Security and Livelihood Assistant is in charge of supporting the Multisector Project Coordinator and the Activity Managers towards the good implementation, achievement and reporting of the objectives defined in the proposals;


S/he guarantees the proper coordination mechanisms are in place inside the operational teams in the different areas of intervention, and in cooperation with the Multisector Project Coordinator.


MAIN TASKS:

Project relevance, quality and design

Contribute to establishing operational assessment and evaluations activities;

Contribute to define SOLIDARITES INTERNATIONAL’s FLS local strategy and contribute to the annual programming by proposing new activities, especially activities targeting vulnerable people and IDPs in Borno State;

Responsible to propose and guarantee quality approach mechanism are in place for the programs to ensure transparency accountability of SI activities;

Support the writing of technical annexes and chapters (including the logical framework) for the proposals;

Support the implementation of the activities in compliance with the annual operational strategy and SOLIDARITES INTERNATIONAL’s technical requirements;

Participate in evaluating the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual development and the population’s needs;

Propose to the Multisector Project Coordinator adjustments to the programs, if necessary;

Participate in building the teams abilities with respect to techniques or new methodologies;

Implementation and operational monitoring


Support the Activity Managers in planning their operational activities;

Meet the deadlines and adhere to predefined quality specifications;

Support the Multisector Project Coordinator in ensuring the project management, monitoring and evaluation tools are in each operational department;

Propose quality criteria and monitoring indicators for programs;

Anticipate any issues linked with carrying out the activities and help to resolve any problems related to the activities;

Suggest any adjustments to be made to the activity depending on contextual and indicator developments;

Institutional Knowledge Building – IKB


Use the IKB tools proposed by SOLIDARITES INTERNATIONAL ;

Participate in the centralization, validation, and distribution of procedures, guidelines and tools linked to the multisector activities;

Build up on SOLIDARITES INTERNATIONAL (and stakeholders) intervention methods and techniques;

Ensure that project files are complete, regularly updated, and saved on the mission external hard drive;

Define the prerequisites for opened WASH positions together with the Multisector Program Manager;

Greet and brief the new staff working on the program;

In collaboration with the Multisector Project Coordinator, set up technical trainings depending on the operational needs and identified training requirements;

Lead working groups and thematic meetings with the support of the Multisector Project Coordinator;

Evaluate and assess the performance of colleagues under his/her  direct supervision on a regular basis;

Ensure adherence to SI security regulations and reinforce them with his/her team.

Reporting/ Communication / representation


Pass upward to the Multisector Project Coordinator and Coordination team any information on the security situation or on any event that could impact SOLIDARITES INTERNATIONAL activities and safety of the teams;

Support the drafting of activities reports and amendments (including any annexes relating to specific activities) for the financial donors, local authorities and for internal purposes (weekly and monthly reports) by compiling all the operational data before sending them to the Multisector Program Manager;

Ensure that all reports required by the Multisector Project Coordinator are delivered on time and in the correct format;

In his/her assignment area, might be appointed to represent SOLIDARITES INTERNATIONAL at meeting or forums concerning the activities;

In collaboration with the Multisector Project Coordinator, and administrative department, support the preparation of administrative documents (MoU, handover, etc.) to be jointly signed with government authorities, communities or partner’s;

Coordinate with field representatives in accordance with management guidelines;

Coordinate with support team (Logistic and Administration) as well as field team involved on the program;

Represent the organization when asked and/or delegated to do so;


Personal abilities :

Professional experience: 1 year of experience in similar position (NGO/Private or Public sector)

Languages : English, Kanori, Haussa, Shua (additional languages a plus)

Personal qualities: reliable, honest, very good organization, resistance to stress, good interpersonal skills (communication), team player, capacity to delegate and to manage, initiative and autonomy, capacity of prioritsation of tasks

Technical competences :

Training: University degree in Environmental Science, Agronomy or Crop Science or a similar domain.

Relevant experience on Food items distribution and monitoring will be highly appreciated.


WASH ASSISTANT

IT skills: Good knowledge of Office software : Excel, Word, GIS, and drawing software (autocad)

PILOT MASTER – EXPAT


Job Type: Contracts

Job Nature: Rotation (4 weeks on/4 weeks off)


GENERAL DESCRIPTION


Coordinate tanker movements on site and the transfer operations of hydrocarbons to or from the FPSO and to or from the export tanker or vessel (Pilot, Berthing Master & tanker Loading Master).

Deputise for the Marine Superintendent when required


SCOPE OF WORK


Organises arrival/departure procedures for export tankers,

Pilot the export tanker to/from mooring point (loading buoy or tandem position),

During an emergency, manage to secure the off-load tanker and/or coordinate disconnection operations

Assists and provide marine advice during approac and mooring of a export tanker.

Inspect the export tanker, complete the HSE and Security check lists,

Inspect site support vessels,

Allow or refuse berthing operations,

Supervise tanker de-ballasting,

Apply valid HSE rules, international and National regulations codes and standards,

Ensure communication between tanker and FPSO is maintained during loading operation,

Check volume calculations for exported batch,

Supervise the 1st Level corrective and preventive maintenance plan for all equipment associated with marine and logistic operations including Mooring equipment and tools, work boat, SBM equipment’s, tandem equipment’s

Responsible for spare part management of equipment associated with his duties.

Advisor to the COMPANY for the completion of cargo documents (BL, LOP, etc…)


HSE:

To ensure that an effective implementation of HSE system is applied, as appropriate at site.

To take time for checking safety documents and permits at site.

To ensure that risk assessment prior to start new activity is properly conducted and understood by personnel involved.

To make himself visible at site and available/approachable for discussion about HSE concerns.

To demonstrate evidence of his relationship to safety with clear communication on site about commitment to safety.

To continuously assess safety behaviour of personnel and intervene with a pro-active approach explaining and coaching.

To take every opportunity at site to communicate with workforce about safety, listening on difficulties, sharing his own experience and proposing applicable solutions.

To be involved in incident investigation and follow-up actions implementation.


JOB REQUIREMENTS

Master STCW 95 Class 1 Certificate (Deck) with tanker advance training.

Bridge Resources Management certificate or equivalent

Provide evidence of work on oil tanker VLCCs, FSO or FPSO out of which

3 years as master or chief officer or harbour pilot and

Preferably experience from tandem and buoy approaches and 2 years as pilot

Provide evidence of holding individual positions or for more than one year continuously or having been employed by the same company continuously for more than five years BOSIET Certificate

BASIC FUNCTION OF POSITION

Incumbent is the point of contact (POC) for all Travel related services.  This includes, but is not limited to: being responsible for the reservation, confirmation, amendment and guarantee of all hotel requests; responds to e-mails, telephone calls and receives customers to the Travel Section; filing and tracking of documents and the preparation of Travel Authorizations and Diplomatic Notes.

Homeschooling, A Beginners Guide Part III

In Part two of this series of articles we covered choosing a curriculum. In this article we will explore the idea of creating a curriculum tailor made for your children.


Homeschooling gives you and your children a lot of freedom. Freedom to choose how and in some ways what to teach. As was stated in our first article you must stay within your state requirements, but otherwise you are free to let your imagination take flight.


To begin, I recommend you download a copy of your state academic standards. When beginning to homeschool it is nice to have an idea of what is being taught in the public schools. Now please, don’t misunderstand my intentions. As a homeschooler I do not endorse all of the public school curriculum. Don’t throw out the baby with the bathwater. Take what is good for your family and leave the rest. You have the freedom to choose.


Using the academic standards as a guide, you have a big picture idea of what direction you can take in the education of your children. You can download the standards for each subject and then explore the different options for covering the material.


Obviously your local library is a great source for material. Talk to your research librarian. Explain that you are homeschooling, what subjects you are covering for the week or month and she(or he) will point you in the right direction.


The internet is another great source of material. Check out the Google Directory for reference and education. The sites listed there are very helpful.

Subscribe to educational magazines. Check out the local library to see what magazines would best suit your family’s needs. There are thousands of ways to homeschool your children. Taking the time to be creative with your lessons will benefit your children so much and its fun too.

SAFETY AND SECURITY MANAGER

LOCATION:

JOB SUMMARY

The Safety and Security Manager is the focal point for all security relevant information within Bases of Action Against Hunger (AAH) in Monguno.

The role holder will be report to the Field Coordinator-Monguno base and primarily serve as an advisor for daily operational planning of safety and security for all staff and programs in Monguno, Nganzai, Magumeri and Kukawa LGAs in Borno State.

The Safety and Security Manager will ensure that staff and operations in all areas covered, apply the mission’s mandate, charter and code of conduct, as well as safety and security operational policies, procedures and regulations.


SPECIFIC TASKS AND RESPONSIBILITIES

Represent the mission at the local/regional level to humanitarian and government representatives on related safety and security protocols as well as needs.

Collection of information regarding politics and security in Monguno, Magumeri, Nganzai and Kukawa LGAs as well as on safety & security issues.

Liaison with safety and security providers including government and security forces for safety updates.

Advise on the content and layout for weekly Situational Reports to Field Coordinators to ensure completion and timely submission.

Responding to security relevant incidents with information gathering and disseminating information in a timely manner for action by supervisors.

Maintenance of a state-wide network to influential actors and communication of the mission’s status and mission in Nigeria.

Assist Field Co in analysis, identification, quantification and, mitigation of assessed risks.

Ensure good implementation of security rules (security plan, SOP) in the bases and program areas.

Contribute to the development of security plan, SOP writing and send incident reports to Field Co, Country Director including the Security Coordinator.

Development and maintenance of security network (formal/informal) at base levels.

Closely coordinate with Field Co for any developments on the security situation.

In coordination with Field Co, brief all staff on security and context changes as needed at base levels.


REQUIREMENTS

The successful candidate will have;

At least a degree in social sciences, international relations, political science or related discipline.

Minimum of three years of experience in safety and security.

Basic experience in Nigerian Security Forces (Military and/or Police).

Previous experience working for NGOs particularly international and/or health related NGOs.

Ability to work well with management and staff at all levels, multitask, prioritize and manage time efficiently.

Resident in Jigawa, Yobe and/or Borno state for 5 years+.

Fluent speaking/reading/writing in English and Hausa language is required. Language Proficiency will be tested.

Ability to write short coherent reports on topics of security relevance.

Existing network to influential actors in Jigawa, Yobe and Borno state (e.g. on security, political, social, cultural, religious level).

A good understanding on political and security situation in Jigawa, Yobe and Borno state.


PROCUREMENT OFFICER

JOB SUMMARY

The Procurement Officer will be based in Damaturu, Yobe State and report to the Logistics Manager.

The Procurement Officer is in charge of preparing and collecting all documentation whilst ensuring compliance with Action Against Hunger procedures.

He/she will liaise with suppliers on daily basis, conduct market assessments, request quotations, evaluate supplier bids and follow up on procurement authorization, delivery schedules and supplier payments.


RESPONSIBILITIES

Receive and process Purchase Requests (PR) on reception frequencies.

Provide support in market analysis.

Follow the mission’s procurement procedures, maintain an updated list of inventory and incoming purchases and supplies, and be responsible for approving purchases.

Ensure best available prices & quality, collect quotations, suppliers references.

Ensure that PR includes all required specifications and supporting documents.

Update and share the Procurement Follow Up (PFU) on weekly basis and monitor deliveries to the department/bases/programs

Follow up the importation and clearance process of international shipments.

Prepare purchase contract or Supplier Purchase Order (SPO) and coordinate with suppliers during the delivery of the goods and services.

Arrange tender and other procurement meetings and take minutes.

Ensure all purchasing dossiers are complete and properly filled before archiving.

Update the price catalogue with new purchase prices and/or suppliers or at least every two months.

Prepare procurement dossiers for framework agreements and contract and update relevant monitoring tools (Procurement Follow Up and Contract Follow Up).

Liaise with contractors to ensure compliance with the contract, including initial meeting.

Collect and prepare supporting documents related to contract implementation or modification.


REQUIREMENTS

At least a Bachelor’s Degree in Business Management, Logistics, Procurement or other related field.

Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).

Solid knowledge and understanding of procurement processes, policy and systems.

Two (2) years previous experience as procurement officer or related position.

Ability to work well with management and staff at all levels, multitask, prioritize, and manage time efficiently.

Rigorous, with strong organization skills and attention to detail.

Strong communication and negotiation skills.

Previous experience working for NGOs an asset, particularly international and/or health related NGOs.
