ASSISTANT TECHNICAL OFFICER, LABORATORY SERVICES

DESCRIPTION

The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner.

The SIDHAS project is funded by the United States Agency for International Development (USAID).


JOB SUMMARY / RESPONSIBILITIES

Liaise with the State Technical Officer to provide technical support and implement high quality laboratory services for FHI Nigeria programs.

Assist in providing technical assistance in capacity building for laboratory services to FHI360 and facility staff.

Assist in providing technical support on laboratory quality assurance issues at the state office level.

Give support in coordinating the inventory management along with AXIOS to ensure adequate stock and quality data capture in the DHIS.

Contribute to development of lessons learned from programs and projects related to laboratory management of HIV/AIDS and liaise with STO to apply these lessons and modify existing program.

Remain informed on current programs in the field of laboratory management of HIV/AIDS and related development fields by reviewing current literature and staying alert to any implication of such experience and research for department activities as outlined by the technical supervisor.

Perform other duties as assigned.


QUALIFICATIONS

B.Sc in Laboratory Sciences or related field with 1-3years post national youth service experience in provision of laboratory support for HIV/AIDS.

Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development area preferred.

Certification of license to practice as a medical laboratory scientist is required.

Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.


KNOWLEDGE, SKILLS & ATTRIBUTES

Knowledge of Quality Assurance and Quality Control.

Knowledge of Laboratory Equipment and techniques for the following categories of assays: HIV rapid and confirmatory testing, hematology, biochemistry, CD4/CD8, HIV viral load, HIV DNA qualitative test, HIV viral resistance (genotype and phenotype) and management issues related to the clinical management of HIV/AIDS, including ART.

Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infection.

Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.

Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

High degree of proficiency in written and spoken English communication.

Well-developed computer skills.

Ability to travel within Nigeria 25% time.

PROJECT DESCRIPTION

Northeast Nigeria is currently facing a growing humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance. These IDPs are living among host communities, lacking access to livelihoods and resources, ultimately leading to unprecedented levels of malnutrition and food insecurity. FHI 360 has been working in Nigeria for over 30 years and is now expanding activities in Borno state to respond to the IDP crisis.


FHI 360 is expanding its expertise by responding to this humanitarian crisis through integrated WASH, Health and Protection interventions


BASIC FUNCTION

The ATO – Pharmacy will prepare medications by reviewing and interpreting physician orders, and dispensing medications by compounding, packaging and labeling pharmaceuticals.


DUTIES AND RESPONSIBILITIES

Works as part of a multidisciplinary team of international and national staff to provide high quality patient care to an extremely vulnerable population.

Carrying out inspection duties as provided for under the Poisons and Pharmacist’s Act, the Dangerous Drug Act and the Food and Drug Decree and other operational legislations

Dispensing prescribed medications to in-and-outpatients whilst providing accurate medication advice.

Maintaining stores and keeping relevant store records.

Preparing extemporaneous medicaments such as mixtures, lotions, ointments, syrups, etc.

Provides technical information and advice to other health professionals.

Ensuring proper storage and issuance of all drugs over the duration of the project.

Participating in routine quality control audits of all drugs in stock.

Adheres to the relevant Code of conduct and ethics

Works with technical support and M&E teams to collect appropriate baseline data over the life of the project

Compiles and submits periodic reports

Ensures adequate infection prevention and control standards are maintained at all times.

Performs any other duties as may be assigned


QUALIFICATIONS AND REQUIREMENTS

B.Sc Pharmacy, or relevant field with 1- to 3 years post national youth service experience managing a PSM cycle, including rational health commodities selection, forecasting /quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.

Must have a practicing license Experience working with a humanitarian organization Familiarity with Nigerian public sector health system and NGOs and CBOs is highly desirable.


KNOWLEDGE, SKILLS & ATTRIBUTES:

Sound knowledge of inventory control systems.

Experience must include managing health commodity logistics information systems, including forecasting/quantification of medical Commodities.

Knowledge of the key principles and approaches to health systems strengthening.

DRUG DISPENSER


Line Manager: Pharmacist

JOB TASKS


Under the supervision of the Pharmacist, the Drug Dispenser will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:

Stock management in link with mobile clinics

Distribution of drugs during the mobile clinics

Reporting and attendance to different meetings

Collection, computerization and analysis of weekly drugs consumption


I. TASKS DESCRIPTION:

Stock management in link with mobile clinics

Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM officeRealize the pharmacy stock management (in/out) at the mobile clinic

Calculate daily consumption for each item in order to anticipate any shortage

Do a weekly physical inventory of mobile clinic pharmacy

Prepare weekly drugs orders to MdM central pharmacy with the assistance of the medical doctors and paramedics staffDistribution of drugs during the mobile clinics

Give the drugs according to the medical prescription.

Ask the medical doctor or the midwife to complete their prescription in case of incomplete information (dosage, duration…) Indicate the name, presentation and dosage of the drugs on the dispensing bag.

Explain to the patient how to take the treatment and make sure that the explanations have been understood Explain the potential side effects of a drug to the patient

Fill in the daily consumption form for each item

Ensure patient confidentiality is respected and treat all the patients with respect and dignity

Collection, computerization and analysis of weekly drugs consumption

Collect the daily mobile clinic consumption

Participate to the weekly computerization and analysis of the drugs consumption

Reporting and attendance to different meetings

Prepare a weekly activities report to submit to the pharmacist and team leader

Participate in a pro-active way to MdM internal meetings (medical, security…)

Participate to all the trainings organized by MDM


PROFILE REQUIRED:

Community Health Extension Worker (CHEW)

Experience in similar position for at least 2 years

Good knowledge in nutrition

Capacities in team management

Strong sense of responsibilities and organization skills

Strong work ethic and rigor

Job Title: NISRN Logistics Advisor, Global Health Supply Chain-Procurement Supply Management Project Nigeria

Scope of Work


  • This scope of work (SOW) sets forth the services to be provided by the National Integrated Sample Referral Network (NISRN) Logistics Advisor to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) in Nigeria.

Background


  • The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.

  • The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.

  • The NISRN Logistics Advisor will coordinate the implementation of the integrated sample transportation and results delivery network across all the health facilities/hubs and implementing partners in the state.

Principal Duties and Responsibilities (Essential Functions)


  • Ensure samples are collected from all designated health facilities/ hub sites constituting a region and transported to PCR laboratory using a common mechanism for sample pick-up, shipment, and return of results

  • Ensure SOPs, Laboratory manuals, guidelines and forms are available and are appropriately utilized at both referral and testing laboratories.

  • Monitor sample integrity and report from all PCR Labs on a weekly basis and maintain record

  • Periodically conduct spot check on 3PLs transport facility and cooling devises to ensure compliance with standard requirement.

  • Maintain weekly and monthly record of number of samples transported and result retrieved from PCR Labs.

  • Conduct an audit of samples and result to ensure all samples are tested and result generated are delivered to the requesting facility on a bi-weekly basis,

  • Compare submitted data from 3PLs with those of PCR sites as justification for payment on a monthly basis

  • Follow up on reports on sample rejection with a view to providing technical support to the sending facilities.

  • Organize and conduct supportive supervisory visits to all facilities with a view to strengthen quality service provision.

  • Submit a monthly report to the NISRN Logistics Manager on the overall situation of sample referral in the state.

  • Mentor and build capacity of health care providers on the implementation of the NISRN strategy

  • Provide recommendations for improvement and Optimization of the NISRN strategy

  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.

  • Support achievement of the overall project goals as required to ensure project performance.

Job Qualifications


  • Bachelor’s degree in Medical Laboratory Sciences, Public Health. Additional post graduate qualification in Public Health/logistics management, will be an advantage.

  • Minimum 3 years’ professional experience in Laboratory Logistics Management/Clinical Sample Management/Laboratory networking

  • Registered with the professional regulatory government agency

  • Specific expertise in HIV/AIDS, TB or Malaria programs.

  • Strong analytical, problem solving, trouble shooting and excellent technical writing, oral presentation skills highly desired.

  • Knowledge of Polymerase Chain Reaction equipment for viral load and Early Infants’ Diagnosis, and GeneXpert machine is desirable

  • Ability to use Microsoft office suite packages (Excel, words, PowerPoint).

  • Ability to work under pressure and with minimal supervision.

  • As part of the Lab Logistics Team, the Malaria Logistics Advisor will be reporting to the Manager/Senior Malaria Logistics Advisor.

Principal Duties and Responsibilities (Essential Functions)


  • Work with other teams within the project to coordinate malaria related interventions in the project.

  • Support implementation of mass distribution campaigns for long lasting insecticidal nets (LLINs) in selected States and routine distribution in 11PMI focus states in Nigeria, including engagement with senior Government officials at the National and State levels on modalities for the full implementation of all aspects of the Campaign exercise and routine distribution of LLINs.

  • Support coordination activities including participations in meetings with the GON and PMI IPs to develop and implement supply chain strategies and provide appropriate non-duplicative services that will ensure reliable procurement and distribution of essential malaria medicines and related commodities.

  • Support the management of relationships and maintaining routine communications with NMEP, PMI partners, and all other related stakeholders to support the integration of various technical areas of the project and making the most effective and efficient use of project resources.

  • Provide adequate support towards the strengthening of the MCLS tool for the generation of quality, reliable and acceptable data that will inform programmatic decisions.

  • Participates in developing training curricula for health commodities management at the state and health facilities and in training Federal &, state-level malaria control program and logistics officers

Job Qualifications


  • Degree in Public Health, Pharmacy, Logistics Management, Science or Social Sciences.

  • Minimum of 3 years of professional experience in Health program, preferably in health care supply chain management.

  • Previous experience in implementing LLINs Campaigns within States in Nigeria strongly desired.

  • Multi-skilled experience in Malaria, HIV/AIDS, or TB program strongly desired.

  • Prepare high quality SIA High Risk Operational Plans (HROP) and monitor implementation of these plans, including through pre-implementation SIA dashboard.

  • Implementation of high quality training of all cadres involved in SIAs including independent monitors
